【摘要】：生態(tài)危機(jī)和環(huán)境污染已經(jīng)擴(kuò)展至全球并呈現(xiàn)日趨嚴(yán)峻的態(tài)勢(shì),中國(guó)作為世界第二大經(jīng)濟(jì)體展現(xiàn)出應(yīng)對(duì)全球生態(tài)問(wèn)題的決心。中國(guó)提出并落實(shí)創(chuàng)新、協(xié)調(diào)、綠色、開(kāi)放、共享的五大發(fā)展理念,特別是綠色發(fā)展理念的提出,彰顯了中國(guó)全面推進(jìn)經(jīng)濟(jì)綠色可持續(xù)發(fā)展、走向中國(guó)特色社會(huì)主義生態(tài)文明新時(shí)代的信心。綠色發(fā)展理念對(duì)中國(guó)經(jīng)濟(jì)可持續(xù)發(fā)展有著倒逼和推動(dòng)作用�！笆濉逼陂g是貫徹落實(shí)綠色發(fā)展理念、大力推進(jìn)生態(tài)文明建設(shè)的關(guān)鍵時(shí)期,尊重和合理利用自然,實(shí)現(xiàn)人與自然、經(jīng)濟(jì)發(fā)展與生態(tài)保護(hù)的和諧統(tǒng)一,適應(yīng)經(jīng)濟(jì)發(fā)展新常態(tài),在綠色發(fā)展理念的指引下,實(shí)現(xiàn)可持續(xù)發(fā)展必將成為中國(guó)經(jīng)濟(jì)未來(lái)的主旋律。綠色發(fā)展理念的理論概述包括提出背景、理論來(lái)源和基本原則。國(guó)內(nèi)外經(jīng)濟(jì)發(fā)展面臨著日益嚴(yán)重的生態(tài)困境,提出綠色發(fā)展理念就是要順應(yīng)世界經(jīng)濟(jì)綠色發(fā)展轉(zhuǎn)向,來(lái)解決中國(guó)經(jīng)濟(jì)發(fā)展的生態(tài)約束,是大力推進(jìn)生態(tài)文明建設(shè)、適應(yīng)經(jīng)濟(jì)新常態(tài)和實(shí)現(xiàn)中華民族永續(xù)發(fā)展的現(xiàn)實(shí)需要和物質(zhì)前提。綠色發(fā)展理念在理論來(lái)源上,是對(duì)馬克思主義生態(tài)思想、發(fā)展理論的繼承和發(fā)展,是對(duì)現(xiàn)代西方可持續(xù)發(fā)展經(jīng)濟(jì)理論的批判性吸收,也吸取了中華優(yōu)秀傳統(tǒng)文化中的綠色生態(tài)智慧。綠色發(fā)展理念的基本原則包括,尊重和保護(hù)自然的原則,正確認(rèn)識(shí)和合理利用自然的原則,以及堅(jiān)持人與自然和諧統(tǒng)一、經(jīng)濟(jì)發(fā)展與生態(tài)保護(hù)共贏的原則。在中國(guó)實(shí)現(xiàn)新型現(xiàn)代化、實(shí)現(xiàn)經(jīng)濟(jì)轉(zhuǎn)型的過(guò)程中,貫徹落實(shí)綠色發(fā)展理念、實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展面臨諸多障礙和發(fā)展困境。一是在實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展過(guò)程中,人們的綠色生態(tài)意識(shí)不足、消費(fèi)方式異化和生產(chǎn)方式粗放的問(wèn)題;二是在當(dāng)前經(jīng)濟(jì)發(fā)展規(guī)劃中,綠色發(fā)展理念的制度設(shè)計(jì)和現(xiàn)存機(jī)制體質(zhì)與經(jīng)濟(jì)可持續(xù)發(fā)展的目標(biāo)要求相背離,主要表現(xiàn)為政府考核機(jī)制不合理、環(huán)境補(bǔ)償機(jī)制不健全、相關(guān)市場(chǎng)配套不完善等問(wèn)題,需要繼續(xù)完善政府和市場(chǎng)的關(guān)系,通過(guò)全面深化改革來(lái)推進(jìn);三是綠色科技的創(chuàng)新與應(yīng)用不足;四是經(jīng)濟(jì)發(fā)展的階段性困境,表現(xiàn)為經(jīng)濟(jì)發(fā)展新常態(tài)下如何兼顧經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)的關(guān)系。針對(duì)以上阻礙或困境,要貫徹落實(shí)綠色發(fā)展理念、實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展,需要在路徑選擇、有效對(duì)策上作出創(chuàng)新性努力。一是在理論方面,樹(shù)立綠色價(jià)值觀、生態(tài)保護(hù)理念,建設(shè)綠色生態(tài)文化,選擇綠色生活方式;二是實(shí)踐方面,實(shí)現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)的轉(zhuǎn)型升級(jí),建立健全相關(guān)配套體系,繼續(xù)發(fā)揮市場(chǎng)機(jī)制的決定性作用;三是制度方面,推進(jìn)生態(tài)文明制度體系的建立健全,建立政府和企業(yè)的綠色考評(píng)體系,用最嚴(yán)格的生態(tài)保護(hù)法治來(lái)形成制度性約束;四是經(jīng)驗(yàn)方面,還需要積極主動(dòng)學(xué)習(xí)和反思西方國(guó)家經(jīng)濟(jì)綠色發(fā)展上的已有經(jīng)驗(yàn)教訓(xùn),結(jié)合中國(guó)具體國(guó)情,走出一條中國(guó)特色的經(jīng)濟(jì)綠色發(fā)展之路。
[Abstract]:Ecological crisis and environmental pollution have spread to the world and are becoming increasingly serious. As the world's second largest economy, China has shown its determination to deal with global ecological problems. China has put forward and implemented the five development concepts of innovation, coordination, green, openness and sharing, especially the idea of green development, which demonstrates that China has comprehensively promoted the green and sustainable development of its economy. Confidence in the new era of socialist ecological civilization with Chinese characteristics. The concept of green development has a pushing effect on the sustainable development of Chinese economy. The 13th Five-Year Plan period is a key period for carrying out the concept of green development, vigorously promoting the construction of ecological civilization, respecting and rationally utilizing nature, realizing the harmony and unity between man and nature, economic development and ecological protection, and adapting to the new normal of economic development. Under the guidance of the concept of green development, the realization