【摘要】：近年來，我國企業(yè)的國際化發(fā)展逐漸加快，“走出去”的步伐不斷加快，政府也出臺了一系列鼓勵(lì)“走出去”的政策措施。隨著中阿經(jīng)貿(mào)合作的不斷深入，中國企業(yè)也需要不斷地走向阿拉伯世界，實(shí)現(xiàn)國際化經(jīng)營。中國企業(yè)在走向阿拉伯市場中已經(jīng)取得了一定的成效并且已經(jīng)占據(jù)了一定的市場份額，但是也出現(xiàn)了不少問題，中國鐵建股份有限公司承建的麥加輕軌項(xiàng)目所遭遇的巨大損失就是一個(gè)有力的證明。因此，研究中國企業(yè)在海外的經(jīng)營環(huán)境是非常緊迫的一項(xiàng)任務(wù)。 中國企業(yè)要進(jìn)入阿拉伯市場，研究阿拉伯各國的經(jīng)營環(huán)境是一項(xiàng)基礎(chǔ)性的工作。沙特阿拉伯在阿拉伯世界甚至整個(gè)世界都有著舉足輕重的宗教和經(jīng)濟(jì)地位，宗教地位體現(xiàn)在其擁有伊斯蘭教的兩大圣地——麥加和麥地那，經(jīng)濟(jì)地位體現(xiàn)在其擁有世界上將近四分之一的石油資源，是世界上最大的石油生產(chǎn)國和石油輸出國，也是中東地區(qū)經(jīng)濟(jì)總量最大的國家，在與中國的經(jīng)貿(mào)往來方面，沙特已經(jīng)成為中國在西亞地區(qū)的最大貿(mào)易國及最大的石油進(jìn)口國。鑒于沙特這兩方面的突出地位及其他各方面的因素，中國政府自1990年雙方建立外交關(guān)系以來就非常重視與其的友好合作關(guān)系，兩國間的戰(zhàn)略性合作關(guān)系現(xiàn)已建立。除此以外，作為中國實(shí)施市場多元化戰(zhàn)略的重點(diǎn)地區(qū)之一，沙特的重要性更加凸顯，其經(jīng)營環(huán)境更加值得進(jìn)一步研究。 本文試從中國企業(yè)在沙特的總體經(jīng)營狀況談起，從中沙兩國經(jīng)貿(mào)往來、沙特宏觀經(jīng)濟(jì)、政策、法律法規(guī)方面進(jìn)行考量，，研讀中國企業(yè)在沙特阿拉伯王國經(jīng)營的經(jīng)濟(jì)環(huán)境。本論文分五個(gè)章節(jié)，第一章介紹在沙特經(jīng)營的中國企業(yè)概況，第二、三、四章分別介紹沙特宏觀經(jīng)濟(jì)環(huán)境、沙特經(jīng)濟(jì)政策環(huán)境、沙特經(jīng)濟(jì)法律環(huán)境。最后，第五章對中國企業(yè)在沙特經(jīng)濟(jì)經(jīng)營環(huán)境做一個(gè)總結(jié)，并指出中國企業(yè)在沙特經(jīng)營應(yīng)該特別注意的事項(xiàng)。
[Abstract]:In recent years, the internationalization of Chinese enterprises has been gradually accelerated, the pace of "going out" has been quickened, and the government has also issued a series of policies and measures to encourage "going out". With the deepening of Sino-Arab economic and trade cooperation, Chinese enterprises also need to continue to go to the Arab world to achieve international operations. Chinese enterprises have made certain achievements in moving to the Arab market and have already occupied a certain market share, but there have also been many problems. The huge loss of the Mecca Light Rail Project undertaken by China Railway Construction Co., Ltd. is a powerful proof. Therefore, it is an urgent task to study the overseas business environment of Chinese enterprises. It is a basic work for Chinese enterprises to enter the Arab market and study the business environment of Arab countries. Saudi Arabia has a pivotal religious and economic status in the Arab world and even the whole world. Its religious status is reflected in its two holy places of Islam, Mecca and Medina, and its economic status in that it has nearly 1/4 of the world's oil resources and is the world's largest oil producer and oil exporter. It is also the largest country in the Middle East region in terms of economic and trade exchanges with China. Saudi Arabia has become China's largest trading country in the Western Asia region and the largest oil importer. In view of the salient position of Saudi Arabia in both areas and other factors, Since the establishment of diplomatic relations between the two sides in 1990, the Chinese Government has attached great importance to friendly and cooperative relations with the two countries, and the strategic cooperative relations between the two countries have now been established. In addition, as one of the key areas where China implements its market diversification strategy, Saudi Arabia's importance is more prominent, its business environment is more worthy of further study. This article tries to start with the general operating situation of Chinese enterprises in Saudi Arabia. The economic and trade exchanges between China and Saudi Arabia, Saudi macroeconomics, policies, laws and regulations are considered. This paper is divided into five chapters: the first chapter introduces the general situation of Chinese enterprises operating in Saudi Arabia, and the second, third and fourth chapters introduce the Saudi macroeconomic environment, respectively. Finally, the fifth chapter summarizes the economic environment of Chinese enterprises in Saudi Arabia, and points out the matters that Chinese enterprises should pay special attention to in Saudi Arabia.
