【摘要】：中等收入陷阱是對拉美國家經(jīng)濟(jì)增長緩慢、經(jīng)濟(jì)持續(xù)徘徊不前現(xiàn)象的一種描述,其具體內(nèi)涵是指當(dāng)一個國家的人均收入達(dá)到中等收入水平(即人均GDP超過4000美元)后,由于轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式緩慢,長期徘徊在中等收入?yún)^(qū)問,難以進(jìn)一步向高收入國家邁進(jìn),導(dǎo)致經(jīng)濟(jì)持續(xù)增長動力不足,從而導(dǎo)致出現(xiàn)經(jīng)濟(jì)增長緩慢或停滯的狀態(tài)。本文把中等收入陷阱歸結(jié)為產(chǎn)業(yè)結(jié)構(gòu)陷阱,在中等收入階段,正是由于產(chǎn)業(yè)結(jié)構(gòu)問題導(dǎo)致中等收入陷阱的存在。本文通過對比日本、韓國與巴西、阿根廷規(guī)避中等收入陷阱選擇的路徑,發(fā)現(xiàn)日本與韓國通過產(chǎn)業(yè)結(jié)構(gòu)高級化與產(chǎn)業(yè)結(jié)構(gòu)合理化成功規(guī)避中等收入陷阱,而巴西與阿根廷沒有選擇選擇這一路徑,導(dǎo)致巴西與阿根廷陷入中等收入陷阱。在此結(jié)論的基礎(chǔ)上,本文首先分析中國產(chǎn)業(yè)結(jié)構(gòu)高級化與產(chǎn)業(yè)結(jié)構(gòu)合理化的進(jìn)程,再對中國產(chǎn)業(yè)結(jié)構(gòu)高級化與合理化程度和典型性國家進(jìn)行對比,從而得出中國產(chǎn)業(yè)機(jī)構(gòu)高級化與產(chǎn)業(yè)結(jié)構(gòu)合理化進(jìn)程較為緩慢,存在陷入中等收入陷阱的風(fēng)險。最后本文從促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)高級化與實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)合理化兩個角度提出中國規(guī)避中等收入陷阱的路徑。本文認(rèn)為技術(shù)發(fā)展水平與資本流向是導(dǎo)致中國產(chǎn)業(yè)結(jié)構(gòu)高級化緩慢的原因,制度化因素是中國產(chǎn)業(yè)結(jié)構(gòu)合理化的原因,因此本文從技術(shù)發(fā)展水平與金融體系兩個角度提出促進(jìn)中國產(chǎn)業(yè)結(jié)構(gòu)高級化的路徑,從農(nóng)業(yè)制度與政府主導(dǎo)經(jīng)濟(jì)的角度提出促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)合理化的路徑。
[Abstract]:The middle-income trap is a description of the slow economic growth and persistent stagnation in Latin American countries. Its specific connotation is that when a country's per capita income reaches the middle-income level (that is, its per capita GDP exceeds US $4000),Because of the slow change of the mode of economic development and the long-term hovering in the middle income area, it is difficult to move further to the high-income countries, which leads to a lack of sustained economic growth momentum, which leads to a state of slow or stagnant economic growth.In this paper, the middle income trap is reduced to the industrial structure trap. In the middle income stage, it is the problem of the industrial structure that leads to the existence of the middle income trap.By comparing the paths chosen by Japan, South Korea, Brazil and Argentina to avoid the middle-income trap, this paper finds that Japan and South Korea successfully avoid the middle-income trap by upgrading and rationalizing the industrial structure.Brazil and Argentina did not choose to choose this path, resulting in Brazil and Argentina into a middle-income trap.On the basis of this conclusion, this paper first analyzes the process of the upgrading and rationalization of China's industrial structure, and then compares the degree of industrial structure with the rationalization of China's industrial structure and the typical countries.It is concluded that the process of upgrading and rationalization of industrial structure in China is slow and there is a risk of falling into the middle income trap.Finally, this paper puts forward the way to avoid the middle income trap in China from the two angles of promoting the upgrading of industrial structure and realizing the rationalization of industrial structure.This paper holds that the level of technological development and the flow of capital are the reasons for the slow upgrading of China's industrial structure, and the institutional factors are the reasons for the rationalization of China's industrial structure.Therefore, this paper puts forward the way to promote the upgrading of China's industrial structure from the perspectives of the level of technological development and the financial system, and the way of promoting the rationalization of industrial structure from the angle of agricultural system and government-led economy.
