【摘要】：產業(yè)轉移是指某一產業(yè)從產業(yè)成熟區(qū)域向產業(yè)潛力區(qū)域轉移，它是某一產業(yè)在空間布局上的移動。郴州在承接產業(yè)轉移過程中固有的劣勢、機會與威脅都并存，需要搶抓新一輪的產業(yè)轉移的機遇，因地制宜，積極主動承接沿海發(fā)達地區(qū)有創(chuàng)新能力、有生命力、綠色環(huán)保、可持續(xù)發(fā)展的產業(yè)，通過政府主動引導、完善公共配套設施、樹立城市品牌等方式來培育產業(yè)集群，培植產業(yè)基礎，優(yōu)化產業(yè)結構，增強經濟的內生動力，，無疑是實現郴州經濟騰飛的重要途徑。 郴州市搶抓國家“擴內需、保增長”機遇，圍繞“兩城”建設戰(zhàn)略目標，積極應對國際金融風暴，化危為機，“彎道超車”，承接產業(yè)轉移工作實現了金融危機大背景下的逆勢而上，取得了積極的成效。但同時，與湖南省特別是長株潭發(fā)達地區(qū)以及湘南毗鄰其它地市相比，仍存在一些差距。其公共政策的制定與執(zhí)行也還有待進一步完善。 完善郴州承接沿海產業(yè)轉移公共政策的總體思想是要深入貫徹實施“四化兩型”和“三量提升”戰(zhàn)略，圍繞“開放崛起、轉型發(fā)展、著眼國際化、建設新郴州”總體目標，以科學承接、互利承接、綠色承接為導向，以體制機制創(chuàng)新為動力，著力優(yōu)化空間布局，促進產業(yè)集聚發(fā)展，推進產業(yè)轉型升級；著力突出產業(yè)承接發(fā)展重點，提高自主創(chuàng)新能力，加快構建現代產業(yè)體系；著力提升基礎設施保障能力，優(yōu)化產業(yè)發(fā)展環(huán)境；著力加強資源節(jié)約和環(huán)境保護，實現人與自然和諧發(fā)展；著力深化區(qū)域合作和城鄉(xiāng)統籌，推動區(qū)域和城鄉(xiāng)一體化發(fā)展，力爭成為湖南承接產業(yè)轉移排頭兵。
[Abstract]:Industrial transfer refers to the transfer of a certain industry from an industrial mature region to an industrial potential region. It is the movement of a certain industry in the spatial distribution.Chenzhou has its inherent disadvantages, opportunities and threats in the process of undertaking industrial transfer. It is necessary to seize the opportunity of a new round of industrial transfer, take measures according to local conditions, and take the initiative to undertake coastal developed areas with innovative capabilities, vitality, and green environmental protection.In order to cultivate the industrial cluster, cultivate the industrial base, optimize the industrial structure, and strengthen the endogenous power of the economy through the initiative guidance of the government, the improvement of the public supporting facilities, the establishment of the city brand, and so on, the industry of sustainable development should be cultivated.Undoubtedly, it is an important way to realize the economic take-off of Chenzhou.Chenzhou has seized the opportunity to "expand domestic demand and maintain growth" in Chenzhou City, and has actively responded to the international financial turmoil, turning danger into opportunity, and "overtaking by detours" around the strategic goal of building "two cities."Undertaking industrial transfer has achieved the adverse trend against the background of the financial crisis, and achieved positive results.At the same time, there are still some gaps compared with Hunan Province, especially the developed areas of Chang-Zhu-Tan and other cities adjacent to southern Hunan.Its public policy formulation and implementation also need to be further improved.The overall idea of improving Chenzhou's public policy to undertake the transfer of coastal industries is to carry out the strategy of "four modernizations, two types" and "three levels of upgrading" in depth, and to focus on the overall goal of "opening up, transforming and developing, focusing on internationalization and building a new Chenzhou."Under the guidance of scientific undertaking, mutually beneficial undertaking, green undertaking, taking system and mechanism innovation as the motive force, we should optimize the spatial layout, promote the development of industrial agglomeration, promote industrial transformation and upgrade, and stress the key points of industrial undertaking and development.Improve the independent innovation ability, accelerate the construction of modern industrial system, improve the infrastructure guarantee ability, optimize the industrial development environment, strengthen the resource saving and environmental protection, and realize the harmonious development between human and nature.To deepen regional cooperation and urban and rural coordination, promote regional and urban-rural integration, and strive to become the leader of Hunan to undertake industrial transfer.
