【摘要】：區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展問題是近幾年區(qū)域經(jīng)濟學領域研究的重點問題之一。區(qū)域經(jīng)濟發(fā)展具有顯著的區(qū)域性特征，經(jīng)濟發(fā)展的區(qū)域性特征在我國表現(xiàn)的尤為突出。由于自然資源資本要素勞動力要素制度文化等要素享賦不同，東中西地帶之間，省區(qū)之間城鄉(xiāng)之間經(jīng)濟社會狀況十分不均衡。在可持續(xù)發(fā)展科學發(fā)展成為當前發(fā)展價值追求的背景下，區(qū)域協(xié)調(diào)發(fā)展引起學者的廣泛注意和研究。 本文通過對區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展相關理論的理解，總結出區(qū)域經(jīng)濟發(fā)展的三個特性即綜合性相對性動態(tài)性；通過主體功能區(qū)的相關理論和文獻的研究，總結出體現(xiàn)主體功能區(qū)戰(zhàn)略的基本理念，結合二者探討主體功能區(qū)區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展的內(nèi)涵，并依此為依據(jù)建立評價重慶五大功能區(qū)區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展的模型。并以1997年—2012年為時間軸，以五大功能區(qū)為區(qū)域劃分標準，對重慶區(qū)域協(xié)調(diào)發(fā)展趨勢進行了實證研究，最后給出政策建議。 本文共分六章： 第一章主要論述了我國以及重慶區(qū)域協(xié)調(diào)發(fā)展的背景和選題的意義。 第二章為理論基礎部分，分區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展和主體功能區(qū)兩個層面對能夠支撐文章的理論進行了梳理。 第三章列舉了國內(nèi)外主要城市踐行主體功能區(qū)戰(zhàn)略的經(jīng)驗和思路。 第四章為主體功能區(qū)區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展的運行機理。通過對第二章基礎理論的梳理和研究，總結出區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展的三個特性和主體功能區(qū)戰(zhàn)略實施的幾個作用，結合二者之間的關系進行進一步的總結，得出結論，主體功能區(qū)協(xié)調(diào)發(fā)展的運行機理包括：區(qū)域經(jīng)濟之間的聯(lián)系區(qū)域分工區(qū)域差異區(qū)域要素協(xié)調(diào)以及區(qū)域整體發(fā)展效率，為下文區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展評價模型的建立打下基礎。 第五章開始進行本文的實證部分，，首先對重慶五大功能區(qū)劃分的基本情況做了簡單的描述，其次對重慶五大功能區(qū)經(jīng)濟現(xiàn)狀進行了橫向和縱向?qū)Ρ�，而后以第四章總結出區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展內(nèi)涵為基礎，得出評價五大功能區(qū)協(xié)調(diào)發(fā)展的綜合評價模型并進行計算。最后得出的數(shù)據(jù)結果，分析問題所在。 第六章是結論以及政策建議，針對第五章提出的問題。本文分政府調(diào)控市場運行社會監(jiān)督三個層面提出政策建議。
[Abstract]:The coordinated development of regional economy is one of the most important problems in the field of regional economics in recent years. The regional characteristics of economic development are particularly prominent in China. Due to the differences in the elements of natural resources, capital, labor, system, culture, and so on, between the East and the West, The economic and social situation between urban and rural areas is very uneven. Under the background that the scientific development of sustainable development has become the pursuit of current development value, regional coordinated development has attracted the extensive attention and research of scholars. This paper summarizes the three characteristics of regional economic development by understanding the relevant theories of coordinated development of regional economy, namely, the dynamics of comprehensive relativity, the relevant theory of main function area and the research of literature. This paper summarizes the basic concept of reflecting the strategy of the main function area, and discusses the connotation of the coordinated development of the regional economy of the main function area with the combination of the two. On the basis of this, a model is established to evaluate the coordinated development of regional economy in five functional districts of Chongqing. Based on the time axis of 1997 to 2012 and the criterion of regional division of the five functional areas, this paper makes an empirical study on the trend of regional coordinated development in Chongqing. Finally, policy suggestions are given. This paper is divided into six chapters:. The first chapter mainly discusses the background and significance of regional coordinated development in China and Chongqing. The second chapter is the theoretical foundation part, the regional economic coordinated development and the main function area two levels to can support the article the theory to carry on the combing. The third chapter enumerates the experience and train of thought of the main function area strategy of the main cities at home and abroad. Chapter 4th is the operating mechanism of the coordinated development of the regional economy in the main functional areas. By combing and studying the basic theory of the second chapter, the author summarizes the three characteristics of the coordinated development of the regional economy and the several functions of the strategic implementation of the main function areas. Combined with the relationship between the two to further summarize, it is concluded that the main function area coordinated development mechanism includes: regional economic links between the regional division of labor regional differences regional elements coordination and regional overall development efficiency. For the following regional economic coordinated development evaluation model to lay the foundation. Chapter 5th begins with the empirical part of this paper. Firstly, it describes the basic situation of the five functional areas in Chongqing, and then compares the economic status of the five functional areas in Chongqing horizontally and vertically. Then, on the basis of summarizing the connotation of coordinated development of regional economy in chapter 4th, the comprehensive evaluation model for evaluating the coordinated development of five functional areas is obtained and calculated. Finally, the data result is obtained and the problem is analyzed. Chapter 6th is the conclusion and policy recommendations, aiming at the problems raised in Chapter 5th. This paper puts forward policy recommendations on three levels of government regulation and control of market operation and social supervision.
