【摘要】：在黨的十八屆五中全會(huì)上習(xí)近平總書記提出了新的發(fā)展理念,即創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的五大發(fā)展理念。會(huì)議著重指出,貫徹落實(shí)五大發(fā)展理念將有利于實(shí)現(xiàn)“十三五”期間的發(fā)展目標(biāo),有利于解決發(fā)展過程中遇到的困難。五大發(fā)展理念為我們解決經(jīng)濟(jì)新常態(tài)下出現(xiàn)的各種問題指出了切實(shí)可行的方向方法。新的發(fā)展理念還體現(xiàn)出了中國(guó)未來發(fā)展的新趨勢(shì),這既符合中國(guó)特色社會(huì)主義經(jīng)濟(jì)的發(fā)展規(guī)律,同時(shí)也引起了整個(gè)中國(guó)經(jīng)濟(jì)社會(huì)的時(shí)代共鳴。為了貫徹落實(shí)五大發(fā)展理念以及習(xí)近平總書記系列重要講話精神,把習(xí)近平總書記治國(guó)理政新理念、新思想和新戰(zhàn)略落實(shí)到加快推進(jìn)京津冀地區(qū)協(xié)同發(fā)展進(jìn)程中來,為推進(jìn)京津冀協(xié)同發(fā)展增添新思想、新動(dòng)力,加快實(shí)現(xiàn)京津冀三地的協(xié)同發(fā)展。因此,為了加快推進(jìn)京津冀三地的協(xié)同發(fā)展,本文從創(chuàng)新、協(xié)調(diào)、綠色、開放、共享五個(gè)方面出發(fā),構(gòu)建綜合發(fā)展指數(shù)評(píng)價(jià)體系,分析京津冀地區(qū)的綜合發(fā)展能力,三地的發(fā)展現(xiàn)狀以及影響制約三地發(fā)展的各種因素。本文從理論和方法的層面上對(duì)綜合發(fā)展指數(shù)進(jìn)行了深入的研究分析,從創(chuàng)新、協(xié)調(diào)、綠色、開放、共享五個(gè)方面綜合分析京津冀地區(qū)的發(fā)展情況。本文主要分為以下幾個(gè)部分:第一章作為小序簡(jiǎn)單介紹了選題的背景與意義、并且簡(jiǎn)單闡述了國(guó)內(nèi)外的研究現(xiàn)狀等,第二章介紹了構(gòu)建綜合發(fā)展評(píng)價(jià)指標(biāo)體系的理論依據(jù)及構(gòu)建方法,第三章主要介紹了京津冀綜合發(fā)展指數(shù)評(píng)價(jià)指標(biāo)體系權(quán)重的確定方法,分類指數(shù)及綜合指數(shù)的合成方法;第四章主要介紹了京津冀各地區(qū)綜合發(fā)展指數(shù)評(píng)價(jià)結(jié)果分析、創(chuàng)新指數(shù)評(píng)價(jià)分析、協(xié)調(diào)指數(shù)評(píng)價(jià)分析、綠色指數(shù)評(píng)價(jià)分析、共享指數(shù)評(píng)價(jià)分析;第五章為結(jié)論性探討,在具體分析以上問題后,針對(duì)性的提出政策建議,為推進(jìn)新發(fā)展理念下京津冀三地協(xié)同發(fā)展進(jìn)程出謀劃策。本文最終構(gòu)建的綜合發(fā)展評(píng)價(jià)指標(biāo)體系分為三個(gè)層次,第一個(gè)層次一是總目標(biāo),第二個(gè)層次為創(chuàng)新發(fā)展、協(xié)調(diào)發(fā)展、綠色發(fā)展、開放發(fā)展、共享發(fā)展五大具體指標(biāo)的分類,第三個(gè)層次是具體的指標(biāo),一共包括五個(gè)方面22項(xiàng)指標(biāo)的一套綜合發(fā)展評(píng)價(jià)指標(biāo)體系。
[Abstract]:At the Fifth Plenary session of the 18th CPC Central Committee, General Secretary Xi Jinping put forward five new development concepts: innovation, coordination, green, open and shared.The meeting emphatically pointed out that the implementation of the five major development concepts will be conducive to the realization of the development goals during the 13th Five-Year Plan period and to resolving the difficulties encountered in the process of development.The five development ideas point out the feasible direction for us to solve all kinds of problems in the new normal state of economy.The new concept of development also reflects the new trend of China's future development, which is not only in line with the law of the development of socialist economy with Chinese characteristics, but also has aroused the resonance of the whole Chinese economic and social times.In order to carry out the five major development concepts and the spirit of General Secretary Xi Jinping's series of important speeches, the new ideas, new ideas and new strategies of General Secretary Xi Jinping in governing the country and managing politics have been put into practice in speeding up the process of promoting the coordinated development of the Beijing-Tianjin-Hebei region.In order to promote the coordinated development of Beijing, Tianjin and Hebei, we should add new ideas and new impetus, and accelerate the realization of the coordinated development of Beijing, Tianjin and Hebei.Therefore, in order to speed up the coordinated development of Beijing-Tianjin-Hebei, this paper starts from five aspects of innovation, coordination, green, opening and sharing, constructs the comprehensive development index evaluation system, and analyzes the comprehensive development ability of Beijing-Tianjin-Hebei region.The development of the three places and the impact of the development of the three factors.This paper makes a deep research and analysis on the comprehensive development index from the level of theory and method, and comprehensively analyzes the development of Beijing-Tianjin-Hebei region from five aspects: innovation, coordination, green, opening and sharing.This paper is divided into the following parts: the first chapter as a brief introduction of the background and significance of the topic, and a brief description of the domestic and foreign research status, etc.The second chapter introduces the theoretical basis and construction method of constructing the comprehensive development evaluation index system. The third chapter mainly introduces the determination method of the weight of the evaluation index system of the Beijing-Tianjin-Hebei comprehensive development index, the method of the classification index and the synthesis method of the comprehensive index.The fourth chapter mainly introduces the analysis of comprehensive development index evaluation results, innovation index evaluation analysis, coordination index evaluation analysis, green index evaluation analysis and shared index evaluation analysis in each region of Beijing, Tianjin and Hebei.After analyzing the above problems, this paper puts forward some policy suggestions to promote the development process of Beijing, Tianjin and Hebei under the new development concept.The evaluation index system of comprehensive development is divided into three levels. The first level is the overall goal, the second level is the classification of five specific indicators, namely, innovation development, coordinated development, green development, open development and shared development.The third level is the specific indicators, including five aspects of 22 indicators of a set of comprehensive development evaluation index system.
