【摘要】：基于七種單一評價模型分別對油氣投資環(huán)境進行評價,使用模糊聚類分析和Kendall協(xié)調(diào)系數(shù)法對模型的相容性進行檢驗,確定相容方法集,進而構(gòu)建油氣投資環(huán)境的最優(yōu)加權(quán)組合評價模型,以消除不同評價理論評價結(jié)果之間的不一致性,提高評價結(jié)果的合理性。以我國五大主要油氣投資地區(qū)中的40個主要油氣生產(chǎn)國家為研究對象,基于該評價模型使用2006—2015年數(shù)據(jù)對油氣投資環(huán)境演化及影響因素進行研究。結(jié)果表明:2006—2013年海外油氣投資環(huán)境整體呈現(xiàn)上升趨勢,2014—2015年下滑趨勢明顯;油氣資源開發(fā)潛力、經(jīng)濟環(huán)境、基礎(chǔ)環(huán)境是最主要的影響因素,且地區(qū)特征明顯,中東、中亞—俄羅斯地區(qū)油氣資源潛力較大,基礎(chǔ)環(huán)境優(yōu)越,亞太地區(qū)經(jīng)濟優(yōu)勢明顯;政治環(huán)境復(fù)雜多變,整體趨于不斷惡化,經(jīng)濟環(huán)境和基礎(chǔ)環(huán)境持續(xù)改善,俄羅斯、南美地區(qū)油氣資源開發(fā)潛力不斷提升,社會環(huán)境、法律法規(guī)及政策環(huán)境表現(xiàn)較為穩(wěn)定。
[Abstract]:The oil and gas investment environment is evaluated based on seven single evaluation models. The compatibility of the model is tested by using fuzzy cluster analysis and Kendall coordination coefficient method, and the set of compatibility methods is determined. In order to eliminate the inconsistency between the evaluation results of different evaluation theories, the optimal weighted combination evaluation model of oil and gas investment environment is constructed. To improve the rationality of the evaluation results. Taking 40 major oil and gas producing countries of the five major oil and gas investment areas in China as the research object, Based on the evaluation model, the evolution of oil and gas investment environment and its influencing factors are studied by using the data from 2006 to 2015. The results show that the overall overseas oil and gas investment environment from 2006 to 2013 shows an upward trend, and the oil and gas resources development potential and economic environment are obvious in 2014-2015. The basic environment is the most important influencing factor, and the regional characteristics are obvious. The Middle East, Central Asia-Russia region has a great potential for oil and gas resources, the basic environment is superior, the Asia-Pacific region has obvious economic advantages, and the political environment is complex and changeable. The economic environment and basic environment of Russia and South America continue to improve, the potential of exploitation of oil and gas resources in Russia and South America continues to improve, and the social environment, laws and regulations and policy environment are relatively stable.
