境外工程項目公共安全風(fēng)險評估與應(yīng)對措施研究

【摘要】:隨著全球經(jīng)濟(jì)一體化和中國經(jīng)濟(jì)市場化的不斷推進(jìn),以及國家"一帶一路"戰(zhàn)略的實施,中國企業(yè)"走出去"步伐不斷加快,境外獲取工程項目的機(jī)會也會日益增多,然而,中國企業(yè)有很多工程項目處于欠發(fā)達(dá)國家和地區(qū),多數(shù)所在國公共安全形勢卻不容樂觀。如何研判、識別和預(yù)防潛在的公共安全風(fēng)險是中國企業(yè)能否在全球一體化經(jīng)濟(jì)中生存和發(fā)展的必要能力。境外項目公共安全是指為在執(zhí)行境外項目過程中,我國公民在項目所在國,由于政局動亂、社會動蕩、武裝沖突、恐怖襲擊、綁架劫持、刑事犯罪、自然災(zāi)難、影響重大安全環(huán)保事故、公共衛(wèi)生事件等原因,引起(或可能引起)人身和(或)財產(chǎn)損失的風(fēng)險。本文針對境外工程項目公共安全風(fēng)險進(jìn)行了研究。首先,建立了境外工程項目公共安全風(fēng)險評估指標(biāo)體系,考慮了社會安全、自然災(zāi)害、公共衛(wèi)生和事故災(zāi)難4個一級指標(biāo)和19個二級指標(biāo)。其次,通過專家打分法確定了各項指標(biāo)的權(quán)重,并建立了各項指標(biāo)的評分標(biāo)準(zhǔn)。同時,將境外工程項目所面臨的公共安全風(fēng)險劃分為藍(lán)、黃、橙、紅4個等級。最后,以馬來西亞RAPID倉庫項目為例,進(jìn)行了實例研究。結(jié)果表明,該項目公共安全風(fēng)險為5.94,風(fēng)險等級為黃色風(fēng)險,屬于中等風(fēng)險等級,風(fēng)險可控。進(jìn)而提出了該項目公共安全風(fēng)險的應(yīng)對措施,為中國企業(yè)境外工程項目經(jīng)營安全和經(jīng)濟(jì)利益提供重要的理論支持和決策依據(jù)。
[Abstract]:With the development of global economic integration and the marketization of China's economy, and the implementation of the national "Belt and Road" strategy, the pace of "going out" of Chinese enterprises has been quickened. Overseas access to engineering projects will also increase day by day, however, Chinese enterprises have many projects in less developed countries and regions, most of the host countries public safety situation is not optimistic. How to judge. To identify and prevent potential public safety risks is the necessary ability for Chinese enterprises to survive and develop in the global integrated economy. Public safety of overseas projects refers to the process of carrying out overseas projects. Our citizens in the country of the project, due to political turmoil, social unrest, armed conflict, terrorist attacks, kidnapping, criminal offences, natural disasters, affecting major safety and environmental accidents, public health incidents and other reasons. The risk of causing (or possibly causing) loss of life and / or property. This paper studies the public safety risk of overseas engineering projects. Firstly, the public safety risk assessment index system of overseas engineering projects is established. Social security, natural disasters, public health and accident disasters are taken into account in 4 primary indicators and 19 secondary indicators. Secondly, the weight of each index is determined by the expert scoring method. At the same time, the public safety risk of overseas engineering projects is divided into four grades: blue, yellow, orange and red. Finally, take the RAPID warehouse project in Malaysia as an example. The result shows that the public safety risk of the project is 5.94, the risk grade is yellow risk, and it belongs to the middle risk level. The measures to deal with the public safety risk of the project are put forward, which can provide important theoretical support and decision basis for the management safety and economic interests of overseas engineering projects of Chinese enterprises.
