【摘要】：近年來(lái)，國(guó)家重視縣域經(jīng)濟(jì)的發(fā)展。縣域經(jīng)濟(jì)是我國(guó)國(guó)民經(jīng)濟(jì)的基本單元，縣域協(xié)調(diào)發(fā)展是協(xié)調(diào)發(fā)展理論在縣域的必然要求。經(jīng)濟(jì)與社會(huì)協(xié)調(diào)發(fā)展，有利于縣域經(jīng)濟(jì)的發(fā)展壯大。本課題選擇了位于環(huán)首都經(jīng)濟(jì)圈的河北省懷來(lái)縣作為縣域經(jīng)濟(jì)、社會(huì)協(xié)調(diào)發(fā)展的研究區(qū)域。懷來(lái)縣在全國(guó)縣域經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展方面有一定代表性。 本文借鑒國(guó)內(nèi)外相關(guān)理論，采用文獻(xiàn)研究法、調(diào)查分析法、比較分析法，通過(guò)與張家口十三縣和三個(gè)參照縣的經(jīng)濟(jì)社會(huì)發(fā)展相關(guān)數(shù)據(jù)的比較，顯示出：懷來(lái)縣的經(jīng)濟(jì)發(fā)展、社會(huì)事業(yè)發(fā)展在張家口地區(qū)具有顯著優(yōu)勢(shì)，經(jīng)濟(jì)與社會(huì)發(fā)展較為協(xié)調(diào)。懷來(lái)縣以葡萄產(chǎn)業(yè)作為主導(dǎo)產(chǎn)業(yè)，推進(jìn)科技創(chuàng)新，促進(jìn)產(chǎn)業(yè)升級(jí)，帶動(dòng)了全縣整體經(jīng)濟(jì)較快較好發(fā)展。懷來(lái)縣致力于統(tǒng)籌城鄉(xiāng)、經(jīng)濟(jì)與社會(huì)發(fā)展，在經(jīng)濟(jì)快速發(fā)展的同時(shí)，實(shí)現(xiàn)了各項(xiàng)社會(huì)事業(yè)的全面較快進(jìn)步，實(shí)現(xiàn)了經(jīng)濟(jì)與社會(huì)較好地協(xié)調(diào)發(fā)展。但作為欠發(fā)達(dá)地區(qū)的縣域，懷來(lái)的經(jīng)濟(jì)基礎(chǔ)還較差、基礎(chǔ)設(shè)施薄弱、工業(yè)規(guī)模小，高新技術(shù)產(chǎn)業(yè)處于起步發(fā)展階段，人口、勞動(dòng)力素質(zhì)及就業(yè)能力有待提高，社會(huì)保障工作還不完善，貧困人口還有相當(dāng)多數(shù)量。針對(duì)存在問(wèn)題提出了對(duì)策建議：以科技進(jìn)步，促進(jìn)工業(yè)特別是高新技術(shù)產(chǎn)業(yè)的發(fā)展；做大做強(qiáng)優(yōu)勢(shì)主導(dǎo)產(chǎn)業(yè)，促進(jìn)生產(chǎn)力發(fā)展；加強(qiáng)基礎(chǔ)設(shè)施建設(shè)，提高公共服務(wù)能力；依托資源與地域優(yōu)勢(shì)，打造特色旅游業(yè)；注重教育與技能培訓(xùn)工作，提升人口素質(zhì)，增強(qiáng)就業(yè)能力；完善社會(huì)保障體系，提高保障水平；加大扶貧力度，著力改善貧困人口生活。 本論文創(chuàng)新點(diǎn)：1.本課題研究縣域經(jīng)濟(jì)與社會(huì)協(xié)調(diào)發(fā)展，與單純縣域經(jīng)濟(jì)研究相比，具有創(chuàng)新性。2.本課題采用比較法，與相鄰縣、所在地區(qū)十三縣平均水平相比較，其結(jié)論更為全面、真實(shí)、可信。3.本課題以馬克思主義理論為指導(dǎo)，剖析典型縣經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展的經(jīng)驗(yàn)和存在問(wèn)題，提出發(fā)展對(duì)策，在理論和實(shí)踐上都有創(chuàng)新性。
[Abstract]:In recent years, the state attaches importance to the development of county economy. County economy is the basic unit of our national economy, and the coordinated development of county area is the inevitable requirement of coordinated development theory in county area. The coordinated development of economy and society is beneficial to the development of county economy. This paper chooses Huailai County of Hebei Province as the research area of coordinated development of county economy and society. Huailai County in the country's county economic and social development has a certain degree of representativeness. This article draws lessons from the domestic and foreign related theories, uses the literature research method, the investigation analysis method, the comparative analysis method, through the comparison with the Zhangjiakou thirteen counties and three reference counties' economic and social development related data, shows: Huailai County's economic development, Social development in Zhangjiakou area has significant advantages, economic and social development is more coordinated. Huailai County takes grape industry as the leading industry, promotes scientific and technological innovation, promotes industrial upgrading, and drives the whole county economy to develop faster and better. Huailai County is committed to coordinating urban and rural areas, economic and social development, in the rapid economic development, the realization of the rapid progress of all social undertakings, to achieve a better coordinated development of economy and society. However, as a county in an underdeveloped region, its economic base is still poor, its infrastructure is weak, its industrial scale is small, the high-tech industry is in its initial stage of development, and its population, labor quality and employment ability need to be improved. Social security work is not perfect, the number of poor people is still quite large. In view of the existing problems, the paper puts forward countermeasures and suggestions: to promote the development of industry, especially high-tech industry, to expand and strengthen the dominant industry, to promote the development of productive forces, to strengthen the construction of infrastructure, and to improve the capacity of public service. Relying on the advantages of resources and regions, creating characteristic tourism, paying attention to education and skills training, improving the quality of the population, enhancing the ability of employment, perfecting the social security system, improving the level of security, strengthening poverty alleviation, Efforts should be made to improve the lives of the poor. This paper innovates point: 1. This subject studies the coordinated development of county economy and society, compared with pure county economy research, it is innovative. 2. Compared with the average level of 13 counties in neighboring counties and regions, the conclusion of this paper is more comprehensive, truthful and credible. Under the guidance of Marxist theory, this paper analyzes the experience and existing problems of the coordinated development of economy and society in typical counties, and puts forward the development countermeasures, which are innovative in theory and practice.
