【摘要】：目前，國家治理西部的戰(zhàn)略讓處于西部開發(fā)區(qū)域的民眾享受到難得的開發(fā)機遇。各地方政府迎難而進、借勢而上，顯示出了強勁的發(fā)展趨勢。然而國家給予這種政策的扶持是以市級或縣級行政區(qū)域來劃分的，不是分塊劃片進行政策扶持。湘西片的懷化少數(shù)民族縣域就沒有享受到這種治理的政策，盡管這些少數(shù)民族縣域同樣近鄰國家扶持的西部區(qū)域。作為中部和西部相結(jié)合的過渡地帶所在的少數(shù)民族自治縣，既沒有國家向西部少數(shù)民族縣那樣的優(yōu)惠政策，也沒有國家那么多的資金扶持。長期以來，這些少數(shù)民族自治縣完全靠自身在實踐中摸索。中部和西部相結(jié)合的少數(shù)民族縣域治理如何跟上西部發(fā)展的步伐是現(xiàn)今值得思考和關(guān)注的一個問題。 本文正是著眼于這一點而開展選題研究，就如何開展懷化少數(shù)民族縣域治理加強調(diào)研分析，文章分為六章：第一章是緒論，該章節(jié)主要對研究背景和研究意義進行了闡述，并梳理了國內(nèi)外關(guān)于地方治理和縣域治理的相關(guān)文獻，并對本文的研究思路、內(nèi)容、方法及創(chuàng)新點進行了初步說明。第二章是少數(shù)民族縣域治理的理論分析，該章節(jié)主要對縣域治理與少數(shù)民族縣域治理的相關(guān)概念及內(nèi)涵進行了闡述，指出了少數(shù)民族縣域治理的制度基礎(chǔ)，并對少數(shù)民族縣域治理的意義進行了分析。第三章是懷化少數(shù)民族縣域治理的歷史及經(jīng)驗。該章節(jié)主要從中國共產(chǎn)黨創(chuàng)建至新中國成立以來懷化少數(shù)民族縣域治理的變遷，，并總結(jié)出懷化少數(shù)民族縣域治理的歷史經(jīng)驗和規(guī)律。第四章是懷化少數(shù)民族縣域治理的現(xiàn)狀與問題分析。第五章是加快懷化少數(shù)民族治理的對策。第六章是結(jié)論與展望。該章節(jié)主要對文章進行總結(jié)，并提出今后研究方向。
[Abstract]:At present, the strategy of the state to govern the western region has given the people in the western development region a rare opportunity to develop. Local governments have come forward in response to the difficulties and seized the opportunity to go up. This shows a strong trend. However, the support given by the state to such policies is divided into municipal or county administrative regions. It is not a piecemeal division to carry out policy support. The Huaihua minority counties in western Hunan did not enjoy such a policy of governance. Although these ethnic minority counties are also close to the western regions supported by the state. The minority autonomous counties, which are the transitional zones in which the central and western regions are combined, do not have the preferential policies of the state as those of the western minority counties. And not as much money as the state. For a long time, These minority autonomous counties totally depend on themselves to explore in practice. How to keep up with the pace of western development is a problem worth considering and paying attention to. This paper focuses on this point and carries out a research on how to strengthen the investigation and analysis of Huaihua minority county governance. The article is divided into six chapters: the first chapter is an introduction, this chapter mainly describes the research background and significance. And combing the relevant literature about local governance and county governance at home and abroad, and explaining the research ideas, contents, methods and innovations of this paper. The second chapter is the theoretical analysis of minority county governance. This chapter mainly expounds the related concepts and connotations of county governance and minority county governance, and points out the institutional basis of minority county governance. The third chapter is the history and experience of Huaihua minority county governance, which mainly changes from the founding of the Communist Party of China to the founding of New China. The fourth chapter is the current situation and problem analysis of Huaihua minority county governance, the fifth chapter is the countermeasures to accelerate the Huaihua minority governance, and the sixth chapter is the conclusion. This chapter summarizes the article, The future research direction is also put forward.