of sustainable development will become the theme of China's economic future. The theoretical overview of the concept of green development includes the background, theoretical sources and basic principles. The economic development at home and abroad is facing an increasingly serious ecological dilemma. The idea of green development is to conform to the turn of green development of the world economy, to solve the ecological constraints of China's economic development, and to vigorously promote the construction of ecological civilization. To adapt to the new economic normal and realize the sustainable development of the Chinese nation, practical needs and material premise. The concept of green development is the inheritance and development of Marxist ecological thought and development theory, and the critical absorption of modern western economic theory of sustainable development. It also absorbs the green ecological wisdom in Chinese excellent traditional culture. The basic principles of the concept of green development include the principle of respecting and protecting nature, the principle of correct understanding and rational use of nature, and the principle of adhering to the harmony and unity between man and nature, and the principle of win-win between economic development and ecological protection. In the process of realizing new modernization and economic transformation in China, the implementation of the concept of green development and the realization of sustainable economic development are faced with many obstacles and difficulties. One is the lack of green ecological awareness, the alienation of consumption patterns and the extensive production mode in the process of achieving sustainable economic development; the other is that in the current economic development plan, The system design of the green development concept and the existing mechanism constitution deviate from the target requirements of the sustainable development of economy, which are mainly manifested in the unreasonable assessment mechanism of the government, the imperfection of the environmental compensation mechanism, the imperfect matching of the relevant markets, and so on. We need to continue to improve the relationship between the government and the market and promote it through comprehensive deepening of reform; third, the innovation and inadequate application of green science and technology; and fourth, the plight of the stage of economic development. How to take into account the relationship between economic development and environmental protection under the new normal state of economic development. In order to carry out the concept of green development and realize the sustainable development of economy, we need to make innovative efforts in path selection and effective countermeasures. One is to establish green values, the concept of ecological protection, the construction of green ecological culture, the choice of green lifestyle in theory; the other is to realize the transformation and upgrading of industrial structure in practice, and to establish and improve relevant supporting systems. Third, promote the establishment and perfection of the ecological civilization system, establish the green evaluation system of the government and enterprises, and form institutional constraints with the strictest ecological protection of the rule of law; Fourth, in terms of experience, we should actively study and reflect on the existing experiences and lessons of green economic development in western countries, and take a road of green economic development with Chinese characteristics in the light of China's specific conditions.
