【摘要】：在當(dāng)前中國(guó)經(jīng)濟(jì)新常態(tài)的背景下,城市化與產(chǎn)業(yè)集聚發(fā)展問題已成為當(dāng)前社會(huì)各界關(guān)注的兩大問題。這些問題的存在要求加快完善城市化發(fā)展體系,逐步強(qiáng)化產(chǎn)業(yè)集聚對(duì)市場(chǎng)發(fā)展要素的引領(lǐng)作用,當(dāng)下,促進(jìn)我國(guó)經(jīng)濟(jì)發(fā)展的重要途徑之一就是實(shí)現(xiàn)產(chǎn)業(yè)集聚與城市化協(xié)調(diào)、互促發(fā)展。本文以產(chǎn)業(yè)集聚與城市化互動(dòng)發(fā)展機(jī)理為理論基礎(chǔ),重點(diǎn)從產(chǎn)業(yè)集聚的視角深入分析總結(jié)浙江義烏市的發(fā)展模式和成功經(jīng)驗(yàn),找出發(fā)展過程中存在的問題和需要我們吸取的經(jīng)驗(yàn)教訓(xùn)。為更好的完成本次論文,我積極查閱各種資料,以浙江省統(tǒng)計(jì)官網(wǎng)和義烏市統(tǒng)計(jì)官網(wǎng)統(tǒng)計(jì)數(shù)據(jù)為起點(diǎn),注重實(shí)地考察,調(diào)研分析,搜集最新數(shù)據(jù),盡可能為解決當(dāng)前存在的問題提出一些有價(jià)值的結(jié)論和政策建議。義烏市位于浙江省,總?cè)丝趦砂俣嗳f,總面積一千多平方公里。20世紀(jì)80年代初以來,義烏以小商品市場(chǎng)為龍頭,帶動(dòng)區(qū)域產(chǎn)業(yè)集聚,迅速由小城市發(fā)展為大中型城市。據(jù)義烏市“十三五”規(guī)劃報(bào)告結(jié)果顯示,全市生產(chǎn)總值共有一千多億元,地區(qū)人均生產(chǎn)總額已突破13萬元,年均增長(zhǎng)的水平達(dá)到了11.2%;服務(wù)業(yè)占GDP比重提高6個(gè)百分點(diǎn),通過三次產(chǎn)業(yè)結(jié)構(gòu)進(jìn)一步優(yōu)化;城鎮(zhèn)、農(nóng)村居民人均可支配收入年均分別增長(zhǎng)了10.8%和11.9%,義烏在城市化方面邁出了成功的一大步,為浙江乃至全國(guó)的中小城市發(fā)展提供了有益的參考價(jià)值義烏模式和成功經(jīng)驗(yàn)主要是義烏市委、市政府大膽創(chuàng)新,提出興商建市的基本策略,通過產(chǎn)業(yè)聯(lián)動(dòng)、兼顧城鄉(xiāng)聯(lián)動(dòng)發(fā)展、和諧發(fā)展,實(shí)現(xiàn)全市質(zhì)的突變,創(chuàng)出了一條非常成功的路子。這些成功經(jīng)驗(yàn)對(duì)于其他一些中小城市、尤其是一些類似義烏市,資源條件比較匱乏的城市,提供了參照,避免、少走很多彎路,對(duì)其實(shí)現(xiàn)轉(zhuǎn)型突破快速發(fā)展的區(qū)域也有借鑒意義和指導(dǎo)價(jià)值。
[Abstract]:Under the background of the new normal state of China's economy, urbanization and industrial agglomeration have become two major problems concerned by all walks of life. The existence of these problems requires speeding up the improvement of urbanization development system. Gradually strengthen the leading role of industrial agglomeration to the elements of market development. At present, one of the important ways to promote the economic development of our country is to realize the coordination between industrial agglomeration and urbanization. Based on the interactive development mechanism of industrial agglomeration and urbanization, this paper analyzes and summarizes the development model and successful experience of Yiwu City, Zhejiang Province, from the perspective of industrial agglomeration. To find out the problems existing in the process of development and the lessons we need to learn. In order to better finish this paper, I actively consult all kinds of materials, take the statistical data of Zhejiang Province Statistical official website and Yiwu Statistical official website as the starting point, and pay attention to on-the-spot inspection. Through investigation and analysis, collecting the latest data, and putting forward some valuable conclusions and policy suggestions to solve the current problems as far as possible. Yiwu City is located in Zhejiang Province, with a total population of more than 2 million. With a total area of more than 1,000 square kilometers. Since the beginning of 80s, Yiwu, with the small commodity market as its leader, has driven the regional industrial agglomeration and rapidly developed from a small city to a large and medium-sized city. According to the results of the 13th Five-Year Plan report of Yiwu, The gross domestic product of the whole city is more than 100 billion yuan, and the total per capita production of the region has exceeded 130,000 yuan, and the average annual growth level has reached 11.2 percent. The proportion of service industry in GDP has increased by 6 percentage points, further optimized through three industrial structures; and cities and towns, The average per capita disposable income of rural residents has increased by 10.8% and 11.9a year respectively. Yiwu has taken a major step forward in urbanization. It provides beneficial reference value for the development of small and medium-sized cities in Zhejiang and even the whole country. The mode and successful experience of Yiwu are mainly the bold innovation of Yiwu Municipal Party Committee and the city government's bold innovation, putting forward the basic strategy of developing business and building cities, taking into account the linkage development of urban and rural areas through industrial linkage. The harmonious development, the realization of the sudden change in the quality of the whole city, has created a very successful path. These successful experiences have provided a reference for some other small and medium-sized cities, especially those similar to Yiwu, where the resources are relatively scarce. A lot of detours can be used for reference and guidance to realize the transition and break through the rapid development of the region.
