【摘要】：中心城區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整在省會(huì)城市經(jīng)濟(jì)結(jié)構(gòu)中處于至關(guān)重要的地位,對(duì)于省會(huì)城市發(fā)展起著關(guān)鍵作用。但是,省會(huì)城市中心城區(qū)產(chǎn)業(yè)結(jié)構(gòu)并非固定不變,而是隨著城市經(jīng)濟(jì)發(fā)展而相應(yīng)調(diào)整,這是城市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的普遍趨勢(shì)與規(guī)律。昆明市盤(pán)龍區(qū)作為省會(huì)城市中心城區(qū),具有明顯的區(qū)位優(yōu)勢(shì)。隨著市場(chǎng)經(jīng)濟(jì)的發(fā)展和城區(qū)布局的改變,原先的產(chǎn)業(yè)結(jié)構(gòu)布局已經(jīng)不能適應(yīng)市場(chǎng)經(jīng)濟(jì)發(fā)展的客觀要求。不合理的產(chǎn)業(yè)結(jié)構(gòu)已經(jīng)成為盤(pán)龍區(qū)經(jīng)濟(jì)發(fā)展的主要阻礙因素。目前,昆明市中心城區(qū)產(chǎn)業(yè)結(jié)構(gòu)面臨調(diào)整,而科學(xué)的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整戰(zhàn)略對(duì)盤(pán)龍區(qū)產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級(jí)起著決定性作用。根據(jù)當(dāng)前的“擴(kuò)大內(nèi)需”的國(guó)家方針政策,盤(pán)龍區(qū)需要抓住經(jīng)濟(jì)發(fā)展的有利時(shí)機(jī),發(fā)揮政策支持優(yōu)勢(shì)與中心城區(qū)的區(qū)位優(yōu)勢(shì),找出經(jīng)濟(jì)發(fā)展的新契機(jī),促進(jìn)盤(pán)龍區(qū)經(jīng)濟(jì)的可持續(xù)發(fā)展。盤(pán)龍區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整當(dāng)前所面臨的問(wèn)題是如何利用現(xiàn)有的區(qū)位優(yōu)勢(shì)、政策優(yōu)勢(shì)、環(huán)境優(yōu)勢(shì)和資源優(yōu)勢(shì),加快產(chǎn)業(yè)培育與優(yōu)化調(diào)整,推動(dòng)經(jīng)濟(jì)持續(xù)較快增長(zhǎng),走出一條符合形勢(shì)與任務(wù)要求、體現(xiàn)差別競(jìng)爭(zhēng)、特色發(fā)展的途徑。 本文以盤(pán)龍區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整為研究對(duì)象,在產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的相關(guān)文獻(xiàn)和理論基礎(chǔ)的詳細(xì)闡述的基礎(chǔ)上,對(duì)盤(pán)龍區(qū)產(chǎn)業(yè)發(fā)展與結(jié)構(gòu)調(diào)整的特點(diǎn)進(jìn)行概括總結(jié)。并通過(guò)昆明市盤(pán)龍區(qū)第一產(chǎn)業(yè)、第二產(chǎn)業(yè)、第三產(chǎn)業(yè)數(shù)據(jù)分析,總結(jié)盤(pán)龍區(qū)經(jīng)濟(jì)的整體發(fā)展情況以及盤(pán)龍區(qū)三大產(chǎn)業(yè)發(fā)展的成效,發(fā)現(xiàn)昆明市盤(pán)龍區(qū)產(chǎn)業(yè)發(fā)展中問(wèn)題所在,指出盤(pán)龍區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的原則和對(duì)策建議,從而促進(jìn)盤(pán)龍區(qū)產(chǎn)業(yè)結(jié)構(gòu)的合理化布局和優(yōu)化升級(jí),轉(zhuǎn)變盤(pán)龍區(qū)經(jīng)濟(jì)發(fā)展方式,更加有效地釋放產(chǎn)業(yè)競(jìng)爭(zhēng)力和支撐力,促進(jìn)經(jīng)濟(jì)社會(huì)健康持續(xù)發(fā)展。
[Abstract]:The adjustment of the industrial structure of the central urban area plays a crucial role in the economic structure of the provincial capital city, and plays a key role in the development of the provincial capital city. However, the industrial structure of the central urban area of the provincial capital city is not fixed. This is the general trend and law of the adjustment of the industrial structure of the city. Panlong District of Kunming City, as the central city of the provincial capital city, With the development of market economy and the change of urban layout, The original layout of the industrial structure can no longer meet the objective requirements of the development of the market economy. Unreasonable industrial structure has become the main hindrance factor for the economic development of Panlong District. At present, the industrial structure of the central urban area of Kunming is facing adjustment. Scientific industrial structure adjustment strategy plays a decisive role in optimizing and upgrading the industrial structure of Panlong District. According to the current national policy of "expanding domestic demand", Panlong District needs to seize the favorable opportunity for economic development. Give full play to the advantages of policy support and the location of central city, find out the new opportunity of economic development, and promote the sustainable development of Panlong's economy. The problem facing the adjustment of industrial structure of Panlong is how to make use of the existing location advantage. Policy advantages, environmental advantages and resource advantages, accelerate industrial cultivation and optimization and adjustment, promote sustained and rapid economic growth, out of line with the requirements of the situation and tasks, reflect the differential competition, characteristic development. This paper takes the industrial structure adjustment of Panlong District as the research object, on the basis of the detailed elaboration of the relevant literature and theoretical basis of the industrial structure adjustment, This paper summarizes the characteristics of industrial development and structural adjustment in Panlong District, and analyzes the data of primary, secondary and tertiary industries in Panlong District of Kunming. This paper summarizes the overall economic development of Panlong District and the results of the development of three major industries in Panlong District, finds out the problems in the industrial development of Panlong District of Kunming City, and points out the principles and countermeasures for the adjustment of industrial structure in Panlong District. In order to promote the rational layout and upgrading of industrial structure in Panlong District, change the mode of economic development in Panlong District, release the industrial competitiveness and support more effectively, and promote the healthy and sustainable development of economy and society.
