【摘要】：隨著社會的不斷發(fā)展和改革開放的不斷深入，人民生活水平有了大幅度的提高，中國相當(dāng)一部分地區(qū)已達(dá)到了小康水平，但也有一定比例的區(qū)域的經(jīng)濟(jì)發(fā)展水平欠佳，，為了縮小區(qū)域發(fā)展差距不斷擴(kuò)大的趨勢，同時(shí)也為了民族地區(qū)地緣政治的安全，經(jīng)過國務(wù)院扶貧開發(fā)領(lǐng)導(dǎo)小組辦公室認(rèn)定，分別在1986、1994和2006年分三次審批確定了331個(gè)和592個(gè)（后兩次均為592個(gè)）國家級貧困縣，進(jìn)行扶持。截止2012年3月，又對國家級貧困縣名單做出調(diào)整，調(diào)出38個(gè)區(qū)縣，但有補(bǔ)充，總數(shù)保持不變。 本文選取滇西邊境片區(qū)國家級貧困縣為研究空間載體，從地理學(xué)的時(shí)空觀出發(fā)，在剖析滇西邊境片區(qū)國家級貧困縣經(jīng)濟(jì)發(fā)展時(shí)空總體特征的基礎(chǔ)上，篩選并構(gòu)建國家級貧困縣等級類型評價(jià)指標(biāo)體系與方法，將滇西邊境片區(qū)國家級貧困縣分為四類等級類型，針對滇西邊境片區(qū)國家級貧困縣發(fā)展特征和主要影響因素，選擇出了農(nóng)業(yè)集約化經(jīng)營、特色經(jīng)濟(jì)作物發(fā)展、大型工程企業(yè)帶動、旅游資源開發(fā)、邊境貿(mào)易創(chuàng)匯和勞務(wù)輸出增收等六種發(fā)展模式，并提出相應(yīng)的思路與對策，以期為國家級貧困縣經(jīng)濟(jì)發(fā)展提供一種區(qū)域理論方法與實(shí)踐依據(jù)。 全文共分為六章，主要內(nèi)容如下。 第一章：緒論。本章主要闡述了本文的研究背景、研究目的、研究意義、研究范圍、研究方法和技術(shù)路線。 第二章：相關(guān)文獻(xiàn)綜述。從貧困和縣域經(jīng)濟(jì)的基本概念入手，對縣域經(jīng)濟(jì)的基本特征進(jìn)行了闡述，并總結(jié)了國內(nèi)外關(guān)于縣域經(jīng)濟(jì)的相關(guān)理論文獻(xiàn)綜述。 第三章：滇西邊境片區(qū)國家級貧困縣經(jīng)濟(jì)發(fā)展時(shí)空總體特征。首先對滇西邊境片區(qū)的相關(guān)概況進(jìn)行了介紹，在此基礎(chǔ)上，研究了滇西邊境片區(qū)國家級貧困縣縣域經(jīng)濟(jì)發(fā)展的空間差異、時(shí)間變異及其經(jīng)濟(jì)發(fā)展的總體特征。 第四章：滇西邊境片區(qū)國家級貧困縣經(jīng)濟(jì)發(fā)展等級類型分析。本章主要對發(fā)展指標(biāo)進(jìn)行篩選，同時(shí)構(gòu)建評價(jià)方法，然后分析得出最終結(jié)果。 第五章：滇西邊境片區(qū)國家級貧困縣經(jīng)濟(jì)發(fā)展模式選擇。主要結(jié)合滇西邊境片區(qū)國家級貧困縣所處區(qū)位的自然環(huán)境因素和社會經(jīng)濟(jì)因素，有選擇性的提出六種發(fā)展模式。 第六章：滇西邊境片區(qū)國家級貧困縣經(jīng)濟(jì)發(fā)展思路與對策。根據(jù)第五章所得出的適合滇西邊境片區(qū)國家級貧困縣經(jīng)濟(jì)發(fā)展模式，提出了相對應(yīng)的具體思路與對策建議。
[Abstract]:With the continuous development of society and the deepening of reform and opening up, the standard of living of the people has been greatly improved. In a considerable part of China, the level of well-off society has been reached, but a certain proportion of the regions have a poor level of economic development. In order to narrow the trend of widening regional development gaps, and also for the geopolitical security of ethnic areas, the Office of the State Council leading Group for Poverty Alleviation and Development has determined that. In 1986, 1994 and 2006, 331 and 592 state-level poverty-stricken counties were identified for approval and approval, respectively (592 for each of the latter two). As of March 2012, the list of state-level poor counties was also adjusted and 38 districts and counties were transferred, but they were supplemented. The total remains unchanged. In this paper, the state-level impoverished counties in western Yunnan border region are selected as the research space carrier, and based on the view of geography, the general characteristics of economic development of the state-level poverty counties in western Yunnan border region are analyzed. Selecting and constructing the evaluation index system and method of the grade type of the national poverty county, dividing the national poverty county of the western Yunnan border region into four types, aiming at the development characteristics and main influencing factors of the poverty county of the national level in the western Yunnan border region. This paper has selected six development modes, such as intensive management of agriculture, development of characteristic cash crops, driven by large engineering enterprises, exploitation of tourism resources, foreign exchange earning by border trade and increasing income of labor export, and put forward corresponding ideas and countermeasures. In order to provide a regional theoretical method and practical basis for the national economic development of poor counties. The full text is divided into six chapters, the main content is as follows. Chapter 1: introduction. This chapter mainly describes the research background, research purpose, research significance, research scope, research methods and technical route. The second chapter: the related literature review. Starting with the basic concepts of poverty and county economy, this paper expounds the basic characteristics of county economy, and summarizes the relevant theoretical literature review of county economy at home and abroad. Chapter three: the general characteristics of the economic development of the national poverty counties in the western Yunnan border region. Firstly, it introduces the general situation of the western Yunnan border region, on the basis of which, This paper studies the spatial difference, temporal variation and general characteristics of the economic development of the state-level impoverished counties in the western Yunnan border region. Chapter 4th: analysis of economic development grade types of national poverty counties in western Yunnan border region. This chapter mainly selects the development indicators, constructs the evaluation method, and then gets the final results. Chapter 5th: the choice of economic development model of national poverty counties in western Yunnan border region. Combining with natural environment factors and social and economic factors of the location of poverty counties in western Yunnan border region, six kinds of development models are put forward selectively. Chapter 6th: economic development ideas and countermeasures of national poverty counties in western Yunnan border region. According to the economic development model of national poverty counties in western Yunnan border region, the corresponding specific ideas and countermeasures are put forward in chapter 5th.
