【摘要】：馬克思消除貧困的理論是馬克思主義貧困治理理論的理論源泉和邏輯起點。馬克思對無產(chǎn)階級的貧困化現(xiàn)象進(jìn)行了深入細(xì)致的分析,他認(rèn)為資本主義制度是無產(chǎn)階級貧困的總病灶,周期性爆發(fā)的經(jīng)濟(jì)危機(jī)加劇了無產(chǎn)階級貧困,他用剩余價值規(guī)律科學(xué)地揭示了資本家剝削無產(chǎn)者的秘密。馬克思還闡述了無產(chǎn)階級消除貧困的路徑選擇:無產(chǎn)者聯(lián)合起來推翻資本主義制度,建立無產(chǎn)階級政權(quán),推動生產(chǎn)力的充分發(fā)展。列寧領(lǐng)導(dǎo)蘇俄進(jìn)行了治理社會主義貧困的首次實踐。他強(qiáng)調(diào),強(qiáng)化黨的領(lǐng)導(dǎo),帶動群眾參與;促進(jìn)文化發(fā)展,提高教育水平;幫助農(nóng)村發(fā)展,縮小城鄉(xiāng)差距;總結(jié)有益經(jīng)驗,經(jīng)營公社經(jīng)濟(jì)是治理貧困的是主要策略。生產(chǎn)關(guān)系變革是毛澤東貧困治理的中心環(huán)節(jié),鄧小平的社會主義市場經(jīng)濟(jì)論激發(fā)了貧困治理新的活力,社會主義共同富裕論賦予了貧困治理新的思想。以“三個代表”思想為導(dǎo)向的貧困治理策略,重點論述了貧困治理的重要性,構(gòu)建了一系列有利于貧困治理工作開展的國家戰(zhàn)略。以科學(xué)發(fā)展觀為導(dǎo)向的貧困治理策略,堅持以人為本拓展貧困治理新內(nèi)涵;構(gòu)建和諧社會,開辟了貧困治理新路徑;建設(shè)全面小康,樹立了貧困治理新目標(biāo)。習(xí)近平貧困治理理論是我們黨貧困治理理論的最新發(fā)展成果。習(xí)近平治理貧困的策略大體上可以概括為“四個相結(jié)合”,即精準(zhǔn)扶貧與全面脫貧相結(jié)合、外生動力扶貧與內(nèi)生動力扶貧相結(jié)合、政府主導(dǎo)與市場參與相結(jié)合、中國扶貧事業(yè)與全球扶貧事業(yè)相結(jié)合。破除體制機(jī)制弊端、加強(qiáng)黨的領(lǐng)導(dǎo)和黨的建設(shè)、推動生產(chǎn)力的充分發(fā)展是習(xí)近平貧困治理理論的主要特質(zhì)。
[Abstract]:Marx's theory of eliminating poverty is the theoretical source and logical starting point of Marxist theory of poverty management. Marx made a thorough and detailed analysis of the phenomenon of poverty of the proletariat. He believes that the capitalist system is the total focus of proletarian poverty, the periodic outbreak of economic crisis exacerbated the proletarian poverty. He scientifically revealed the capitalist's secret of exploiting proletariat with the law of surplus value. Marx also expounded the path choice of the proletariat to eliminate poverty: proletarians United to overthrow the capitalist system. Lenin led Soviet Russia to carry out the first practice of controlling socialist poverty. He stressed that strengthening the leadership of the Party and promoting the participation of the masses; Promoting cultural development and raising the level of education; To help rural development and narrow the gap between urban and rural areas; Summing up the beneficial experience, operating the commune economy is the main strategy to control poverty, the transformation of production relations is the central link of Mao Zedong's poverty management, and Deng Xiaoping's theory of socialist market economy has inspired the new vitality of poverty management. The theory of socialist common prosperity has given a new thought to poverty management. The poverty management strategy guided by the thought of "three represents" focuses on the importance of poverty management. A series of national strategies for poverty management are constructed, which are guided by the scientific concept of development and expand the new connotation of poverty governance based on people-oriented approach. Build a harmonious society, opened up a new path of poverty management; Building a well-off society in an all-round way. Xi Jinping's poverty management theory is the latest development result of our party's poverty management theory. The strategy of Xi Jinping's poverty control can be summed up as "four combination". That is, the combination of precision poverty alleviation and overall poverty alleviation, exogenous power poverty alleviation and endogenous power poverty alleviation, the combination of government leadership and market participation, and the integration of poverty alleviation in China and the global poverty alleviation cause. Strengthening the Party's leadership and Party building and promoting the full development of productive forces are the main characteristics of Xi Jinping's theory of poverty management.
