知識產權保護對技術創(chuàng)新的影響研究

【摘要】:已有關于針對知識產權保護水平與技術進步的文獻有很多,但關于加強知識產權保護是否能促進技術進步,引發(fā)了很大的爭論,研究這個論題對我國建立完善的知識產權保護制度,以期促進技術進步有著重要意義。 針對這個長久以來的爭議,本文對知識產權保護對技術創(chuàng)新的作用機理進行梳理,闡述技術來源的各渠道中知識產權保護所起到的作用,,包括知識產權保護直接激勵自主創(chuàng)新和吸引國外技術流入,同時也知識產權保護對技術創(chuàng)新的綜合影響及其影響因素。然后,本文研究世界上主要國家的技術創(chuàng)新和知識產權保護情況,得出不同知識產權保護會對技術創(chuàng)新產生不同的影響的結論。通過以上內容的分析,本文采用34個國家1997-2011年的面板數(shù)據(jù)建立了知識產權保護對技術創(chuàng)新的影響的基本模型以及在此基礎上改進的門檻變量模型,分析了知識產權保護、FDI、RD對技術創(chuàng)新的影響,以及研究了知識產權保護在受到的門檻變量作用下對技術創(chuàng)新所產生的影響,并得出以下主要結論:(1)知識產權保護對技術創(chuàng)新的影響存在非線性關系特征,知識產權保護對技術創(chuàng)新的影響存在門檻效應,在建立知識產權保護制度的初期,知識產權保護水平較低時對技術創(chuàng)新的作用效果更大,當知識產權保護水平達到一定程度后,對技術創(chuàng)新的促進作用較小。(2)加強知識產權保護所對自主創(chuàng)新所產生的積極影響會大于抑制國際技術溢出所產生的不利影響。(3)當經(jīng)濟發(fā)展水平較低時,知識產權保護對技術創(chuàng)新的作用不顯著;當經(jīng)濟發(fā)展水平較高時,知識產權保護對技術創(chuàng)新的影響顯著為正。(4)當人均受教育年限處于門檻值以下時,知識產權保護對技術創(chuàng)新的作用顯著為正,當人均受教育年限更高時,知識產權保護對技術創(chuàng)新的作用不顯著。最后基于文章的實證與現(xiàn)狀分析給我國建立知識產權保護制度、提高技術創(chuàng)新水平等方面帶來一些政策建議。
[Abstract]:There has been a lot of literature on the level of intellectual property protection and technological progress, but there has been a great debate about whether strengthening the protection of intellectual property rights can promote technological progress. The research on this topic is of great significance to the establishment of a perfect intellectual property protection system in China and the promotion of technological progress. In view of this long-standing dispute, this paper combs the mechanism of intellectual property protection to technological innovation, and expounds the role of intellectual property protection in various channels of technology sources. Intellectual property protection directly encourages independent innovation and attracts foreign technology inflow. At the same time, the comprehensive influence of intellectual property protection on technological innovation and its influencing factors are also discussed. Then, this paper studies the situation of technological innovation and intellectual property protection in major countries in the world, and draws the conclusion that different intellectual property rights protection will have different effects on technological innovation. Based on the above analysis, this paper uses the panel data of 34 countries from 1997 to 2011 to establish the basic model of the impact of intellectual property protection on technological innovation and the improved threshold variable model. In this paper, the influence of FDIRD on technological innovation is analyzed, and the influence of IPR protection on technological innovation under the action of threshold variables is studied. The main conclusions are as follows: (1) the influence of intellectual property protection on technological innovation is nonlinear, and the impact of intellectual property protection on technological innovation has threshold effect. At the beginning of the establishment of intellectual property protection system, When the level of intellectual property protection is low, the effect on technological innovation is greater. When the level of intellectual property protection reaches a certain level, (II) the positive impact of enhanced intellectual property protection on indigenous innovation will be greater than the negative impact of curbing international technology spillover. (3) when the level of economic development is low, The effect of intellectual property protection on technological innovation is not significant; when the level of economic development is high, the impact of intellectual property protection on technological innovation is significantly positive. The effect of intellectual property protection on technological innovation is significantly positive, but the effect of intellectual property protection on technological innovation is not significant when the average age of education is higher. Finally, based on the empirical and current situation analysis of the article, some policy suggestions are brought to our country in establishing the intellectual property protection system and improving the level of technological innovation.
