【摘要】：內(nèi)陸地區(qū)經(jīng)濟(jì)要加快發(fā)展，自我循環(huán)是沒有出路的，必須發(fā)展開放型經(jīng)濟(jì)。黨的十七大提出了“深化沿海開放，加快內(nèi)陸開放，提升沿邊開放”的開放新戰(zhàn)略，確立了我國新的開放格局。2007年10月，商務(wù)部與重慶市人民政府簽署了《共同建設(shè)內(nèi)陸開放型經(jīng)濟(jì)合作備忘錄》。2009年國務(wù)院3號文件將推進(jìn)重慶建設(shè)內(nèi)陸開放型高地提升到國家戰(zhàn)略高度。金融作為現(xiàn)代經(jīng)濟(jì)的核心，在影響內(nèi)陸開放型經(jīng)濟(jì)發(fā)展的各種要素中發(fā)揮著不可替代的作用。因此，如何充分發(fā)揮金融在內(nèi)陸開放型經(jīng)濟(jì)發(fā)展中的支撐作用，強(qiáng)化其支持力度，促進(jìn)重慶內(nèi)陸開放型經(jīng)濟(jì)的健康發(fā)展，是當(dāng)前重慶市金融部門必須重視并加以解決的重大課題。 本文在對國內(nèi)外相關(guān)文獻(xiàn)和研究成果總結(jié)回顧的基礎(chǔ)上，闡述分析了開放型經(jīng)濟(jì)和金融發(fā)展的相關(guān)理論，并對內(nèi)陸開放型經(jīng)濟(jì)及金融支持進(jìn)行了概念界定，進(jìn)而闡述了金融支持內(nèi)陸開放型經(jīng)濟(jì)發(fā)展的途徑，即金融組織體系、金融市場體系、金融服務(wù)與配套體系及政策性金融體系四種途徑。在理論支撐的基礎(chǔ)上，本文描述了重慶內(nèi)陸開放型經(jīng)濟(jì)及金融發(fā)展的現(xiàn)狀，通過與北京、上海、天津三個直轄市的比較分析，找出金融支持重慶內(nèi)陸開放型經(jīng)濟(jì)發(fā)展的差距并分析原因，最后在此基礎(chǔ)上，，提出了重慶內(nèi)陸開放型經(jīng)濟(jì)發(fā)展的金融支持對策：其一，健全金融組織體系；其二，構(gòu)建多層次金融市場體系；其三，優(yōu)化金融服務(wù)與配套體系；其四，完善政策性金融體系。
[Abstract]:In order to accelerate the development of inland economy, there is no way out for self-circulation and open economy must be developed.The Seventeenth National Congress of the Communist Party of China put forward the new strategy of "deepening the opening up of the coast, speeding up the opening up of the interior, and promoting the opening up along the border", and established a new opening pattern in our country.The MOFCOM and the Chongqing Municipal people's Government signed the Memorandum of Cooperation on the Construction of Inland Open economy. In 2009, the State Council document No. 3 will promote the construction of inland open highland in Chongqing to a national strategic height.As the core of modern economy, finance plays an irreplaceable role in influencing the development of inland open economy.Therefore, how to give full play to the supporting role of finance in the development of inland open economy, strengthen its support, and promote the healthy development of Chongqing's inland open economy,Is the Chongqing financial sector must pay attention to and to solve the major issue.Based on the review of domestic and foreign literature and research results, this paper expounds and analyzes the relevant theories of open economy and financial development, and defines the concept of inland open economy and financial support.Then it expounds the ways of financial support for the development of inland open economy, that is, the financial organization system, the financial market system, the financial service and supporting system, and the policy-oriented financial system.On the basis of theoretical support, this paper describes the current situation of Chongqing's inland open economy and financial development, through comparative analysis with three municipalities directly under the Central Government of Beijing, Shanghai and Tianjin.This paper finds out the gap of financial support for the development of inland open economy in Chongqing and analyzes the reasons. Finally, it puts forward the financial support countermeasures for the development of inland open economy in Chongqing: first, to perfect the financial organization system; secondly, to put forward the financial support countermeasures for the development of the inland open economy in Chongqing.Third, optimize the financial service and supporting system; fourth, perfect the policy financial system.
