【摘要】：北部灣經(jīng)濟(jì)區(qū)自被提升到國家發(fā)展戰(zhàn)略層次以來，越來越受到社會(huì)各界的廣泛關(guān)注。在目前的經(jīng)濟(jì)發(fā)展需求與管理體制下，北部灣經(jīng)濟(jì)區(qū)急需建立一系列的跨區(qū)域的政府合作機(jī)制，來保障北部灣經(jīng)濟(jì)區(qū)內(nèi)政府合作的有序進(jìn)行，有力推動(dòng)北部灣經(jīng)濟(jì)區(qū)一體化發(fā)展。 通過橫向與縱向?qū)Ρ辈繛辰?jīng)濟(jì)區(qū)內(nèi)政府間合作研究發(fā)現(xiàn)目前北部灣經(jīng)濟(jì)區(qū)實(shí)行條塊分割的行政管理體制，經(jīng)濟(jì)區(qū)內(nèi)各市存在產(chǎn)業(yè)同構(gòu)、重復(fù)建設(shè)、政策沖突、信息共享機(jī)制缺乏等問題。而各市政府間的合作協(xié)同機(jī)制不健全與不完善，使得經(jīng)濟(jì)區(qū)內(nèi)各市各自為政、地方保護(hù)主義加強(qiáng)、政策規(guī)則地方傾向明顯等問題加劇，，嚴(yán)重制約與影響了北部灣經(jīng)濟(jì)區(qū)的發(fā)展。因此解決這些問題最為重要是如何協(xié)調(diào)好中央與地方政府、地方政府之間與地方政府各個(gè)部門、地方政府與社會(huì)間的關(guān)系，構(gòu)建與完善北部灣經(jīng)濟(jì)區(qū)政府協(xié)同機(jī)制，才能夠有力的推動(dòng)北部灣經(jīng)濟(jì)區(qū)的一體化進(jìn)程，實(shí)現(xiàn)國家的發(fā)展戰(zhàn)略。 為了有效治理北部灣經(jīng)濟(jì)區(qū)出現(xiàn)的問題，整體性治理應(yīng)運(yùn)而生，旨在利用整體性治理的方式、方法、思路去解決北部灣經(jīng)濟(jì)區(qū)政府合作過程中存在的問題，實(shí)現(xiàn)對政治權(quán)利、資源間的整合以及多元利益主體間的協(xié)調(diào)合作。為了吸取國內(nèi)外的相關(guān)經(jīng)驗(yàn)，選取了日本大都市圈、泛珠三角經(jīng)濟(jì)區(qū)進(jìn)行分析以期能借鑒。同時(shí)在通過理論梳理、比較分析、文獻(xiàn)研究與對北部灣經(jīng)濟(jì)區(qū)政府協(xié)同合作機(jī)制存在的問題以及原因的分析的基礎(chǔ)上提出構(gòu)建整體性的北部灣經(jīng)濟(jì)區(qū)政府協(xié)同機(jī)制建議。即從完善制度、優(yōu)化組織結(jié)構(gòu)、合理的合作機(jī)制、構(gòu)建信息共享機(jī)制上提出構(gòu)建整體性的北部灣經(jīng)濟(jì)區(qū)政府協(xié)同機(jī)制運(yùn)行模式，為未來區(qū)域政府間的合作提供一種新的方法。
[Abstract]:Since the Beibu Gulf Economic Zone has been promoted to the national development strategic level, it has attracted more and more attention from all walks of life. Under the current economic development demand and management system, the Beibu Gulf Economic Zone is in urgent need of establishing a series of cross regional government cooperation mechanisms to ensure the orderly cooperation of the government in the Beibu Gulf Economic Zone. The development of the Beibu Gulf Economic Zone is integrated.
Through the study of intergovernmental cooperation in the Beibu Gulf Economic Zone horizontally and longitudinally, it is found that the current division of the Beibu Gulf Economic Zone is divided into an administrative management system. There are many problems in the economic zone, such as industrial isomorphism, repeated construction, policy conflict and lack of information sharing mechanism, and the cooperation mechanism between municipal governments is not perfect and imperfect, In order to solve these problems, the most important way to solve these problems is how to coordinate the central and local governments, the local governments and the local government departments, local governments and societies. The inter meeting relationship, the construction and improvement of the cooperation mechanism of the Beibu Gulf Economic Zone, can the process of the integration of the Beibu Gulf Economic Zone be pushed forward and the national development strategy.
In order to effectively control the problems arising in the Beibu Gulf Economic Zone, the holistic governance came into being. It aims to solve the problems in the process of government cooperation in the Beibu Gulf Economic Zone by means of holistic governance, and to realize the political rights, the integration of resources and the coordination and cooperation among the multi stakeholders. Related experience, the Japanese Metropolis Circle, the Pan Pearl River Delta economic zone is analyzed in order to be used for reference. At the same time, on the basis of theoretical combing, comparative analysis, literature research and the analysis of the existing problems and reasons for the cooperation mechanism of the Beibu Gulf Economic Zone government, this paper puts forward the construction of the integrated government cooperative machine in the Beibu Gulf Economic Zone. The proposal is to improve the system, optimize the organization structure, the reasonable cooperation mechanism and build the information sharing mechanism to build the overall operation mode of the cooperative mechanism of the government of the Beibu Gulf Economic Zone, and provide a new method for the cooperation among the regional governments in the future.
