【摘要】:落后產(chǎn)能是粗放型經(jīng)濟增長模式下的產(chǎn)物,具有高耗能、高污染、工藝技術(shù)水平低和安全保障弱等特征,給我國社會經(jīng)濟的長遠發(fā)展帶來阻礙。因此,淘汰落后產(chǎn)能是優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)的內(nèi)在要求,也是推進節(jié)能減排、轉(zhuǎn)變經(jīng)濟發(fā)展方式的重要途徑。二十世紀80年代以來,國家出臺了一系列的調(diào)控政策,雖然取得了很大成效,但與經(jīng)濟發(fā)展的需求還有一定差距,而地方政府作為公共政策的執(zhí)行主體,,對淘汰落后產(chǎn)能政策目標的實現(xiàn)有著最直接的影響。地方政府在地區(qū)發(fā)展中發(fā)揮著經(jīng)濟引導(dǎo)、法律保障和社會管理等作用,因此以地方政府為視角研究淘汰落后產(chǎn)能過程中的問題,對切實加快我國淘汰落后產(chǎn)能工作的整體進程有重要意義。 本文以市場失靈理論和委托代理理論等為基礎(chǔ),試圖從思想觀念、法規(guī)政策、聯(lián)合執(zhí)法、善后安置及長效約束五個角度來分析地方政府在淘汰落后產(chǎn)能中存在的問題。這些問題的產(chǎn)生有多方面的因素,有財政分權(quán)和政績考核等體制方面的制約,也有地方政府和企業(yè)利益選擇的影響,還與落后產(chǎn)能的市場需求密不可分。在此基礎(chǔ)上,可以探索出促進地方政府淘汰落后產(chǎn)能工作發(fā)展的具體對策:通過轉(zhuǎn)變發(fā)展觀念來提高地方政府的積極性;完善淘汰標準和實施細則并制定配套的經(jīng)濟引導(dǎo)政策;加大職能部門的聯(lián)合執(zhí)法力度;妥善安置被淘汰企業(yè)和職工;健全包括考核、問責(zé)和監(jiān)督在內(nèi)的長效約束機制。通過這些研究和探討,希望能為地方政府淘汰落后產(chǎn)能工作提供參考和借鑒。
[Abstract]:Backward production capacity is the product of extensive economic growth model, which has the characteristics of high energy consumption, high pollution, low technological level and weak security, which has hindered the long-term development of China's social economy. Therefore, eliminating backward production capacity is the inherent requirement of optimizing industrial structure, and is also an important way to promote energy saving and emission reduction, and to change the mode of economic development. Since the 1980s, the state has issued a series of regulation and control policies. Although it has achieved great results, there is still a certain gap between the demand for economic development and the local government as the main executive body of public policies. It has the most direct influence on the realization of the policy goal of eliminating backward production capacity. Local governments play an important role in regional development, such as economic guidance, legal protection and social management. Therefore, from the perspective of local governments, the problems in the process of eliminating backward production capacity are studied. It is of great significance to speed up the overall process of eliminating backward production capacity in China. Based on the theory of market failure and principal-agent theory, this paper attempts to analyze the problems existing in the elimination of backward production capacity by local governments from five angles: ideas, laws and policies, joint law enforcement, aftercare placement and long-term constraints. There are many factors to produce these problems, such as fiscal decentralization and performance assessment, and the influence of local governments and enterprises' interest choice, which is closely related to the market demand of backward production capacity. On this basis, we can explore the specific countermeasures to promote the development of local governments' elimination of backward production capacity: to improve the enthusiasm of local governments by changing the concept of development, to improve the standards and implementation rules of elimination and to formulate supporting economic guidance policies; Strengthen the joint law enforcement of functional departments; properly place eliminated enterprises and staff and workers; improve the long-term restraint mechanism including examination, accountability and supervision. Through these research and discussion, we hope to provide reference and reference for local government to eliminate backward production capacity.
