浙江省戰(zhàn)略性新興產(chǎn)業(yè)集聚對(duì)經(jīng)濟(jì)增長影響的統(tǒng)計(jì)研究

【摘要】:全球金融危機(jī)的爆發(fā),使各國都紛紛聚焦于發(fā)展戰(zhàn)略性新興產(chǎn)業(yè),以搶占未來經(jīng)濟(jì)科技發(fā)展的制高點(diǎn)。2009年開始,我國也提出以重大技術(shù)突破和重大發(fā)展需求為基礎(chǔ)的新興產(chǎn)業(yè)為重點(diǎn)發(fā)展方向,加快培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè),以期改變粗放式經(jīng)濟(jì)增長方式,對(duì)社會(huì)經(jīng)濟(jì)全局和長遠(yuǎn)發(fā)展具有重大引領(lǐng)作用,使國家經(jīng)濟(jì)走上綠色健康的可持續(xù)發(fā)展道路。浙江省作為我國東部經(jīng)濟(jì)大省,也積極主動(dòng)地響應(yīng)國家的號(hào)召,及時(shí)制定了戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展目標(biāo)。浙江省政府在“十三五”規(guī)劃中,對(duì)發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的任務(wù)進(jìn)行重點(diǎn)規(guī)劃:明確了要加快發(fā)展戰(zhàn)略性新興產(chǎn)業(yè),加快科技城和高新園區(qū)的建設(shè),打造高水平的戰(zhàn)略性新興產(chǎn)業(yè)集聚區(qū),發(fā)揮集聚區(qū)在全省轉(zhuǎn)型發(fā)展中的引領(lǐng)、輻射和帶動(dòng)作用!笆濉睍r(shí)期將是浙江省率先實(shí)現(xiàn)初步建成創(chuàng)新性省份和全面建成小康社會(huì)目標(biāo)最后沖刺的五年,創(chuàng)新驅(qū)動(dòng)發(fā)展,支撐引領(lǐng)經(jīng)濟(jì)社會(huì)轉(zhuǎn)型升級(jí)的需求更加迫切。因此,本文結(jié)合理論和實(shí)證角度來研究浙江省戰(zhàn)略性新興產(chǎn)業(yè)集聚對(duì)經(jīng)濟(jì)增長的影響,對(duì)于促進(jìn)浙江省戰(zhàn)略性新興產(chǎn)業(yè)集聚的進(jìn)一步發(fā)展,經(jīng)濟(jì)社會(huì)的轉(zhuǎn)型具有重要意義。本文在梳理相關(guān)文獻(xiàn)的基礎(chǔ)上,對(duì)戰(zhàn)略性新興產(chǎn)業(yè)集聚以及集聚對(duì)經(jīng)濟(jì)增長影響進(jìn)行理論概括,結(jié)合浙江省戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展現(xiàn)狀和產(chǎn)業(yè)集聚SWOT分析,構(gòu)建戰(zhàn)略性新興產(chǎn)業(yè)集聚水平綜合指數(shù),準(zhǔn)確和全面分析浙江省戰(zhàn)略性新興產(chǎn)業(yè)集聚狀況;利用戰(zhàn)略性新興產(chǎn)業(yè)集聚水平綜合指數(shù)構(gòu)建空間計(jì)量模型實(shí)證分析浙江省戰(zhàn)略性新興產(chǎn)業(yè)集聚對(duì)經(jīng)濟(jì)增長的影響;結(jié)合理論進(jìn)一步運(yùn)用面板計(jì)量模型,實(shí)證分析浙江省戰(zhàn)略性新興產(chǎn)業(yè)集聚促進(jìn)經(jīng)濟(jì)增長的傳導(dǎo)路徑。本文得到研究結(jié)論如下:第一,浙江省各市戰(zhàn)略性新興產(chǎn)業(yè)集聚水平均逐年遞增,但空間發(fā)展具有差異性。根據(jù)浙江省戰(zhàn)略性新興產(chǎn)業(yè)集聚水平綜合測(cè)度的結(jié)果,可以發(fā)現(xiàn)11個(gè)地級(jí)市的集聚水平在時(shí)間維度上都是逐年遞增的;從空間維度上,杭州、寧波和溫州的集聚水平相對(duì)較高,但是它們作為高集聚水平地區(qū)它們的輻射能力還有待加強(qiáng);其次是紹興、金華、嘉興、臺(tái)州、湖州、舟山,雖然它們的集聚水平一般,但可以利用所處地理位置的優(yōu)勢(shì),逐步成為高集聚水平地區(qū);得分最低的是衢州市和麗水市。第二,空間計(jì)量模型實(shí)證表明戰(zhàn)略性新興產(chǎn)業(yè)集聚具有空間關(guān)聯(lián)性。Moran’s I指數(shù)顯示浙江省各市戰(zhàn)略性新興產(chǎn)業(yè)集聚發(fā)展具有差異性,這進(jìn)一步驗(yàn)證了浙江省戰(zhàn)略性新興產(chǎn)業(yè)集聚水平綜合測(cè)度的可信度。同時(shí),根據(jù)空間通用模型的實(shí)證結(jié)果可知,浙江省戰(zhàn)略性新興產(chǎn)業(yè)集聚對(duì)經(jīng)濟(jì)增長具有顯著的推動(dòng)作用,戰(zhàn)略性新興產(chǎn)業(yè)集聚水平每增加1個(gè)單位,地方經(jīng)濟(jì)就會(huì)增加0.082個(gè)單位。第三,面板計(jì)量模型驗(yàn)證了戰(zhàn)略性新興產(chǎn)業(yè)集聚主要通過技術(shù)進(jìn)步和產(chǎn)業(yè)結(jié)構(gòu)升級(jí)這兩個(gè)路徑來促進(jìn)經(jīng)濟(jì)增長,并且發(fā)現(xiàn)技術(shù)進(jìn)步路徑對(duì)地方經(jīng)濟(jì)的促進(jìn)作用更大。因此,提高科技發(fā)展水平和自主創(chuàng)新能力依然是目前浙江省戰(zhàn)略性新興產(chǎn)業(yè)集聚帶動(dòng)經(jīng)濟(jì)增長的主要路徑。最后結(jié)合浙江省戰(zhàn)略性新興產(chǎn)業(yè)集聚現(xiàn)狀分析及實(shí)證結(jié)果提出了相關(guān)政策建議:第一,提高戰(zhàn)略性新興產(chǎn)業(yè)產(chǎn)業(yè)集聚區(qū)的發(fā)展水平,合理規(guī)劃空間分布;第二,積極培育戰(zhàn)略性新興產(chǎn)業(yè)集聚區(qū)的創(chuàng)新氛圍,增強(qiáng)源頭創(chuàng)新,突破核心關(guān)鍵技術(shù);第三,加快發(fā)展主導(dǎo)產(chǎn)業(yè),提升產(chǎn)業(yè)發(fā)展質(zhì)量;第四,完善融資平臺(tái)建設(shè),綜合利用財(cái)政資金和社會(huì)資金。
[Abstract]:The outbreak of the global financial crisis, so that all countries have focused on the development of strategic emerging industries, to seize the high ground of the future development of economy and technology in.2009, our country has put forward a new industry with major technological breakthroughs and major development needs as the basis for the focus of the direction of development, accelerate the development of strategic emerging industries, in order to change the extensive the mode of economic growth, has an important leading role to the social economy situation and long-term development, the national economy to go green and healthy road of sustainable development. Zhejiang province is the eastern part of our country economy, but also actively respond to the call of the country, timely development goal of strategic emerging industries. The government of Zhejiang Province in 13th Five-Year in planning for the development of strategic emerging industries to focus on planning tasks: clear to accelerate the development of strategic emerging industries, accelerate science and technology city and high The construction of the new park, to create a high level of strategic emerging industry gathering area, play area in the province's restructuring and development