【摘要】：隨著全球資源與環(huán)境矛盾加深,可持續(xù)發(fā)展理念得到廣泛認(rèn)同,循環(huán)經(jīng)濟(jì)作為實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展的重要途徑而逐步發(fā)展起來(lái)。在發(fā)達(dá)國(guó)家,循環(huán)經(jīng)濟(jì)正在形成一股潮流與趨勢(shì),從物質(zhì)層面、體制層面、價(jià)值層面、技術(shù)層面全方位地改變著社會(huì)經(jīng)濟(jì)的運(yùn)行。我國(guó)在上世紀(jì)末開(kāi)始探索循環(huán)經(jīng)濟(jì)發(fā)展模式,相關(guān)理論與對(duì)策研究日益受到學(xué)術(shù)界和實(shí)際工資部門(mén)高度重視。 河南地處中原,人口眾多,自然資源人均占有率極低,環(huán)境容量有限,保護(hù)資源環(huán)境更具有必要性和緊迫性。因此發(fā)展循環(huán)經(jīng)濟(jì)既是河南省實(shí)現(xiàn)中原崛起目標(biāo),建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)的重要載體和有效途徑,又是轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,進(jìn)行經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略調(diào)整和產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、走新型工業(yè)化道路的必由之路,更是全面貫徹科學(xué)發(fā)展觀,實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)、社會(huì)和諧的重要載體與保障。 近年來(lái),河南作為循環(huán)經(jīng)濟(jì)發(fā)展先行省、試點(diǎn)省,在建設(shè)一批循環(huán)經(jīng)濟(jì)重點(diǎn)工程和示范城市、園區(qū)、企業(yè),推動(dòng)工農(nóng)業(yè)復(fù)合型循環(huán)經(jīng)濟(jì)發(fā)展方面,取得了一定的成績(jī)：產(chǎn)業(yè)結(jié)構(gòu)調(diào)整優(yōu)化,綜合能耗水平有所降低；資源的整合和綜合利用加強(qiáng),企業(yè)技術(shù)進(jìn)步加快；體制和政策環(huán)境改善,試點(diǎn)工作提供了經(jīng)驗(yàn)典范等。但如何加快河南循環(huán)經(jīng)濟(jì)發(fā)展仍然面臨不少問(wèn)題,諸如體制轉(zhuǎn)換滯后、目標(biāo)偏好單一、增長(zhǎng)方式粗放、資金投入不足以及綠色技術(shù)體系創(chuàng)新能力不強(qiáng)等。 本文在深入研究循環(huán)經(jīng)濟(jì)的基本理論、運(yùn)行機(jī)理的基礎(chǔ)上,結(jié)合河南社會(huì)經(jīng)濟(jì)發(fā)展實(shí)際,著力分析河南加快發(fā)展循環(huán)經(jīng)濟(jì)的必要性、可行性及其制約因素,提出加快河南循環(huán)經(jīng)濟(jì)發(fā)展的體制、機(jī)制和對(duì)策建議。本選題研究站在資源節(jié)約與再生的角度、循環(huán)的角度、可持續(xù)發(fā)展的角度來(lái)論證河南加快發(fā)展循環(huán)經(jīng)濟(jì)的基本路徑,把研究重點(diǎn)放在建立健全發(fā)展循環(huán)經(jīng)濟(jì)的宏觀調(diào)控機(jī)制、激勵(lì)機(jī)制以及社會(huì)參與機(jī)制的建設(shè),并就如何完善發(fā)展循環(huán)經(jīng)濟(jì)的法律法規(guī)、制度創(chuàng)新等保障體系提出相關(guān)建議。
[Abstract]:With the deepening contradiction of global resources and the environment, the concept of sustainable development has been widely recognized, the circular economy as an important way to achieve sustainable economic development and gradually developed. In developed countries, circular economy is becoming a trend and trends, from the material level, system level level, technical level value, changing all aspects of society and economy the operation of our country. At the end of the last century began to explore the development mode of circular economy, related theory and countermeasure research has been the academic and real wage departments attach great importance.
Henan is located in the Central Plains, large population, natural resources per capita occupancy rate is very low, the limited capacity of the environment, environmental protection has more necessity and urgency. Therefore the development of circular economy in Henan province is not only to realize the rise of Central Plains, the construction of a resource-saving, an important carrier and effective way of environment friendly society, and change the mode of economic development upgrade, strategic adjustment of economic structure and industrial structure, the only way which must be passed to take a new road to industrialization, it is a comprehensive implementation of Scientific Outlook on Development, to achieve economic development and environmental protection, an important carrier and safeguard social harmony.
In recent years, as the development of circular economy in Henan Province, the pilot province, in the construction of a number of key projects and circular economy demonstration city, park, enterprises, promoting the development of circular economy industrial and agricultural compound, has made some achievements: the adjustment and optimization of industrial structure, comprehensive energy consumption is reduced; the integration of resources and comprehensive utilization to strengthen and accelerate the technological progress of enterprises; improve the institutional and policy environment, the pilot work provides empirical model still faces many problems. But how to accelerate the development of circular economy in Henan, such as the transformation of system lag, single target preference, the extensive mode of growth, insufficient capital investment and green technology system innovation is not strong.
Based on the in-depth study of the basic theory of circular economy, the basic operation mechanism, combined with the actual social and economic development of Henan, focus on the analysis of the necessity of Henan to speed up the development of circular economy, feasibility and restricting factors, put forward to accelerate the development of circular economy in Henan system, mechanism and countermeasures. This research station in resource conservation and regeneration circular angle, angle, the angle of sustainable development to demonstrate the basic path of Henan to speed up the development of circular economy, focus on macro-control mechanism to establish the development of circular economy, the construction of incentive mechanism and the mechanism of social participation, and how to improve the laws and regulations of the development of circular economy, proposed system innovation security system.
