【摘要】：“十二五”規(guī)劃提出堅持把經(jīng)濟結(jié)構(gòu)戰(zhàn)略性調(diào)整作為加快轉(zhuǎn)變經(jīng)濟發(fā)展方式的主攻方向。政府作為國家經(jīng)濟調(diào)控的管理者,將影響產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,對區(qū)域產(chǎn)業(yè)規(guī)劃的穩(wěn)步實現(xiàn)起到不可忽視的作用。從區(qū)域角度看,“十二五”時期(2011—2015年)是成都深化改革開放、加快轉(zhuǎn)變經(jīng)濟發(fā)展方式、促進產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型、優(yōu)化行業(yè)結(jié)構(gòu)適應市場經(jīng)濟的攻堅時期。成都市A區(qū)作為中心城區(qū),產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀還達不到經(jīng)濟快速持續(xù)發(fā)展的總體目標,產(chǎn)業(yè)結(jié)構(gòu)將面臨轉(zhuǎn)型。要實現(xiàn)該區(qū)產(chǎn)業(yè)結(jié)構(gòu)的成功轉(zhuǎn)型,政府各部門間的協(xié)調(diào)具有不可估量的作用。 政府無疑是實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型的主導者。政府是由各個職能部門組成的,每個部門承擔著不同的職責。因此,政府各部門之間的協(xié)調(diào)對于推動產(chǎn)業(yè)結(jié)構(gòu)成功轉(zhuǎn)型具有不可估量的作用。政府應注重各部門的協(xié)調(diào),建立健全部門協(xié)調(diào)的長效機制,以此提高政府行政管理效率,加快推動產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級。通過分析成都市A區(qū)經(jīng)濟增長、稅收額度及增幅、產(chǎn)業(yè)結(jié)構(gòu)特征之間的相關(guān)性,結(jié)合A區(qū)實際情況,深入探索部門之間協(xié)調(diào)機制,對于進一步加快區(qū)域產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型,推動地區(qū)經(jīng)濟發(fā)展,具有重要意義。雖然近些年來我國學者在行政協(xié)調(diào)理論方面取得重要研究成果,但是到目前為止,對這一方面的理論研究還很不成熟,缺乏深度和廣度。 本文的創(chuàng)新在于以部門協(xié)調(diào)的基本理論和國內(nèi)外的研究成果為基礎,從行政管理的角度介入產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型,結(jié)合成都市A區(qū)經(jīng)濟結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu)及稅收現(xiàn)狀,針對成都市A區(qū)未形成和諧的部門協(xié)調(diào)氛圍、執(zhí)法部門協(xié)作不夠、政府服務及產(chǎn)業(yè)政策宣傳不到位等突出問題,運用管理學理論形成以政府為主導,部門協(xié)調(diào)模式,建立一套行之有效的符合成都市A區(qū)部門協(xié)調(diào)機制,促進產(chǎn)業(yè)結(jié)構(gòu)迅速調(diào)整,實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級,為實現(xiàn)成都市A區(qū)經(jīng)濟又好又快發(fā)展奠定堅實的基礎。 本文旨在為實現(xiàn)成都市A區(qū)產(chǎn)業(yè)結(jié)構(gòu)快速成功轉(zhuǎn)型提供具有可操作性和實際指導意義的行政管理理論和對策建議。因此重點將放在如何通過有效的部門協(xié)調(diào)來解決產(chǎn)業(yè)結(jié)構(gòu)的失衡問題,從而推進成都市A區(qū)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型的盡快實現(xiàn)。
[Abstract]:The 12th Five-Year Plan puts forward that the strategic adjustment of economic structure should be regarded as the main attack direction to accelerate the transformation of economic development mode.The government, as the manager of national economic regulation, will influence the adjustment of industrial structure and play an important role in the steady realization of regional industrial planning.From the regional point of view, the 12th Five-Year Plan period (2011-2015) is a critical period for Chengdu to deepen reform and opening up, speed up the transformation of economic development, promote the transformation of industrial structure, and optimize the industrial structure to adapt to the market economy.As the central city of Chengdu, the status quo of industrial structure can not reach the overall goal of rapid and sustainable economic development, and the industrial structure will be faced with transformation.In order to realize the successful transformation of the industrial structure in this area, the coordination among various government departments plays an inestimable role.The government is undoubtedly the leader that realizes the industrial structure transformation.The government is composed of various functional departments, each with different responsibilities.Therefore, the coordination among government departments plays an inestimable role in promoting the successful transformation of industrial structure.The government should pay attention to the coordination of various departments, establish and improve the long-term mechanism of departmental coordination, so as to improve the efficiency of government administration and accelerate the optimization and upgrading of industrial structure.Through the analysis of the correlation among the economic growth, the tax amount and the increase, and the characteristics of industrial structure in A District of Chengdu, combined with the actual situation in area A, the coordination mechanism among departments is explored in depth to further accelerate the transformation of regional industrial structure.Promoting regional economic development is of great significance.Although Chinese scholars have made important achievements in administrative coordination theory in recent years, up to now, the theoretical research on this aspect is still immature, lacking in depth and breadth.The innovation of this paper is based on the basic theory of departmental coordination and the domestic and foreign research results, and the integration of the economic structure, industrial structure and tax status of Chengdu A District from the perspective of administration and management.In view of the outstanding problems, such as the lack of harmonious departmental coordination atmosphere in A District of Chengdu, the insufficient coordination of law enforcement departments, the inadequate publicity of government services and industrial policies, and so on, the management theory is used to form a Government-led, departmental coordination model.To establish a set of effective coordination mechanism in line with the A section of Chengdu, to promote the rapid adjustment of industrial structure, to realize the optimization and upgrading of industrial structure, and to lay a solid foundation for the realization of good and rapid economic development in A area of Chengdu.The purpose of this paper is to provide operable and practical guidance theory and countermeasures for realizing the rapid and successful transformation of industrial structure in A district of Chengdu.Therefore, emphasis will be placed on how to solve the imbalance problem of industrial structure through effective departmental coordination, so as to promote the realization of industrial structure transformation in A District of Chengdu as soon as possible.
