【摘要】:內(nèi)蒙古“三少民族”是內(nèi)蒙古的主體少數(shù)民族。自治區(qū)成立以來(lái),國(guó)家及少數(shù)民族地區(qū)根據(jù)民族特點(diǎn)和地域發(fā)展水平制定了促進(jìn)少數(shù)民族地區(qū)團(tuán)結(jié)和發(fā)展地方教育、醫(yī)療、住房、就業(yè)、社會(huì)保障等方面進(jìn)步的民族政策,政策實(shí)施都有一定的成效,也促使少數(shù)民族地區(qū)經(jīng)濟(jì)迅猛發(fā)展。政策實(shí)施后,“三少民族”地區(qū)的就業(yè)情況、人力資本發(fā)展?fàn)顩r還有產(chǎn)業(yè)結(jié)構(gòu)發(fā)展水平發(fā)生了較大變化,并且相互影響,相互作用。因此了解“三少民族”地區(qū)的人力資本、就業(yè)結(jié)構(gòu)和產(chǎn)業(yè)結(jié)構(gòu)的演進(jìn)趨勢(shì)以及彼此間的相互作用關(guān)系,對(duì)三個(gè)地區(qū)人力資本與物質(zhì)資本的有效結(jié)合,促進(jìn)就業(yè)結(jié)構(gòu)與產(chǎn)業(yè)結(jié)構(gòu)合理化發(fā)展,經(jīng)濟(jì)增長(zhǎng)水平平穩(wěn)化和可持續(xù)化發(fā)展具有重大的意義。 本文以1993-2012年內(nèi)蒙古“三少民族”地區(qū)的人力資本、就業(yè)結(jié)構(gòu)及產(chǎn)業(yè)結(jié)構(gòu)為研究對(duì)象,運(yùn)用理論分析、比較分析、計(jì)量分析等研究方法,在理論綜述的基礎(chǔ)上,對(duì)三個(gè)地區(qū)的人力資本、就業(yè)結(jié)構(gòu)和產(chǎn)業(yè)結(jié)構(gòu)的演進(jìn)規(guī)律分別作了測(cè)算和分析,運(yùn)用VAR模型對(duì)三者的動(dòng)態(tài)關(guān)系進(jìn)行討論和研究,研究結(jié)果顯示:(1)莫旗第二、三產(chǎn)業(yè)就業(yè)人員的增加促進(jìn)了產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展,第一產(chǎn)業(yè)就業(yè)人員抑制了產(chǎn)業(yè)結(jié)構(gòu)水平的提升,這種抑制作用相對(duì)來(lái)說(shuō)高于促進(jìn)作用,因此產(chǎn)業(yè)結(jié)構(gòu)水平較低;人力資本通過(guò)長(zhǎng)期累積對(duì)產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展有促進(jìn)作用,但是作用偏小,產(chǎn)業(yè)結(jié)構(gòu)升級(jí)對(duì)人力資本水平的提高和一、二、三產(chǎn)就業(yè)人員的增加也有較大影響。(2)鄂倫春旗第二、三產(chǎn)業(yè)就業(yè)人員的增加對(duì)產(chǎn)業(yè)結(jié)構(gòu)水平的提升有促進(jìn)作用,其中第二產(chǎn)業(yè)就業(yè)人員的促進(jìn)作用顯著,第一產(chǎn)業(yè)就業(yè)人員的增加抑制產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展;人力資本通過(guò)長(zhǎng)期累積推動(dòng)了產(chǎn)業(yè)結(jié)構(gòu)水平的提升;人力資本水平的提高促進(jìn)了第二產(chǎn)業(yè)就業(yè)人員的增加,同樣,第二產(chǎn)業(yè)就業(yè)人員的增加也會(huì)促進(jìn)人力資本水平提高。(3)鄂溫克旗第一、二、三產(chǎn)業(yè)就業(yè)人員的增長(zhǎng)對(duì)產(chǎn)業(yè)結(jié)構(gòu)水平的提高有促進(jìn)作用,其中二產(chǎn)就業(yè)人員的促進(jìn)作用最大,其次是第三產(chǎn)業(yè),第一產(chǎn)業(yè)就業(yè)人員對(duì)產(chǎn)業(yè)結(jié)構(gòu)水平的影響很小,因此鄂溫克旗的產(chǎn)業(yè)結(jié)構(gòu)水平相比其他兩個(gè)地區(qū)較高;雖然該地區(qū)的人力資本水平較高,但人力資本對(duì)產(chǎn)業(yè)結(jié)構(gòu)水平影響偏;人力資本水平的提高促進(jìn)了第二產(chǎn)業(yè)就業(yè)人員的增加,同樣,第二產(chǎn)業(yè)就業(yè)人員的增加也會(huì)促進(jìn)人力資本水平的提高。最后針對(duì)以上研究結(jié)果所反映的問(wèn)題,我們提出了提高人力資本質(zhì)量、調(diào)整就業(yè)結(jié)構(gòu)、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)的政策建議。
[Abstract]:Inner Mongolia "Three Minorities" is the main body of the ethnic minorities in Inner Mongolia. Since the establishment of the autonomous region, national and ethnic minority areas according to the national characteristics and regional development level have been made to promote unity and development of local education in minority areas, health care, housing, employment, social security and progress of the national policy, the implementation of the policy have a certain effect also, the rapid development of economy in minority regions. After the implementation of the policy, the employment situation of three minorities area, has great changes in the development of human capital and industrial structure development, and mutual influence and interaction. Therefore the understanding of "Three Minorities" areas of human capital, the evolution trend of employment structure and industrial structure the interaction and the relationship between the three regions, the effective combination of human capital and material capital, and promote the employment structure and industry structure rationalization It is of great significance to develop and stabilize the level of economic growth and the sustainable development.
This paper based on the 1993-2012 of Inner Mongolia "Three Minorities" areas of human capital, employment structure and industrial structure as the research object, using theoretical analysis, comparative analysis, quantitative analysis and other research methods, on the basis of theoretical research, the three regions of the human capital, employment structure and industrial structure evolution respectively. Calculation and analysis, using the dynamic VAR model of the three are discussed and studied, results showed that: (1) increase the flag Mo second, third industry employment personnel and promote the development of industrial structure, the first industry employment inhibited the level of industrial structure upgrade, this inhibition is relatively higher than the level of the role the industrial structure is low; through long-term accumulation of human capital on the industrial structure development role, but the effect is small, the level of human capital and industrial structure upgrading, Two, increase three employment have great impact. (2) the employment of the second, third industry to increase the level of Oroqen flag to upgrade the industrial structure promote the second industrial employment promotion employment increased significantly, the first industry to restrain the development of industrial structure; human capital through long-term accumulation to promote the level of the industrial structure promotion; the level of human capital promotes the increase of employment, the second industry also increased employment in the second industry will promote the improvement of human capital level. (3) the temperature of flag first, second, promote employment growth in the three industry to improve the level of industrial structure, the second stage of labor employment the greatest role, followed by the third industry, the first industry employment effect on the level of industrial structure is very small, so the industrial structure level of Ewenk Higher than the other two regions; while the region's high level of human capital, but the influence of human capital on the level of industrial structure is small; the level of human capital promotes the increase of employment, the second industry also increased employment in the second industry will promote the improvement of human capital level. Finally, according to the above research results reflect the problem, we put forward to improve the quality of human capital, adjust the employment structure, optimize the industrial structure policy recommendations.
