【摘要】：本文研究的主要對象是中國在非洲經(jīng)濟(jì)活動(dòng)，具體來說，本文研究的是中國企業(yè)在非洲的貿(mào)易，投資以及中國政府對非洲援助的影響，以及三者之間的關(guān)系。為此，本文借助了“對外經(jīng)濟(jì)方略（economic statecraft）”的理論來探討這一問題。本文將對中國對非貿(mào)易，投資與援助置于“經(jīng)濟(jì)方略”這一框架之下，試圖揭示三者之間的相輔相成，互相支持的關(guān)系。 傳統(tǒng)的對外經(jīng)濟(jì)方略理論僅僅關(guān)注國家經(jīng)濟(jì)制裁和經(jīng)濟(jì)激勵(lì)的行為，而隨著經(jīng)濟(jì)全球化的深化，經(jīng)濟(jì)方略的形式與種類呈現(xiàn)愈發(fā)多樣化的特征——傳統(tǒng)理論已經(jīng)無法涵蓋當(dāng)下政策研究中出現(xiàn)的種類繁多的國家經(jīng)濟(jì)方略，擴(kuò)展了對外經(jīng)濟(jì)方略的內(nèi)涵。傳統(tǒng)的對外經(jīng)濟(jì)方略描述的是國家使用經(jīng)濟(jì)制裁或者經(jīng)濟(jì)激勵(lì)手段的行為。而經(jīng)濟(jì)制裁和激勵(lì)得以實(shí)施的基礎(chǔ)是國家之間的經(jīng)濟(jì)依賴催生的權(quán)力。但是，隨著時(shí)代的發(fā)展，國家利用經(jīng)濟(jì)力量謀求戰(zhàn)略收益的形式遠(yuǎn)遠(yuǎn)超越了傳統(tǒng)經(jīng)濟(jì)方略的涵義。在當(dāng)下，國家對外貿(mào)易與投資，貨幣與金融政策都可以成為經(jīng)濟(jì)方略的組成部分。事實(shí)上，，在學(xué)術(shù)上的經(jīng)濟(jì)方略與現(xiàn)實(shí)政策中的經(jīng)濟(jì)方略出現(xiàn)了明顯的鴻溝。為此，本文提出了經(jīng)濟(jì)發(fā)展與政治權(quán)力之間有一個(gè)聯(lián)系來源：相對的經(jīng)濟(jì)增長和收益。這一來源催生出了本文所定義的“普遍型經(jīng)濟(jì)方略”——一種通過政府指導(dǎo)，干預(yù)和操控市場和企業(yè)，以謀求國家戰(zhàn)略收益的行為。 本文將中國在非洲的經(jīng)濟(jì)活動(dòng)描述為一種“普遍型經(jīng)濟(jì)方略”性質(zhì)政策。文中指出了中非經(jīng)貿(mào)關(guān)系的三個(gè)特點(diǎn)：政府強(qiáng)力推動(dòng)，國有企業(yè)角色重大，以及貿(mào)易、投資和援助相互配合。同時(shí)，文章分析了中國政府在非洲國家的政治影響力，發(fā)現(xiàn)中國在非洲并沒有與其經(jīng)濟(jì)規(guī)模相稱的政治權(quán)力。對于中國來說，其最大的戰(zhàn)略收益是資源、市場與國際形象。最后，本文將被稱為“安哥拉模式”的資源換工程的援建項(xiàng)目作為案例，分析了這一模式在安哥拉的運(yùn)作，以及其帶來政治/安全影響。
[Abstract]:The main object of this study is China's economic activities in Africa. Specifically, this paper studies the trade, investment and the impact of the Chinese government on Africa. And the relationship between the three. Therefore, this paper uses the theory of "foreign economic strategy" to explore this problem. This paper will deal with China's trade with Africa. Under the framework of "economic strategy", investment and aid try to reveal the complementary and mutually supportive relationship between the three. The traditional theory of foreign economic strategy only pays attention to the behavior of national economic sanctions and economic incentives, but with the deepening of economic globalization. The forms and types of economic strategies are becoming more and more diversified-the traditional theory can no longer cover the variety of national economic strategies in the current policy research. The traditional foreign economic strategy describes the use of economic sanctions or economic incentives. Economic sanctions and incentives can be implemented on the basis of the economic basis between countries. Power born. But... With the development of the times, the form of using economic power to seek strategic gains has far exceeded the meaning of traditional economic strategy. At present, the country's foreign trade and investment. Monetary and financial policy can be part of the economic strategy. In fact, there is a clear gap between the academic economic strategy and the economic strategy in the actual policy. This paper points out that there is a source of connection between economic development and political power: relative economic growth and income. This source gives birth to the definition of "universal economic strategy"-a kind of guidance through government. The act of intervening and manipulating markets and enterprises to seek strategic gains for the state. This paper describes China's economic activities in Africa as a "universal economic strategy" policy. It points out the three characteristics of China-Africa economic and trade relations: the government strongly promotes the role of state-owned enterprises. At the same time, the article analyzes the political influence of the Chinese government in African countries and finds that China does not have the political power to match its economic scale in Africa. The biggest strategic gain is the resources, market and international image. Finally, this paper analyzes the operation of this model in Angola by taking the construction project of the resource exchange project, which is called the "Angola model", as a case study. And its political / security implications.
