【摘要】:公共支出與經(jīng)濟(jì)增長(zhǎng)的關(guān)系一直是經(jīng)濟(jì)學(xué)界探討的熱點(diǎn)問(wèn)題之一,而經(jīng)濟(jì)增長(zhǎng)質(zhì)量的一個(gè)重要體現(xiàn)就是TFP(全要素生產(chǎn)率)水平的高低,中國(guó)經(jīng)濟(jì)的飛速增長(zhǎng),主要依靠資本和勞動(dòng)等要素的大量投入,而并非通過(guò)提高全要素生產(chǎn)率的途徑來(lái)實(shí)現(xiàn),隨著改革開(kāi)放的深入,這種由粗放型的經(jīng)濟(jì)增長(zhǎng)模式所帶來(lái)的資源浪費(fèi)、生態(tài)環(huán)境惡化、經(jīng)濟(jì)結(jié)構(gòu)失調(diào)等一系列問(wèn)題已經(jīng)開(kāi)始影響我國(guó)的經(jīng)濟(jì)的可持續(xù)發(fā)展。所以,,提升經(jīng)濟(jì)增長(zhǎng)質(zhì)量顯得刻不容緩,而提升經(jīng)濟(jì)增長(zhǎng)質(zhì)量的關(guān)鍵點(diǎn)在于加快科技進(jìn)步、提高勞動(dòng)者素質(zhì)、優(yōu)化資源配置等,這一切的落腳點(diǎn)就在于TFP的提升,而政府在促進(jìn)經(jīng)濟(jì)發(fā)展和提升經(jīng)濟(jì)增長(zhǎng)質(zhì)量的過(guò)程中又處在主導(dǎo)的地位,因此文章從政府公共支出的角度來(lái)研究全要素生產(chǎn)率的增長(zhǎng)問(wèn)題,對(duì)中國(guó)制定合理的財(cái)政支出政策以提升經(jīng)濟(jì)增長(zhǎng)質(zhì)量有著重要的實(shí)踐意義和理論價(jià)值。 首先,為了能更深入地研究公共支出對(duì)TFP的影響,文章首先從理論上將公共支出分成經(jīng)濟(jì)性支出、社會(huì)性支出和維持性支出,并考察了它們影響TFP的作用機(jī)制,即經(jīng)濟(jì)性支出通過(guò)影響資本投入來(lái)影響TFP,社會(huì)性支出通過(guò)影響勞動(dòng)力、人力資本、RD資本投入來(lái)影響TFP,維持性支出通過(guò)形成信息類(lèi)公共物品、引導(dǎo)技術(shù)創(chuàng)新來(lái)影響TFP。另外,考慮到影響TFP的因素會(huì)有很多,文章還將地方財(cái)政總收入、FDI和對(duì)外貿(mào)易考慮在內(nèi)以考察它們對(duì)TFP的影響機(jī)制,即財(cái)政收入通過(guò)稅收優(yōu)惠政策來(lái)影響TFP,F(xiàn)DI通過(guò)促進(jìn)技術(shù)溢出來(lái)影響TFP,國(guó)際貿(mào)易通過(guò)優(yōu)化資源配置、促進(jìn)知識(shí)國(guó)際溢出、加深專(zhuān)業(yè)分工來(lái)影響TFP。 其次,文章還具體介紹了一種測(cè)算全要素生產(chǎn)率的方法,即隨機(jī)前沿分析方法,包括其理論模型、估計(jì)以及檢驗(yàn)等。并且,運(yùn)用隨機(jī)前沿生產(chǎn)函數(shù)模型,測(cè)算出2000-2011年中國(guó)29個(gè)省區(qū)的TFP水平,通過(guò)測(cè)算結(jié)果分析可以得出:2000-2011年間,中國(guó)的整體TFP呈現(xiàn)出穩(wěn)步上升的趨勢(shì),但是增長(zhǎng)速度十分緩慢,中國(guó)的經(jīng)濟(jì)增長(zhǎng)依舊是粗放型的增長(zhǎng),中國(guó)要想保持高速的經(jīng)濟(jì)增長(zhǎng),必須從根本上提高全要素生產(chǎn)率。 最后,文章將選取的29個(gè)省份劃分為東、中、西三個(gè)經(jīng)濟(jì)地帶,利用29個(gè)省份的面板數(shù)據(jù)和普通最小二乘法分別對(duì)東、中、西部地區(qū)進(jìn)行實(shí)證估計(jì),給出了各個(gè)因素影響各個(gè)地區(qū)TFP的定量結(jié)果。實(shí)證結(jié)果表明:經(jīng)濟(jì)性公共支出對(duì)三大地區(qū)的TFP均存在顯著的正向效應(yīng);社會(huì)性支出對(duì)三大地區(qū)的TFP的影響并不相同,對(duì)東部和中部地區(qū)的影響顯著為正,但對(duì)西部地區(qū)的影響為負(fù),卻不顯著;維持性支出對(duì)三大地區(qū)的TFP影響也不相同,對(duì)東部和中部地區(qū)的呈現(xiàn)不顯著的正相關(guān),對(duì)西部呈現(xiàn)顯著的正相關(guān)。財(cái)政收入對(duì)東部地區(qū)TFP影響顯著為負(fù),對(duì)中、西部的TFP影響不顯著。FDI對(duì)東、中部地區(qū)的影響顯著為正,而對(duì)西部地區(qū)的TFP影響顯著為負(fù);對(duì)外貿(mào)易對(duì)我國(guó)東中西部的TFP影響均顯著為正。這說(shuō)明:我地方政府公共支出對(duì)TFP的影響因支出內(nèi)容和地區(qū)而異,各地區(qū)政府應(yīng)該通過(guò)改善財(cái)政支出結(jié)構(gòu)來(lái)促進(jìn)本地區(qū)經(jīng)濟(jì)增長(zhǎng)質(zhì)量;財(cái)政收入對(duì)TFP的影響因不同地區(qū)而異,政府需因地制宜調(diào)整稅收政策;FDI對(duì)TFP的影響因不同地區(qū)而異,政府需要加強(qiáng)對(duì)外商直接投資的正確引導(dǎo);對(duì)外貿(mào)易對(duì)促進(jìn)各地區(qū)經(jīng)濟(jì)增長(zhǎng)質(zhì)量有顯著推動(dòng)作用,應(yīng)積極擴(kuò)大各地區(qū)對(duì)外貿(mào)易。
[Abstract]:The relationship between public expenditure and economic growth has been one of the hot issues in the economics study, and an important manifestation of the quality of economic growth is TFP (TFP) level, the rapid growth of China economy, mainly rely on a large number of inputs of capital and labor and other factors, rather than by means of enhancing TFP to to realize, with the deepening of reform and opening-up, the mode of economic growth caused by the extensive waste of resources, deterioration of ecological environment, economic structural imbalance and a series of problems have begun to influence the sustainable development of China's economy. Therefore, it is urgent to improve the quality of economic growth, the key point to improve the quality of economic growth is to accelerate science and technology progress, improve the quality of workers, optimizing the allocation of resources, all this foothold lies in the ascent of TFP, and the government in promoting economic development and promotion Also in the leading position of the quality of economic growth, so the growth of public expenditure from the government point of view to study the total factor productivity, to improve the quality of economic growth has important practical significance and theoretical value of China to develop a reasonable expenditure policies.
