【摘要】：在當今社會發(fā)展過程中，，為了實現(xiàn)經(jīng)濟結(jié)構(gòu)的調(diào)整與發(fā)展方式的轉(zhuǎn)換，一項關(guān)鍵戰(zhàn)略就是發(fā)展非資源型產(chǎn)業(yè)和戰(zhàn)略性新興產(chǎn)業(yè)。特別爆發(fā)全球性的金融危機后，為了應對產(chǎn)業(yè)環(huán)境的巨大變化，各國紛紛進行結(jié)構(gòu)調(diào)整與產(chǎn)業(yè)重組，提升技術(shù)創(chuàng)新與結(jié)構(gòu)升級的速度。政府部門也逐漸加大了對資源型城市產(chǎn)業(yè)提出了新的要求，提高了對轉(zhuǎn)型與持續(xù)發(fā)展的要求與關(guān)注。由于烏海在內(nèi)蒙古經(jīng)濟中的重要地位，如何改變?yōu)鹾Ｊ羞@類資源型城市的問題成為能否實現(xiàn)和諧烏海的關(guān)鍵，這里主要解決的問題就是經(jīng)濟結(jié)構(gòu)、環(huán)境污染、下崗失業(yè)人員等。對資源型城市轉(zhuǎn)型的研究具有重要指導意義，首先對面臨資源枯竭的城市可以指導如何走出經(jīng)濟衰退的困境；其次可以就資源開采成長期和成熟期地區(qū)進行預防性的結(jié)構(gòu)調(diào)整，從而避免出現(xiàn)全面衰退的困境。 基于此本文對烏海市經(jīng)濟轉(zhuǎn)型戰(zhàn)略問題進行研究。文章首先交代了研究背景與意義，以及國內(nèi)外資源型城市經(jīng)濟轉(zhuǎn)型研究概況；接著對我國資源型城市概況進行了交代，總結(jié)中國資源型城市不同時期的特征，指出中國單一的經(jīng)濟結(jié)構(gòu)，探究資源型城市轉(zhuǎn)型模式及戰(zhàn)略；在此理論基礎上，文章對烏海市經(jīng)濟和產(chǎn)業(yè)現(xiàn)狀與問題進行了研究，了解了烏海市經(jīng)濟社會發(fā)展情況、資源環(huán)境情況以及煤炭資源枯竭情況，對烏海市產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀進行了分析，發(fā)現(xiàn)其中的問題；通過對研究目標烏海市經(jīng)濟發(fā)展的SWOT分析，證明烏海市在經(jīng)濟轉(zhuǎn)型方面實施的必要及可行性；經(jīng)過參照國內(nèi)外的成功先例，借鑒相關(guān)經(jīng)驗，文章對國際上成功實現(xiàn)經(jīng)濟轉(zhuǎn)型的城市經(jīng)驗進行了介紹，并得出啟示；借鑒國際上的成功經(jīng)驗，對烏海經(jīng)濟轉(zhuǎn)型戰(zhàn)略進行定位，提出烏海實現(xiàn)城市經(jīng)濟轉(zhuǎn)型的路徑；最后，在前文研究的基礎上提出烏海經(jīng)濟轉(zhuǎn)型發(fā)展戰(zhàn)略：堅持以結(jié)構(gòu)調(diào)整促轉(zhuǎn)型，加快構(gòu)建三產(chǎn)業(yè)協(xié)調(diào)發(fā)展新格局；堅持以產(chǎn)業(yè)培植促轉(zhuǎn)型，加快產(chǎn)業(yè)調(diào)整；堅持以科技創(chuàng)新促轉(zhuǎn)型，加速轉(zhuǎn)變經(jīng)濟發(fā)展方式；堅持以節(jié)能減排促轉(zhuǎn)型，切實增強可持續(xù)發(fā)展能力；堅持人力物力保障做后盾，加強資金投入和產(chǎn)業(yè)隊伍建設；文章在最后對研究進行了簡要的總結(jié)。 城市轉(zhuǎn)型方面的研究具有重要現(xiàn)實及歷史意義，經(jīng)過研究積累相關(guān)經(jīng)驗在轉(zhuǎn)型過程中還有指導意義，可以促進經(jīng)濟結(jié)構(gòu)調(diào)整，維護社會穩(wěn)定，另外在市場經(jīng)濟條件下，轉(zhuǎn)型還可以完善經(jīng)濟體制，促進可持續(xù)發(fā)展，最終建成小康社會和實現(xiàn)社會主義現(xiàn)代化。本文研究的目的在于，通過對烏海市目前資源枯竭存在的問題進行全面分析，闡明城市經(jīng)濟轉(zhuǎn)型的意義及必要性，并結(jié)合烏海的實際情況，提出轉(zhuǎn)型的具體戰(zhàn)略和措施，為今后城市發(fā)展提供參考依據(jù)。
[Abstract]:In the process of social development today, in order to realize the adjustment of economic structure and the transformation of development mode, one of the key strategies is to develop non-resource-based industries and strategic emerging industries, especially after the global financial crisis broke out. In order to cope with the great changes in the industrial environment, various countries have carried out structural adjustment and industrial restructuring one after another to promote the speed of technological innovation and structural upgrading. Because of the important position of Wuhai in Inner Mongolia economy, how to change the resource city such as Wuhai has become the key to achieve harmony in Wuhai. The main problems to be solved here are economic structure, environmental pollution, laid-off and unemployed people, etc. The research on the transformation of resource-based cities has important guiding significance. Firstly, the cities facing resource depletion can guide how to get out of the predicament of economic recession. Secondly, preventive structural adjustment can be carried out in the areas of resource exploitation growth and maturity, so as to avoid the dilemma of overall recession. Based on this, this paper studies the strategic issues of economic transformation