省級(jí)開(kāi)發(fā)區(qū)產(chǎn)城融合模式及評(píng)價(jià)體系研究

【摘要】:隨著經(jīng)濟(jì)全球化步伐的加快、中國(guó)改革開(kāi)放的深化和國(guó)際國(guó)內(nèi)的新形勢(shì),中國(guó)開(kāi)發(fā)區(qū)賴以快速發(fā)展的特殊優(yōu)勢(shì)被不斷削弱,如何保持開(kāi)發(fā)區(qū)產(chǎn)業(yè)發(fā)展的優(yōu)勢(shì),繼續(xù)保持區(qū)域經(jīng)濟(jì)增長(zhǎng)極的地位,同時(shí)實(shí)現(xiàn)開(kāi)發(fā)區(qū)自身轉(zhuǎn)型,破解發(fā)展瓶頸,成為現(xiàn)階段中國(guó)開(kāi)發(fā)區(qū)的首要問(wèn)題,中國(guó)開(kāi)發(fā)區(qū)已然進(jìn)入了加快轉(zhuǎn)型的上升通道。相對(duì)于擁有優(yōu)厚政策扶持,科學(xué)規(guī)劃指導(dǎo),集聚國(guó)內(nèi)外研究熱點(diǎn)的國(guó)家級(jí)開(kāi)發(fā)區(qū)而言,中國(guó)的省級(jí)開(kāi)發(fā)區(qū)基數(shù)更大、分布更廣、與地方關(guān)系更密切,然而單獨(dú)針對(duì)省級(jí)開(kāi)發(fā)區(qū)轉(zhuǎn)型升級(jí)的研究卻鳳毛麟角。雖然國(guó)家級(jí)開(kāi)發(fā)區(qū)的快速發(fā)展帶動(dòng)了整個(gè)區(qū)域甚至國(guó)家的產(chǎn)業(yè)升級(jí)和競(jìng)爭(zhēng)力提升,但是,只有全國(guó)近千家省級(jí)開(kāi)發(fā)區(qū)的全面升級(jí),才能帶領(lǐng)中國(guó)開(kāi)發(fā)區(qū)進(jìn)入從數(shù)量擴(kuò)張向質(zhì)量提升的新階段。在地理區(qū)位上,省級(jí)開(kāi)發(fā)區(qū)一般位于城市向鄉(xiāng)村過(guò)度的郊區(qū)地帶,或依托小城鎮(zhèn)進(jìn)行發(fā)展建設(shè)。因此,相較于大型的國(guó)家級(jí)開(kāi)發(fā)區(qū)從建設(shè)之初就以高標(biāo)準(zhǔn)的城市設(shè)施進(jìn)行配套,省級(jí)開(kāi)發(fā)區(qū)對(duì)城市的依賴更加顯著,與其母城的資源共享更加頻繁,轉(zhuǎn)型期對(duì)產(chǎn)城融合的需求更加迫切。在功能承載上,省級(jí)開(kāi)發(fā)區(qū)不僅承擔(dān)著加快城鄉(xiāng)一體化進(jìn)程重要使命,更是發(fā)展水平較高的中小城市借全球新產(chǎn)業(yè)價(jià)值鏈形成、產(chǎn)業(yè)空間重組的“春風(fēng)”,進(jìn)行產(chǎn)能升級(jí),產(chǎn)業(yè)創(chuàng)新,提升全球競(jìng)爭(zhēng)力,加深城鎮(zhèn)化程度的重要空間載體。本文以中國(guó)開(kāi)發(fā)區(qū)的升級(jí)轉(zhuǎn)型為背景,以產(chǎn)城融合的轉(zhuǎn)型路徑為視角,以省級(jí)開(kāi)發(fā)區(qū)為研究對(duì)象,以分析總結(jié)開(kāi)發(fā)區(qū)產(chǎn)城融合的發(fā)展階段、發(fā)展模式、發(fā)展動(dòng)力為理論架構(gòu),以構(gòu)建省級(jí)開(kāi)發(fā)區(qū)產(chǎn)城融合度綜合評(píng)價(jià)體系為目標(biāo),以江蘇省省級(jí)開(kāi)發(fā)區(qū)產(chǎn)城融合度對(duì)比為實(shí)證支撐展開(kāi)研究。研究結(jié)論主要有:(1)產(chǎn)城融合的三個(gè)發(fā)展階段:產(chǎn)城分離、產(chǎn)城互動(dòng)、產(chǎn)城融合;(2)產(chǎn)城融合的三種融合模式:飛地模式、郊區(qū)模式、嵌入模式;(3)產(chǎn)城融合動(dòng)力因素及三種融合模式下的動(dòng)力機(jī)制;(4)構(gòu)建省級(jí)開(kāi)發(fā)區(qū)產(chǎn)城融合度綜合評(píng)價(jià)指標(biāo)體系,從定性分解到定量分析,最后進(jìn)行定量綜合,較為直觀地評(píng)價(jià)開(kāi)發(fā)區(qū)的產(chǎn)城融合度,用以開(kāi)發(fā)區(qū)進(jìn)行產(chǎn)城融合度的測(cè)算,并根據(jù)指標(biāo)體系中的各目標(biāo)層得分,發(fā)現(xiàn)其在發(fā)展轉(zhuǎn)型中所存在的問(wèn)題,并有針對(duì)性地進(jìn)行升級(jí)改進(jìn)。同時(shí)也便于不同開(kāi)發(fā)區(qū)之間就產(chǎn)城融合度進(jìn)行橫向比較,以總結(jié)各開(kāi)發(fā)區(qū)自身的優(yōu)勢(shì)和劣勢(shì)。
[Abstract]:With the acceleration of the pace of economic globalization, the deepening of China's reform and opening up and the new situation at home and abroad, the special advantages on which China's development zones rely for rapid development have been continuously weakened. How to maintain the advantages of industrial development in the development zones? To continue to maintain the position of regional economic growth pole, at the same time to realize the transformation of the development zone itself and to break the bottleneck of development, has become the most important issue in China's development zones at this stage. China's development zones have entered an upward path to accelerate the transformation. Compared with state-level development zones with generous policy support, scientific planning guidance, and domestic and foreign research hot spots, China's provincial development zones have a larger base and wider distribution. Although research on the transformation and upgrading of provincial development zones is rare, the rapid development of national development zones has led to the