【摘要】：為實(shí)現(xiàn)對(duì)京津冀地區(qū)高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新能力的動(dòng)態(tài)綜合評(píng)價(jià),文章從技術(shù)創(chuàng)新投入、技術(shù)創(chuàng)新產(chǎn)出和技術(shù)創(chuàng)新環(huán)境三個(gè)方面建立評(píng)價(jià)指標(biāo)體系,采用TOPSIS灰色關(guān)聯(lián)投影法計(jì)算灰色關(guān)聯(lián)投影貼近度,引入?yún)f(xié)調(diào)度模型評(píng)價(jià)區(qū)域協(xié)調(diào)發(fā)展水平,并進(jìn)行二次加權(quán)計(jì)算。對(duì)比所得到的截面靜態(tài)評(píng)價(jià)結(jié)果和面板動(dòng)態(tài)評(píng)價(jià)結(jié)果,可以看出,京津冀地區(qū)高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新能力存在不同程度的波動(dòng)和較大的地區(qū)差異,產(chǎn)業(yè)發(fā)展處于中度失調(diào)狀態(tài)。研究認(rèn)為,京津冀應(yīng)努力加強(qiáng)區(qū)域產(chǎn)業(yè)合作和優(yōu)勢(shì)互補(bǔ),推動(dòng)創(chuàng)新資源有效配置,促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí),不斷縮小產(chǎn)業(yè)技術(shù)創(chuàng)新能力的地域差距,實(shí)現(xiàn)一體化發(fā)展。
[Abstract]:In order to realize the dynamic comprehensive evaluation of the technological innovation ability of high-tech industry in Beijing-Tianjin-Hebei region, this paper establishes an evaluation index system from three aspects: technical innovation input, technological innovation output and technological innovation environment. The method of TOPSIS grey correlation projection is used to calculate the degree of closeness of grey correlation projection, and the coordination degree model is introduced to evaluate the level of regional coordinated development. By comparing the static evaluation results of the sections and the dynamic evaluation results of the panel, it can be seen. The technological innovation ability of high-tech industry in Beijing-Tianjin-Hebei region has different degree of fluctuation and large regional difference, and the industrial development is in a moderate state of imbalance. Beijing, Tianjin and Hebei should strive to strengthen regional industrial cooperation and complementary advantages, promote the effective allocation of innovative resources, promote the optimization and upgrading of industrial structure, constantly narrow the regional gap of industrial technological innovation ability, and realize the integrated development.