in the lead, radiation and leading role. "13th Five-Year" period in Zhejiang province is the first to achieve established innovative provinces and building a well-off society goal of the final sprint of five years, innovation driven development, guidance and support the economic and social transformation and upgrading more urgent needs. Therefore, this paper studies the Zhejiang province strategic emerging industry agglomeration on economic growth theory and empirical point of view, to promote the further development of Zhejiang province strategic emerging industry cluster, plays an important role in the economic and social transformation. In this paper based on the literature, the strategic emerging industries agglomeration and agglomeration theory summed up the impact on economic growth, combined with the current development of strategic emerging industries in Zhejiang province and industry agglomeration S WOT analysis, construction of strategic emerging industry agglomeration index, accurate and comprehensive analysis of Zhejiang province strategic emerging industry agglomeration status; constructing empirical analysis of spatial econometric model of Zhejiang province strategic emerging industry agglomeration effect on economic growth by the strategic emerging industry agglomeration index; combining the theory further using panel econometric models, empirical analysis of Zhejiang Province strategic emerging the conduction path of industrial agglomeration to promote economic growth. The conclusion of this paper are as follows: first, the agglomeration level of Zhejiang province strategic emerging industries are increasing year by year, but the spatial development is different. According to the Zhejiang provincial strategic emerging industrial cluster comprehensive measurement results can be found in the agglomeration level of 11 cities are increasing year by year in the time dimension; from the dimensions of space, Hangzhou, Ningbo and Wenzhou, the agglomeration level of relative But they are higher, as the radiation ability of high concentration level areas they have to be strengthened; followed by Shaoxing, Jinhua, Jiaxing, Taizhou, Huzhou, Zhoushan, although their agglomeration level, but can use the geographical location advantages, has gradually become a high level gathering area; the lowest score is the city of Quzhou and Lishui. Second, empirical evidence shows that the spatial econometric model of strategic emerging industrial cluster with.Moran 'spatial correlation s I index shows that Zhejiang province strategic emerging industry cluster development is different, which further verified the Zhejiang province strategic emerging industry agglomeration level comprehensive measure of reliability. At the same time, according to the empirical results show that the general model of space, Zhejiang province strategic emerging industry agglomeration has a significant role in promoting economic growth, increase agglomeration level of strategic emerging industries 1 units, the local economy will Add 0.082 units. Third, econometric model to verify the strategic emerging industry agglomeration mainly through technological progress and the upgrading of the industrial structure of the two path to promote economic growth, and promote the technological progress path found on the local economy more. Therefore, to improve the science and technology development level and ability of independent innovation is still the strategic in Zhejiang province the main path of emerging industrial agglomeration promoting economic growth. Finally, Zhejiang province strategic emerging industry agglomeration status analysis and empirical results and puts forward relevant policy suggestions: first, to improve the level of development of strategic emerging industries in industrial agglomeration, rational planning of spatial distribution; second, actively cultivate the strategic emerging industry cluster innovation environment, enhance the source of innovation, breakthroughs in key technologies; third, accelerate the development of leading industries, enhance the quality of industrial development; fourth, improve the financing level We should build the platform and make full use of financial and social funds.
