【摘要】：國家級新區(qū)是影響國家和區(qū)域發(fā)展但不為公眾所熟知的重要地域空間。文章在國家發(fā)展改革委委托的《國家級新區(qū)發(fā)展報告(2015)》研究工作基礎(chǔ)上,首先在理論上分析了國家級新區(qū)空間、功能、模式3個方面的一般特性和專屬特性;實證解析了國家級新區(qū)發(fā)展的3個階段以及戰(zhàn)略功能重要、區(qū)域范圍廣闊、發(fā)展條件優(yōu)越、區(qū)域分異明顯等現(xiàn)狀特征。進(jìn)而,探討了功能認(rèn)識不夠清晰、空間布局不夠合理、發(fā)展模式不夠新穎等國家級新區(qū)發(fā)展中值得關(guān)注的問題,提出了明確功能定位、優(yōu)化空間布局和促進(jìn)更好發(fā)展等方面的政策建議。
[Abstract]:The state-level new district is an important regional space that affects the development of the country and the region but is not well known to the public. This paper is based on the research work of the National New area Development report (2015) commissioned by the State Development and Reform Commission. Firstly, the paper theoretically analyzes the general and exclusive characteristics of the space, function and mode of the national-level new area, and empirically analyzes the three stages of the development of the national new area and the importance of the strategic function, the wide scope of the region and the superior development conditions. Furthermore, the paper discusses the problems that deserve attention in the development of the new national area, such as the lack of clear understanding of the function, the unreasonable layout of the space, the lack of novel development mode, and so on, and puts forward the definite function orientation. Optimize the space layout and promote better development and other aspects of policy recommendations.
