中國綠色創(chuàng)新能力的時空分異與收斂性研究

【摘要】:基于全局SBM方向距離函數(shù)和全局Malmquist-Luenberger指數(shù)(GML指數(shù))對2003~2013年中國省際綠色創(chuàng)新能力進行測算,并對其時空演變規(guī)律和收斂性進行了分析。研究表明:中國綠色創(chuàng)新GML指數(shù)整體上呈現(xiàn)增長的趨勢,技術(shù)進步是其變動的關(guān)鍵因素。從時空演變角度來看,中國綠色創(chuàng)新能力呈現(xiàn)"趨同—分異—趨同"的規(guī)律性波動。中國綠色創(chuàng)新能力存在σ收斂和β收斂,具有正向的市場效應(yīng)、規(guī)制效應(yīng)和扶持效應(yīng),也具有負向的結(jié)構(gòu)效應(yīng)和開放效應(yīng)。為提升中國及各區(qū)域的綠色創(chuàng)新能力,應(yīng)當積極培育技術(shù)交易市場、引導(dǎo)產(chǎn)業(yè)升級、完善環(huán)境規(guī)制和落實科研經(jīng)費,此外,在鼓勵外商投資的同時要科學(xué)布局招商引資,限制高污染、高能耗的產(chǎn)業(yè)進入。
[Abstract]:Based on the global SBM direction distance function and the global Malmquist-Luenberger index, the green innovation ability between 2003 and 2013 in China is measured, and its temporal and spatial evolution and convergence are analyzed.The research shows that the GML index of green innovation in China is increasing as a whole, and the technological progress is the key factor of its change.From the point of view of time and space evolution, China's green innovation ability shows the regular fluctuation of "convergence-differentiation-convergence".There are 蟽 convergence and 尾 convergence in green innovation ability in China, which have positive market effect, regulation effect and support effect, as well as negative structure effect and open effect.In order to enhance the green innovation ability of China and other regions, we should actively cultivate the technology trading market, guide industrial upgrading, improve environmental regulation and implement scientific research funds. In addition, while encouraging foreign investment, we should scientifically distribute and attract investment.Limiting the entry of industries with high pollution and high energy consumption.
