【摘要】：特朗普政府的全球戰(zhàn)略選擇了反全球化加棄用現(xiàn)行國際經(jīng)濟(jì)秩序的組合,這說明第二次世界大戰(zhàn)以來,面對經(jīng)濟(jì)全球化趨勢,國際經(jīng)濟(jì)秩序幾經(jīng)調(diào)整均未取得理想效果,正在走向終結(jié),亟待重構(gòu)新理念。社會(huì)黨國際提出的全球治理概念直接針對經(jīng)濟(jì)全球化之后出現(xiàn)的全球外部性問題和全球公共產(chǎn)品供給問題,從世界經(jīng)濟(jì)發(fā)展的歷史維度來看,它超越了國際經(jīng)濟(jì)秩序的概念,但受到社會(huì)黨國際的國際影響力及傳統(tǒng)意識(shí)形態(tài)的限制,其全球治理概念不僅沒有被國際社會(huì)普遍接受,而且在探討全球治理的具體實(shí)施手段時(shí),被西方主流思潮和市場原教旨主義的觀點(diǎn)所淹沒。因此,在未來全球經(jīng)濟(jì)秩序的改造和重建過程中,必須有針對性地根據(jù)現(xiàn)行國際經(jīng)濟(jì)秩序改革的困境,從實(shí)踐和理論兩個(gè)層面完善全球治理理念。
[Abstract]:The Trump administration's global strategy has chosen a combination of anti-globalization and the use of the current international economic order, which shows that since the second World War, the international economic order has failed to achieve the desired results after several adjustments in the face of the trend of economic globalization. It is coming to an end and new ideas need to be reconstructed. The concept of global governance put forward by the Socialist International aims directly at the problems of global externality and the supply of global public goods after economic globalization. From the historical dimension of world economic development, it transcends the concept of international economic order. However, limited by the international influence and traditional ideology of the Socialist International, the concept of global governance is not only not generally accepted by the international community, but also discusses the specific means of implementation of global governance. Submerged by the mainstream western trend of thought and market fundamentalism. Therefore, in the course of the reform and reconstruction of the global economic order in the future, we must improve the concept of global governance from the two aspects of practice and theory according to the predicament of the reform of the current international economic order.