upgrading and competitiveness of the entire region and even the country. Only through the overall upgrading of nearly 1,000 provincial development zones in the country can they lead China's development zones to a new stage of expansion from quantity to quality. In terms of geographical location, provincial development zones are generally located in suburban areas where cities are in transition to rural areas. Or rely on small towns for development and construction. Therefore, compared with large state-level development zones, which are matched with high standards of urban facilities from the beginning of construction, provincial development zones are more dependent on cities. The resource sharing with its mother city is more frequent, and the need for the integration of industrial and urban areas is more urgent in the transition period. In terms of function bearing, provincial development zones not only undertake the important mission of speeding up the process of urban and rural integration, Small and medium-sized cities with a higher level of development take advantage of the new global industrial value chain to form the "spring breeze" of industrial space restructuring, to upgrade their production capacity, to innovate their industries, and to enhance their global competitiveness. This paper takes the upgrading and transformation of China's development zones as the background, takes the transition path of the integration of industry and city as the perspective, takes the provincial development zones as the research object, and analyzes and summarizes the development stage of the integration of industrial and urban development zones. The development model, the development motive force is the theoretical framework, the goal is to construct the comprehensive evaluation system of the provincial development zone's finance degree. Based on the comparison of the financial integration degree of the provincial development zones in Jiangsu Province, the paper makes an empirical study. The conclusion of the study mainly includes three stages of the integration of production and city: separation of production and city, interaction of industry and city, Three kinds of fusion models: enclave model, suburb model, embedded model and so on) the dynamic factors of the integration of production and city and the dynamic mechanism under the three kinds of integration modes. 4) to construct the comprehensive evaluation index system of the degree of integration of production and city in provincial development zones, and to build a comprehensive evaluation index system of the degree of integration of production and city in provincial development zones. From qualitative decomposition to quantitative analysis, finally, quantitative synthesis is carried out to evaluate the degree of financial integration of the development zone directly, which can be used to calculate the degree of financing of the development zone, and according to the score of each target layer in the index system, The problems existed in the development and transformation are found, and the upgrading and improvement are carried out pertinently. At the same time, it is convenient for different development zones to compare the financing degree of production and city horizontally, in order to sum up the advantages and disadvantages of each development zone itself.