in Wuhai City. Firstly, the paper explains the background and significance of the research, as well as the general situation of the economic transformation of resource-based cities at home and abroad, and then gives an account of the general situation of resource-based cities in China. This paper summarizes the characteristics of China's resource-based cities in different periods, points out the single economic structure of China, probes into the transformation mode and strategy of resource-based cities, and, on the basis of this theory, studies the present economic and industrial situation and problems of Wuhai City. The economic and social development of Wuhai City, the situation of resources and environment and the depletion of coal resources are understood, and the present situation of industrial structure of Wuhai City is analyzed, and the problems are found, and the SWOT analysis of the economic development of Wuhai City is carried out. This paper proves the necessity and feasibility of implementing economic transformation in Wuhai city, introduces the city experience of successful economic transformation in the world and draws inspiration from the successful precedents at home and abroad and the relevant experience. Based on the successful experience in the world, this paper orientates the strategy of economic transformation in Wuhai, and puts forward the path of economic transformation in Wuhai. Finally, on the basis of the previous research, the paper puts forward the development strategy of economic transformation in Wuhai: insisting on promoting the transformation by structural adjustment, Accelerate the construction of a new pattern of coordinated development of the three industries; persist in promoting industrial transformation by industry cultivation, accelerating industrial adjustment; persist in promoting transformation through scientific and technological innovation and accelerating the transformation of economic development; and in promoting transformation through energy conservation and emission reduction, Strengthen the ability of sustainable development; insist on the manpower and material resources guarantee as the backing, strengthen the capital investment and the industry team construction. Finally, the article has carried on the brief summary to the research. The research on urban transformation is of great practical and historical significance. It is also of guiding significance in the process of transformation through the accumulation of relevant experience, which can promote the adjustment of economic structure and maintain social stability. In addition, under the conditions of market economy, The transformation can also improve the economic system, promote sustainable development, build a well-off society and realize socialist modernization. The purpose of this paper is to comprehensively analyze the problems existing in the depletion of resources in Wuhai City. This paper expounds the significance and necessity of the urban economic transformation, and puts forward the specific strategies and measures for the transformation in combination with the actual situation of Wuhai, which provides a reference basis for the future urban development.
