【摘要】：近年來生態(tài)建設(shè)越來越受到重視，，黨的十八屆三中全會明確將生態(tài)文明建設(shè)納入五大建設(shè)體系中，與經(jīng)濟建設(shè)、政治建設(shè)、文化建設(shè)和社會建設(shè)并駕齊驅(qū)�？梢�，經(jīng)濟發(fā)展的同時要考慮到生態(tài)環(huán)境的承受能力，在可控范圍內(nèi)實現(xiàn)經(jīng)濟環(huán)境協(xié)調(diào)發(fā)展。內(nèi)蒙古作為能源大省一直是能源依托型省份，經(jīng)濟發(fā)展一直以來是依靠資源來拉動的，盡管近年來經(jīng)濟發(fā)展依托方式正在轉(zhuǎn)變但是這個一個曲折、漸進的過程。經(jīng)濟發(fā)展的同時也對內(nèi)蒙古的環(huán)境造成了巨大的壓力，對內(nèi)蒙古經(jīng)濟可持續(xù)發(fā)展的區(qū)域戰(zhàn)略形成了嚴峻的挑戰(zhàn)。因此，如何協(xié)調(diào)好兩者之間的關(guān)系成為近來研究的重點。 大多數(shù)學(xué)者的研究主要集中在經(jīng)濟發(fā)展與環(huán)境污染的單方面關(guān)系，缺少研究環(huán)境污染對經(jīng)濟發(fā)展的反向作用，本文的主要創(chuàng)新在于： 本文是從內(nèi)蒙古經(jīng)濟發(fā)展與環(huán)境污染相互作用的理論出發(fā)，研究內(nèi)蒙古經(jīng)濟發(fā)展對環(huán)境污染的影響，采用計量經(jīng)濟學(xué)中的實證分析方法來研究兩者之間相互影響關(guān)系，從全局的角度研究了兩者之間協(xié)調(diào)發(fā)展狀況。在了解內(nèi)蒙古經(jīng)濟發(fā)展概況和環(huán)境污染程度的基礎(chǔ)上利用各自具有代表性的指標來研究相互之間的影響關(guān)系和作用機制，找出能協(xié)調(diào)兩者之間關(guān)系的方法。本文在環(huán)境庫茲涅茨的曲線基礎(chǔ)上利用耦合協(xié)調(diào)度的方法來分析內(nèi)蒙古經(jīng)濟發(fā)展與環(huán)境污染之間是否協(xié)調(diào)，如何做到兩者之間的協(xié)調(diào)從而進一步促進內(nèi)蒙古經(jīng)濟可持續(xù)發(fā)展。 本文對內(nèi)蒙古經(jīng)濟發(fā)展與環(huán)境污染相互關(guān)系的研究是基于國內(nèi)外學(xué)者研究基礎(chǔ)之上，來進一步分析內(nèi)蒙古地區(qū)的具體狀況。針對相關(guān)的經(jīng)濟發(fā)展指標和環(huán)境污染指標進行描述、模型分析進而實證分析，從而找出內(nèi)蒙古經(jīng)濟與環(huán)境存在的不和諧因素，針對這些因素提出相應(yīng)的對策建議，為內(nèi)蒙古今后的發(fā)展提供借鑒。
[Abstract]:In recent years, ecological construction has been paid more and more attention, the party's the third Plenary Session of the 18th CPC Central Committee will clear the ecological civilization construction in the construction of the five systems, and economic construction, political construction, cultural construction and social construction and economic development. The racing together bridle to bridle, taking into account the ecological environment capacity, realize the coordinated development of economy environment in the controllable range. Inner Mongolia is a big province of the energy is the energy based provinces, economic development has been relying on resources to stimulate the economic development in recent years, although relying on the way but this is changing a tortuous, gradual process. Economic development also has caused tremendous pressure on the environment of Inner Mongolia, the regional strategy for the sustainable development of Inner Mongolia economy the formation of a challenge. Therefore, how to coordinate the relationship between the two has become the focus of recent research.
Most scholars' research focuses on the unilateral relationship between economic development and environmental pollution. There is a lack of research on the reverse effect of environmental pollution on economic development. The main innovation of this paper is:
This paper is starting from the Inner Mongolia economic development and environmental pollution interaction theory, study on influence of Inner Mongolia economic development on environmental pollution, using empirical econometrics to study the mutual influence relationship between the two analysis methods, the coordinated development status from the perspective of the overall study between them. The representative in the understanding of the economic development of Inner Mongolia based. And the level of environmental pollution on the respective indicators to study the mutual influence relationship and mechanism of action, try to find a way to coordinate the relationship between the two. In this paper based on the environmental Kuznets curve by using the method of coupling coordination degree to analyze whether between Inner Mongolia economic development and environmental pollution coordination, how to achieve coordination between them so as to further to promote the sustainable development of Inner Mongolia economy.
This paper studies on the Inner Mongolia economic development and environmental pollution in the relationship is based on the research of scholars at home and abroad, to further analyze the specific situation in Inner Mongolia area. According to the relevant indicators of economic development and environmental pollution indicators are described, and the empirical analysis of the model, so as to find out the disharmonious factors of economy and environment in Inner Mongolia, aiming at these factors put forward the corresponding countermeasures and suggestions, provide a reference for the future development of Inner Mongolia.