First of all, in order to further study the impact of public expenditure on TFP, firstly, from the theory of public expenditure into economic expenditure, social expenditures and maintenance expenditure, and then analyzes the mechanism of the effect of TFP, namely the economic expenditure through the impact of capital investment to affect TFP, social expenditure by the influence of labor, human capital, RD capital investment to affect TFP, maintenance expenditure through the formation of information public goods, technology innovation to guide TFP. in addition, considering the influence factors of the TFP will have a lot of, the local fiscal revenue, FDI and foreign trade are taken into account to investigate their effects on the mechanism of TFP, namely the fiscal revenue the preferential tax policy to influence TFP, FDI by promoting the technology spill over effects of TFP, international trade through optimizing the allocation of resources, promote international knowledge spillover, deepen the professional division of labor to influence TFP.
Secondly, the article also introduces a method to calculate the total factor productivity, namely the stochastic frontier analysis methods, including its theoretical model, estimation and testing. Moreover, using stochastic frontier production function model to calculate the 2000-2011 Chinese 29 provinces TFP level, through the calculation results can be obtained by the analysis of 2000-2011 years the overall TFP China showed a steady upward trend, but the growth rate is very slow, Chinese economic growth is still extensive growth, China to maintain rapid economic growth, we must fundamentally improve the TFP.
Finally, the article will select the 29 provinces are divided into East and West, three economic zones, using the panel data of 29 provinces and ordinary least squares method respectively to the East, in the empirical estimation of the western region, gives the various influence factors of each region TFP quantitative results. The empirical results show that the economic public spending have significant positive effect on the three major areas of TFP; influence of social expenditure on the three regions of the TFP is not the same, the influence of the eastern and central regions is significantly positive, but the influence of the western region is negative, but not significant; maintain the effect of expenditure on the three regions TFP not the same, the eastern and central regions showed no significant positive correlation, the result showed a significant positive correlation. The fiscal revenue impact on the eastern region of TFP is significantly negative for TFP, no significant influence of Western.FDI on the East, the central region significantly influence The positive impact on the western area of TFP is significantly negative; foreign trade on China's East and west of the TFP effect was significantly positive. This shows that: the influence of local government public expenditure on the expenditure for TFP content and vary from region to region, the local government should improve fiscal expenditure structure to promote the quality of economic growth the local area; the impact of fiscal revenue to TFP differ from region to region, government needs to adjust the tax policies according to local conditions; the effect of FDI on TFP differ from region to region, the government needs to strengthen the correct guidance of foreign direct investment; foreign trade has a significant role in promoting the quality of economic growth in all regions, should actively expand foreign trade in different regions.
