【摘要】：在改革開放30多年來的偉大探索和實(shí)踐中，中國創(chuàng)造的發(fā)展奇跡為世界所矚目。京津冀區(qū)域是我國的政治、文化中心，也是北方重要的經(jīng)濟(jì)、貿(mào)易和金融中心，更是科技、人才等優(yōu)質(zhì)要素密集和市場優(yōu)勢明顯的地區(qū)，作為改革開放的先行者，，在我國整體發(fā)展格局中占有特殊重要的戰(zhàn)略地位。 京津冀三省市同屬京畿重地，相互包容，具有天然的相互融合、協(xié)同發(fā)展的基礎(chǔ)和條件，區(qū)域理應(yīng)協(xié)同發(fā)展并且發(fā)展的更好更快。但實(shí)事求是的說，目前京津冀區(qū)域的整體實(shí)力還不夠強(qiáng)，行政區(qū)協(xié)調(diào)機(jī)制不夠健全；區(qū)域發(fā)展失衡、生態(tài)環(huán)境惡化的現(xiàn)象較為嚴(yán)重。尤其是近兩年來，京津冀區(qū)域連續(xù)發(fā)生嚴(yán)重霧霾，三地PM2．5持續(xù)爆表，群眾怨氣很大；與國內(nèi)外先進(jìn)地區(qū)相比,京津冀區(qū)域隱藏的巨大共同發(fā)展的潛力遠(yuǎn)未充分發(fā)揮出來，與中央提出的形成新的增長極要求，還有很大的差距。 京津冀各具特色，存在明顯的差異。差異是發(fā)展的動力，正因?yàn)椴町惖拇嬖诙魡緟f(xié)調(diào)。認(rèn)識、理解區(qū)域協(xié)調(diào)發(fā)展的內(nèi)涵和特征，從體制、觀念、市場等多個角度入手，建立有效的區(qū)域協(xié)調(diào)的體制機(jī)制，形成突出特色、保持優(yōu)勢、有分有合的良好發(fā)展局面，是京津冀區(qū)域的客觀要求。此外，如何實(shí)現(xiàn)生產(chǎn)力要素的協(xié)作，綜合推動京津冀區(qū)域多核增長極驅(qū)動，層級推進(jìn)，以及深入研究并闡釋京津冀區(qū)域的協(xié)調(diào)發(fā)展過程，這些對中國整體發(fā)展和各區(qū)域發(fā)展，都是亟待破解、極富意義的話題。特別是2014年2月，在黨中央的高度關(guān)注下，京津冀區(qū)域協(xié)調(diào)發(fā)展已經(jīng)上升為國家戰(zhàn)略，進(jìn)入全面推進(jìn)和落實(shí)的歷史階段。因此，對于該區(qū)域協(xié)調(diào)發(fā)展的宏觀背景、區(qū)域演化的進(jìn)程和趨勢、區(qū)域協(xié)調(diào)中的體制機(jī)制問題癥結(jié)、區(qū)域協(xié)調(diào)發(fā)展的重點(diǎn)進(jìn)行研究，不僅是中央和北京、天津、河北三地政府所急需，更是學(xué)術(shù)界面臨的一項(xiàng)重大課題。 本文研究的主題是京津冀區(qū)域的協(xié)調(diào)發(fā)展。本文以馬克思列寧主義、毛澤東思想、鄧小平理論、“三個代表”重要思想和科學(xué)發(fā)展觀為指導(dǎo)，一方面結(jié)合實(shí)際工作中對于京津冀區(qū)域協(xié)調(diào)發(fā)展的大量實(shí)證性探索，另一方面搜集、整理了國內(nèi)外關(guān)于區(qū)域協(xié)調(diào)發(fā)展的經(jīng)典著作和觀點(diǎn)，以及對京津冀區(qū)域協(xié)調(diào)發(fā)展的最新研究成果，從馬克思主義哲學(xué)的視角，對京津冀區(qū)域協(xié)調(diào)發(fā)展的理論和實(shí)踐探索進(jìn)行系統(tǒng)論述，力求將理論與實(shí)踐有機(jī)結(jié)合。 本文分為引言、正文和結(jié)語。正文共五章： 引言就京津冀區(qū)域協(xié)調(diào)發(fā)展的問題，對國內(nèi)外的研究成果進(jìn)行了梳理和述評，闡述了論文的研究思考和研究方法，介紹了論文的難點(diǎn)和創(chuàng)新點(diǎn)。 第一章是中西方區(qū)域協(xié)調(diào)發(fā)展的實(shí)踐探索與思考，對世界主要國家區(qū)域協(xié)調(diào)發(fā)展的歷史演進(jìn)、主要特征和基本認(rèn)識進(jìn)行研究；梳理了中國建國以來的區(qū)域發(fā)展觀與實(shí)踐探索及其效果，提出有中國特色的區(qū)域協(xié)調(diào)發(fā)展體制機(jī)制尚未建立。 第二章是區(qū)域協(xié)調(diào)發(fā)展的理論，這是本文的基本理論框架，在系統(tǒng)闡述區(qū)域的概念和特征，區(qū)域協(xié)調(diào)發(fā)展的概念、特征和對于特征的理解的基礎(chǔ)上，從區(qū)域協(xié)調(diào)的本質(zhì)、區(qū)域協(xié)調(diào)發(fā)展的內(nèi)涵、區(qū)域協(xié)調(diào)發(fā)展的差異化三方面，對區(qū)域協(xié)調(diào)發(fā)展提出了方法論指導(dǎo)。 第三章是京津冀區(qū)域協(xié)調(diào)發(fā)展的歷史進(jìn)程和現(xiàn)實(shí)困境，回顧了京津冀區(qū)域演化的歷史過程，闡述了京津冀區(qū)域協(xié)調(diào)發(fā)展的演變階段，深刻分析了京津冀區(qū)域協(xié)調(diào)發(fā)展的困境。 第四章是京津冀區(qū)域協(xié)調(diào)發(fā)展的可能性和現(xiàn)實(shí)性，全面闡述京津冀區(qū)域協(xié)調(diào)發(fā)展的四大動力是群眾的共同期盼、區(qū)域生產(chǎn)力發(fā)展的需要、社會矛盾運(yùn)動的推動和利益關(guān)系的轉(zhuǎn)變，系統(tǒng)論述了京津冀區(qū)域在政治、經(jīng)濟(jì)、空間規(guī)劃、社會、生態(tài)五個維度的現(xiàn)實(shí)性。 第五章是京津冀區(qū)域協(xié)調(diào)發(fā)展的對策建議�？偨Y(jié)提煉了京津冀區(qū)域協(xié)調(diào)發(fā)展的基本原則是互利、平等、互信和共享。針對京津冀區(qū)域的政府與市場雙失調(diào)的歸因現(xiàn)實(shí)，有針對性、有重點(diǎn)的從政府和市場兩方面提出了對策建議。在政府方面，包括合理的協(xié)調(diào)機(jī)制、共同的價值觀引導(dǎo)、共享的社會建設(shè)，在市場方面，包括合作的經(jīng)濟(jì)分工、互補(bǔ)的空間規(guī)劃、系統(tǒng)的環(huán)境保護(hù)。 結(jié)語部分強(qiáng)調(diào)要以京津冀區(qū)域?yàn)辇堫^，繼續(xù)探索建立有中國特色的區(qū)域協(xié)調(diào)發(fā)展政策體系和管理模式。
[Abstract]:In the great exploration and practice of the reform and opening - up for more than 30 years , the development miracle created by China is the world ' s attention . Beijing - Tianjin - Hebei region is the political and cultural center of our country , it is also the important economic , trade and financial center in the north . It is also an important region of high - quality factors such as science and technology and talent . As the pioneer of reform and opening - up , it plays a special important strategic position in the overall development pattern of China .

