【摘要】：中國共產(chǎn)黨的十八大報告提出了“五位一體”的社會主義建設總布局,將生態(tài)文明建設擺在突出的位置。黨的十八屆三中全會繼承這一理念,強調(diào)加強生態(tài)文明制度建設,全國上下正為建設美麗中國而努力奮斗。當前,中國正處于全面建成小康社會的重要時期,然“中原興則中華興”,作為國家重要的經(jīng)濟增長板塊,中原經(jīng)濟區(qū)的發(fā)展將是從根本上體現(xiàn)中國整體發(fā)展的一個標志。中原經(jīng)濟區(qū)在2011年3月寫入了國家“十二五”規(guī)劃綱要草案,納入國家戰(zhàn)略。2011年6月,在《全國主體功能區(qū)規(guī)劃》中被列為重點開發(fā)區(qū)域。2012年11月,《中原經(jīng)濟區(qū)規(guī)劃》的正式獲批,為推動中原經(jīng)濟區(qū)的發(fā)展提供了良好的機遇,為中部崛起奠定了堅實基礎。然而,中原經(jīng)濟區(qū)在長期粗放式經(jīng)濟發(fā)展模式下,經(jīng)濟增長與生態(tài)承載之間的矛盾日益突出。在面臨經(jīng)濟轉(zhuǎn)型壓力突出、社會建設缺口明顯、資源環(huán)境“瓶頸”制約、人口基數(shù)龐大等諸多挑戰(zhàn)的同時,如何統(tǒng)籌協(xié)調(diào)環(huán)保、生態(tài)、人口、資源,有效促進中原經(jīng)濟區(qū)實現(xiàn)轉(zhuǎn)型發(fā)展、綠色發(fā)展、和諧發(fā)展,走出一條不以犧牲農(nóng)業(yè)和糧食、生態(tài)和環(huán)境為代價的“三化”協(xié)調(diào)發(fā)展的新路子,在推動中原經(jīng)濟區(qū)人口全面均衡發(fā)展的同時,實現(xiàn)經(jīng)濟社會可持續(xù)發(fā)展、能源資源可持續(xù)利用、生態(tài)環(huán)境可持續(xù)改善,從而在區(qū)域競相發(fā)展態(tài)勢中持續(xù)強化中原經(jīng)濟區(qū)的綜合實力和競爭力,已經(jīng)成為中原經(jīng)濟區(qū)在新時期、新階段加快實現(xiàn)崛起式發(fā)展進程中所面臨的緊迫任務和首要問題。 推進中原經(jīng)濟區(qū)生態(tài)文明建設不僅需要國家政策支持和制度保障,還需要在學理層面進行理論研究。本論文通過六個章節(jié)的基本內(nèi)容對中原經(jīng)濟區(qū)生態(tài)文明建設進行了詳細闡述,總體可分為三大部分,具體內(nèi)容如下： 第一部分,包含第一章緒論以及第二章相關理論。首先,文章綜合概括了中原經(jīng)濟區(qū)生態(tài)文明建設研究的選題背景、研究意義、國內(nèi)外研究現(xiàn)狀、現(xiàn)有研究中存在的不足、研究思路、研究方法、技術路線及論文的創(chuàng)新之處。其次,對生態(tài)文明以及生態(tài)文明建設的內(nèi)涵作出了闡釋,進而分析了“五位一體”中五個部分之間的具體關系,導出了生態(tài)文明建設在中國特色社會主義事業(yè)中的重要地位。最后,通過整理國內(nèi)外相關的生態(tài)思想理論,論述了中國生態(tài)文明建設的理論基礎。 第二部分,包含第三章中原經(jīng)濟區(qū)生態(tài)文明現(xiàn)狀分析以及第四章中原經(jīng)濟區(qū)生態(tài)文明建設的SWOT分析。首先,通過對中原經(jīng)濟區(qū)的界定及其生態(tài)現(xiàn)狀分析,論述了中原經(jīng)濟區(qū)存在的主要生態(tài)問題。同時總結歸納出了中原經(jīng)濟區(qū)生態(tài)文明建設取得的階段性成就以及存在的不足,進而闡明了中原經(jīng)濟區(qū)進行生態(tài)文明建設的必要性及緊迫性。其次,通過運用SWOT分析方法,全面論述了中原經(jīng)濟區(qū)生態(tài)文明建設的優(yōu)勢劣勢因素及面臨的機遇和挑戰(zhàn)。 第三部分,包含第五章中原經(jīng)濟區(qū)生態(tài)文明建設的路徑選擇以及第六章結論及后續(xù)研究的展望。文章基于中原經(jīng)濟區(qū)生態(tài)文明建設的具體狀況,在中國特色社會主義理論體系的指導下,從樹立現(xiàn)代生態(tài)價值觀、發(fā)展生態(tài)經(jīng)濟、促進生態(tài)科技發(fā)展以及加強生態(tài)制度建設等方面,多維度地論述了中原經(jīng)濟區(qū)生態(tài)文明建設的路徑選擇,為中原經(jīng)濟區(qū)的生態(tài)文明建設提供參考和借鑒。最后,對文章的內(nèi)容進行概括總結,并對后續(xù)研究提出展望。
[Abstract]:The eighteen report of the Communist Party of Chinese proposed the general layout of socialist construction in the ecological civilization construction in a prominent position. Currently, China is in an important period of the completion of a comprehensive well-off the society, so the "Central Plains Chinese Xing Xing", as an important economic growth plate development countries, the Central Plains Economic Zone will reflect a sign of Chinese overall development fundamentally. However, the Central Plains Economic Zone in the long-term extensive mode of economic development, the contradiction between economic growth and ecological capacity have become increasingly prominent. In the face of the pressure of the economic transformation and social construction is outstanding, the gap is obvious and the resource environment "bottleneck" constraints, a large population and many other challenges at the same time, how to coordinate the environmental protection, ecology, population, resources, effectively promote the Central Plains Economic Zone to achieve transformation and development, green development, harmonious development, out of a not at the expense of agriculture and food, new ways of ecology and environment at the expense of the "three" coordinated development of the population in promoting the comprehensive and balanced development of the Central Plains Economic Zone at the same time, to achieve sustainable economic and social development, sustainable use of energy resources, ecological environment and sustainable improvement in regional development comprehensive continued to strengthen the Central Plains Economic Zone in situation Strength and competitiveness have become the urgent tasks and primary problems facing the Central Plains Economic Zone in the new period and in the new stage to speed up the development of the rising development.
