【摘要】：產業(yè)集群作為區(qū)域經濟發(fā)展和創(chuàng)新的帶動力量，越來越顯示出優(yōu)勢和活力，已成為管理學、經濟學、社會學等研究熱點之一，并且近年來取得了許多重要的研究成果。如今經濟發(fā)展不斷趨于全球和一體，并且知識對經濟的助力作用也日益凸顯，大力推進和引導產業(yè)集群的發(fā)展，開展協(xié)同創(chuàng)新，對于推動我國經濟的健康可持續(xù)發(fā)展起到極為重要的作用。因此，通過分析產業(yè)集群中各主體間協(xié)同創(chuàng)新機制，評價協(xié)同創(chuàng)新時的隱匿風險，對產業(yè)集群創(chuàng)新風險規(guī)避和經濟發(fā)展具有十分重要的理論價值和現(xiàn)實指導意義。 眾所周知，產業(yè)集群是企業(yè)、高校、政府、金融機構間進行協(xié)同創(chuàng)新的重要而有效的市場組織形式。通過這種形式，各創(chuàng)新主體可以實現(xiàn)內外資源共享，降低研發(fā)成本達到利益共享，最終實現(xiàn)互利互生，合作共贏。但是基于集群外界不可預測的環(huán)境變化，集群自身結構的封閉性和集群中企業(yè)協(xié)同技術創(chuàng)新過程中的各種不確定性因素，產業(yè)集群協(xié)同創(chuàng)新過程潛藏著很多風險。為了更好的全面研究，本文采用文獻研究、定性分析與定量分析相結合、理論與實踐相結合等研究方法，主要內容包括以下幾個方面： （1）依據產業(yè)集群理論和協(xié)同創(chuàng)新理論，分析產業(yè)集群的協(xié)同創(chuàng)新模式。結合產業(yè)集群外部宏觀不確定因素，集群特殊的封閉性結構和集群內創(chuàng)新主體相互聯(lián)結與作用的方式，將產業(yè)集群協(xié)同創(chuàng)新風險分為五類：外源風險、集群風險、主體風險、資源風險和活動風險。 （2）依據這五類風險的特性，構建產業(yè)集群協(xié)同創(chuàng)新風險因素體系，本文共總結出了47個風險因素，并運用主成份分析法提煉出其中的24個關鍵風險因素，為系統(tǒng)地、有效地、全面地綜合評價集群創(chuàng)新風險系統(tǒng)風險水平奠定基礎。 （3）基于可拓物元模型基本原理，結合風險接近度和風險關聯(lián)度的概念，采用專家打分來確定度量指標的權重系數(shù)，建立產業(yè)集群協(xié)同創(chuàng)新風險評價可拓物元度量模型。實證分析時，，發(fā)放調查問卷結合模型評價了東湖高新區(qū)產業(yè)集群的綜合協(xié)同創(chuàng)新風險等級。 （4）最后根據總結出的五類產業(yè)集群協(xié)同創(chuàng)新風險和24個關鍵風險因素，為產業(yè)集群今后在協(xié)同技術創(chuàng)新方面如何規(guī)避風險，提出風險防范對策。
[Abstract]:As the driving force of regional economic development and innovation, industrial cluster has become one of the research hotspots in management, economics and sociology, and has made a lot of important research results in recent years. Nowadays, the economic development is becoming more and more global and integrated, and the contribution of knowledge to the economy is becoming more and more prominent. We should vigorously promote and guide the development of industrial clusters and carry out collaborative innovation. It plays an extremely important role in promoting the healthy and sustainable development of our economy. Therefore, it is of great theoretical value and practical significance for industrial cluster innovation risk avoidance and economic development to analyze the mechanism of collaborative innovation and evaluate the hidden risk in the process of collaborative innovation. As we all know, industrial cluster is an important and effective form of market organization for collaborative innovation among enterprises, universities, governments and financial institutions. Through this form, the innovation subjects can realize the sharing of internal and external resources, reduce the cost of R & D to achieve benefit sharing, and finally achieve mutual benefit and win-win cooperation. However, due to the unpredictable environment change, the closeness of cluster structure and the uncertainty factors in the process of enterprise collaborative technological innovation, there are many risks in the process of industrial cluster collaborative innovation. In order to make a better comprehensive study, this paper adopts the methods of literature research, qualitative analysis and quantitative analysis, theory and practice, etc. The main contents include the following aspects: 1) according to the theory of industrial cluster and the theory of collaborative innovation, this paper analyzes the mode of collaborative innovation of industrial cluster. Combined with the external macro uncertain factors of industrial cluster, the special closed structure of cluster and the way of interconnecting and acting of the innovation subject in the cluster, the cooperative innovation risk of industrial cluster can be divided into five categories: exogenous risk, cluster risk and subject risk. Resource risk and activity risk. According to the characteristics of these five kinds of risks, the paper constructs the risk factor system of industrial cluster collaborative innovation, summarizes 47 risk factors, and extracts 24 key risk factors by principal component analysis, which are systematic and effective. Comprehensive evaluation of cluster innovation risk system risk level lay the foundation. 3) based on the basic principle of extensible matter-element model, combined with the concepts of risk proximity and risk correlation, the weight coefficient of measurement index is determined by expert scoring, and the extensible matter-element measurement model of industrial cluster collaborative innovation risk evaluation is established. In the empirical analysis, the comprehensive cooperative innovation risk level of the industrial cluster in Donghu Hi-tech Zone was evaluated by questionnaire and model. Finally, according to the five types of industrial cluster collaborative innovation risk and 24 key risk factors, how to avoid the risk in the future industrial cluster in collaborative technology innovation, and put forward the risk prevention countermeasures.