The three provinces and municipalities of Beijing - Tianjin - Hebei Province belong to the capital of Beijing - Tianjin - Hebei Province , which are mutually inclusive , have the foundation and conditions of natural mutual integration and synergistic development , and the regional science should be coordinated and developed better and faster . However , the reality is that the overall strength of Beijing - Tianjin - Hebei region is not strong enough , and the coordination mechanism of the administrative region is not sound ;
The imbalance of regional development and the deterioration of ecological environment are more serious . Especially in recent two years , there have been serious smog in Beijing - Tianjin - Hebei region .
Compared with the advanced regions at home and abroad , the potential of the great common development hidden in the region of Beijing - Tianjin - Hebei region is far from being fully realized , and the new growth pole demand is brought forward with the center , and there is a great gap .

It is an objective requirement of Beijing - Tianjin - Hebei region . In addition , it is an objective requirement of Beijing - Tianjin - Hebei region .

The subject of this study is the coordinated development of Beijing - Tianjin - Hebei region . In this paper , it is guided by Marxism - Leninism , Mao Zedong Thought , Deng Xiaoping Theory , the important thought of " Three Represents " and the scientific development view . On the other hand , the author tries to probe into the theoretical and practical exploration of the coordinated development of Beijing - Tianjin - Hebei region from the perspective of Marxist philosophy , and tries to combine the theory with practice .

This paper is divided into the preface , the text and the conclusion . The text contains five chapters :

This paper reviews the research achievements at home and abroad on the problems of coordinated development of Beijing - Tianjin - Hebei region , expounds the research and research methods of the thesis , and introduces the difficulties and innovation points of the thesis .

The first chapter is the practice exploration and reflection of the coordinated development of the middle and western regions , and studies the historical evolution , main characteristics and basic understanding of the coordinated development of the major countries in the world ;
This paper combs the regional development view and practical exploration and its effect since the founding of China , and puts forward that the regional coordination development system mechanism with Chinese characteristics has not been established .

The second chapter is the theory of regional coordination development , which is the basic theoretical framework of this paper . On the basis of systematic exposition of the concept and characteristics of the region , the concept , characteristics and the understanding of the features , the methodological guidance is put forward from the essence of regional coordination , the connotation of regional coordination development , and the differentiation of regional coordination development .

The third chapter is the historical process and the realistic predicament of the coordinated development of Beijing - Tianjin - Hebei region . The historical process of regional evolution of Beijing - Tianjin - Hebei region is reviewed , and the evolution stage of the coordinated development of Beijing - Tianjin - Hebei region is expounded , and the predicament of the coordinated development of Beijing - Tianjin - Hebei region is deeply analyzed .

The fourth chapter is the possibility and reality of the coordinated development of Beijing - Tianjin - Hebei region . The four main forces of the coordinated development of Beijing - Tianjin - Hebei region are the common expectation of the masses , the need of regional productive forces development , the promotion of social contradictions and the transformation of interest relations , and the reality of the five dimensions of Beijing - Tianjin - Hebei region in politics , economy , space planning , society and ecology is discussed .

The fifth chapter is the countermeasures and suggestions for the coordinated development of Beijing - Tianjin - Hebei region . The basic principles of coordination and development in Beijing - Tianjin - Hebei region are mutual benefit , equality , mutual trust and sharing .

The conclusion part emphasizes that the regional coordination development policy system and management model with Chinese characteristics should be explored and established in the area of Beijing - Tianjin - Hebei region .