Promote the construction of ecological civilization of the Central Plains Economic Zone not only need the support of the national policy and system security, but also the need for theoretical research in the theoretical level. The construction of ecological civilization in the Central Plains Economic Zone in detail through the basic contents of six chapters, in general can be divided into three parts, the specific contents are as follows:
The first part contains the first chapter is the introduction and the second chapter related theory. Firstly, this paper summarizes the research on the construction of the Central Plains Economic Zone of ecological civilization background, research significance, research status at home and abroad, problems existing in the current research, research ideas, research methods, technical route and the innovation of this paper. Secondly, explained on the connotation of ecological civilization and ecological civilization construction, and then analyzes the specific relationship between the five parts of the five ", derived from the construction of the ecological civilization in the cause of socialism with Chinese characteristics in the important position. Finally, through the consolidation of the domestic and foreign relevant ecological theory, discusses the theoretical basis of Chinese ecological civilization construction.
The second part includes the third chapter is the analysis of present situation of ecological civilization of the Central Plains Economic Zone and the construction of ecological civilization of Central Plains Economic Zone fourth chapter SWOT. Firstly, through the definition of the ecological situation and the Central Plains Economic Zone analysis, discusses the main ecological problems of the Central Plains Economic zone. At the same time, summarizes the ecological civilization achieved in the Central Plains Economic Zone the achievements and shortcomings, and then clarify the necessity and urgency of the Central Plains Economic Zone of ecological civilization construction. Secondly, by using the SWOT analysis method, discusses the advantages and disadvantages of the factors of eco civilization construction of the Central Plains Economic Zone and the opportunities and challenges.
The third part, the prospect of path choice of ecological civilization construction of the Central Plains Economic Zone of the fifth chapter and the sixth chapter is the conclusion and further research. This article contains the specific situation of ecological civilization construction of the Central Plains Economic Zone Based on the theoretical system of socialism with China characteristics under the guidance, from establishing the modern ecological values, ecological and economic development, promote the development of science and technology and ecology to strengthen ecological system construction, multi dimension discusses the approaches to the construction of ecological civilization of the Central Plains Economic Zone, and provide the reference for the construction of ecological civilization in the Central Plains Economic Zone. Finally, the content of this article are summarized, and put forward the prospects for future research.
