廣東省產(chǎn)業(yè)轉(zhuǎn)移工業(yè)園區(qū)建設(shè)中地方政府對(duì)接管理研究

【摘要】:20世紀(jì)80年代以來,隨著廣東省經(jīng)濟(jì)的飛速發(fā)展,廣東區(qū)域發(fā)展不平衡問題日漸突出,這種不平衡主要表現(xiàn)在兩個(gè)方面:一是珠三角地區(qū)面臨的資源短缺、環(huán)境承載壓力大的問題,可能導(dǎo)致資源、環(huán)境的不可持續(xù);二是東西兩翼和粵北山區(qū)經(jīng)濟(jì)發(fā)展緩慢,珠三角地區(qū)對(duì)其輻射能力較弱。為了促進(jìn)區(qū)域經(jīng)濟(jì)均衡發(fā)展,廣東省出臺(tái)政策,引導(dǎo)產(chǎn)業(yè)由珠三角地區(qū)向東西兩翼及粵北地區(qū)轉(zhuǎn)移注1。其中,大力發(fā)展珠三角地區(qū)與省內(nèi)欠發(fā)達(dá)地區(qū)合作共建產(chǎn)業(yè)轉(zhuǎn)移工業(yè)園就是政策的重要部分。但是,地方政府之間的非合作博弈以及多方利益沖突等問題導(dǎo)致政府對(duì)接合作層次偏低,緊密度不足,使得園區(qū)共建實(shí)踐落后于原本的規(guī)劃要求,本論文對(duì)產(chǎn)業(yè)轉(zhuǎn)移工業(yè)園建設(shè)中的地方政府對(duì)接管理進(jìn)行了入探討。 首先,本論文對(duì)產(chǎn)業(yè)轉(zhuǎn)移工業(yè)園建設(shè)中地方政府對(duì)接管理的概念及理論依據(jù)進(jìn)行了闡述,明確了論文的研究維度。在此基礎(chǔ)上,論文深入分析了地方政府對(duì)接管理對(duì)廣東區(qū)域經(jīng)濟(jì)均衡發(fā)展、產(chǎn)業(yè)集群、產(chǎn)業(yè)升級(jí)的重要意義。 其次,論文闡述了廣東省產(chǎn)業(yè)轉(zhuǎn)移工業(yè)園的五種建設(shè)模式,并分析了地方政府對(duì)接管理在其中的體現(xiàn)以及對(duì)接管理中各利益相關(guān)者的損益來源,從而找出政府對(duì)接管理所存在的問題,,即政府與政府之間存在利益沖突、公共服務(wù)平臺(tái)建設(shè)滯后、要素流動(dòng)機(jī)制不暢、利益爭奪下的非合作博弈。并從政府對(duì)接過程中利益協(xié)調(diào)機(jī)制不暢、公共服務(wù)意識(shí)不強(qiáng)、區(qū)域發(fā)展缺乏整體性和協(xié)調(diào)性、產(chǎn)業(yè)粘性及政府作用不足等四個(gè)方面分析了問題的根源。 最后,論文以江蘇黃橋工業(yè)園及美國硅谷為例,對(duì)其建設(shè)經(jīng)驗(yàn)進(jìn)行了分析,并從中總結(jié)了廣東產(chǎn)業(yè)轉(zhuǎn)移園建設(shè)中政府對(duì)接管理的啟示。針對(duì)政府對(duì)接管理的問題及國內(nèi)外工業(yè)園建設(shè)的啟示,本文從加強(qiáng)政府之間的利益協(xié)調(diào)、完善公共服務(wù)平臺(tái)、加強(qiáng)對(duì)接管理通道建設(shè)、以博弈均衡促進(jìn)利益均衡等四個(gè)方面探討了提升地方政府對(duì)接管理水平的路徑,以期對(duì)產(chǎn)業(yè)轉(zhuǎn)移工業(yè)園的發(fā)展有所裨益。
[Abstract]:Since the 1980s, with the rapid economic development of Guangdong Province, the imbalance of regional development in Guangdong has become increasingly prominent. This imbalance is mainly manifested in two aspects: first, the Pearl River Delta region is facing a shortage of resources. The problem of high pressure on the environment may lead to the unsustainability of the resources and environment. Secondly, the economic development of the east and west wings and the mountainous areas of northern Guangdong is slow, and the radiation capacity of the Pearl River Delta region is weak. In order to promote the balanced development of the regional economy, Guangdong Province has issued a policy to guide industry transfer from the Pearl River Delta region to the east and west wings and the north of Guangdong. Among them, vigorously developing the Pearl River Delta region and building an industrial transfer industrial park jointly with the less developed areas in the province is an important part of the policy. However, The non-cooperative game between local governments and the conflicts of interests lead to the low level of cooperation between the government and the lack of compactness, which makes the practice of co-construction of the park lag behind the original planning requirements. This paper discusses the local government docking management in industrial park construction. First of all, this paper expounds the concept and theoretical basis of local government docking management in the construction of industrial park of industrial transfer, and clarifies the research dimension of the paper. The paper deeply analyzes the significance of local government docking management to the balanced development of Guangdong regional economy, industrial cluster and industrial upgrading. Secondly, the paper expounds the five construction modes of Guangdong industrial park, and analyzes the embodiment of local government docking management and the profit and loss source of stakeholders in the docking management. In order to find out the problems existing in the government docking management, that is, there are conflicts of interest between the government and the government, the construction of public service platform lags behind, and the mechanism of factor flow is not smooth. In the process of government docking, the mechanism of interest coordination is not smooth, the consciousness of public service is not strong, and the regional development lacks integrity and coordination. Industry stickiness and insufficient government function and so on four aspects have analyzed the root cause of the problem. Finally, taking Huangqiao Industrial Park in Jiangsu Province and Silicon Valley in the United States as examples, the paper analyzes its construction experience. In the light of the problems of government docking management and the enlightenment of industrial park construction at home and abroad, this paper tries to improve the public service platform by strengthening the benefit coordination among the governments. Strengthening the construction of docking management channels and promoting the balance of interests by game equilibrium, this paper probes into the ways to improve the level of local government docking management, in order to benefit the development of industrial parks for industrial transfer.
