【摘要】：為優(yōu)化我國經(jīng)濟結(jié)構(gòu)、國土利用和城鎮(zhèn)化格局，緩解生態(tài)環(huán)境壓力，促進經(jīng)濟社會與人口資源環(huán)境的協(xié)調(diào)發(fā)展，“十一五”規(guī)劃明確提出了主體功能區(qū)的規(guī)劃戰(zhàn)略。作為我國西部的重要省份，甘肅省的生態(tài)環(huán)境十分脆弱，經(jīng)濟發(fā)展落后，人民生活水平較低，，并且按照傳統(tǒng)的區(qū)域發(fā)展理論，單純追求經(jīng)濟指標，對生態(tài)脆弱的甘肅省協(xié)調(diào)發(fā)展帶來巨大挑戰(zhàn)，因此主體功能區(qū)規(guī)劃成為甘肅省發(fā)展的現(xiàn)實需要。依據(jù)主體功能區(qū)規(guī)劃，甘肅省大部分地區(qū)被列為生態(tài)脆弱地區(qū)。由于生態(tài)脆弱區(qū)面臨著生態(tài)保護與發(fā)展經(jīng)濟的雙重矛盾，因此在主體功能區(qū)規(guī)劃的背景下，對甘肅省生態(tài)脆弱區(qū)的發(fā)展進行優(yōu)化調(diào)控研究并且提出相關(guān)切實可行的對策，這是保證甘肅省生態(tài)脆弱區(qū)協(xié)調(diào)發(fā)展的必然選擇。 本文通過文獻綜述法、資料分析法回顧了國內(nèi)外相關(guān)文獻，在對已有文獻進行搜集整理的基礎(chǔ)上，對生態(tài)脆弱區(qū)的概念進行了界定。并且采用系統(tǒng)動力學(xué)方法對甘肅省生態(tài)脆弱區(qū)發(fā)展進行系統(tǒng)分析及優(yōu)化調(diào)控研究，分別選取重視經(jīng)濟發(fā)展、重視環(huán)境保護以及經(jīng)濟發(fā)展與環(huán)境保護協(xié)調(diào)發(fā)展三個不同方案，對甘肅省生態(tài)脆弱區(qū)發(fā)展進行模擬預(yù)測，最后得出最佳方案。最佳方案應(yīng)該為：既考慮社會經(jīng)濟的發(fā)展，同時考慮生態(tài)環(huán)境的保護，遵循社會經(jīng)濟、資源、生態(tài)系統(tǒng)和諧發(fā)展原則。
[Abstract]:In order to optimize China's economic structure, land use and urbanization patterns, and ease the pressure on the ecological environment, To promote the coordinated development of economy, society and population, resources and environment, the 11th Five-Year Plan clearly puts forward the planning strategy of the main functional areas. As an important province in the west of China, Gansu Province has a fragile ecological environment and backward economic development. The low standard of living of the people and the pursuit of economic indicators in accordance with the traditional theory of regional development pose a great challenge to the harmonious development of the ecologically fragile Gansu Province. Therefore, the planning of the main function area has become a realistic need for the development of Gansu Province. According to the planning of the main function area, most areas of Gansu Province are classified as ecologically fragile areas. Because the ecological fragile areas are facing the dual contradiction of ecological protection and economic development, Therefore, under the background of the planning of the main function area, this paper studies the development of the ecological fragile area in Gansu province and puts forward some feasible countermeasures, which is the inevitable choice to ensure the coordinated development of the ecological fragile area in Gansu province. In this paper, the literature review method and data analysis method are used to review the relevant literature at home and abroad, and on the basis of the collection and arrangement of the existing literature, The concept of ecological fragile region is defined, and the system dynamics method is used to study the development of ecological fragile region in Gansu province. Paying attention to three different schemes of environmental protection and coordinated development of economic development and environmental protection, simulating and forecasting the development of ecological fragile areas in Gansu Province, and finally obtaining the best scheme. The best scheme should be: taking into account the social and economic development, At the same time, we should consider the protection of ecological environment and follow the principle of harmonious development of social economy, resources and ecosystem.
