【摘要】：單一結(jié)構(gòu)區(qū)域(城市)的出現(xiàn)是工業(yè)化進程中的一種常見現(xiàn)象,那些主導(dǎo)產(chǎn)業(yè)處于整體產(chǎn)業(yè)價值鏈低端的區(qū)域(城市),經(jīng)濟增長較容易受到經(jīng)濟周期的影響而產(chǎn)生較大的波動,經(jīng)濟增長抗壓性較弱,容易出現(xiàn)結(jié)構(gòu)性衰退。東北地區(qū)是結(jié)構(gòu)單一型的區(qū)域和城市的典型代表,過去依靠某種資源或單一傳統(tǒng)產(chǎn)業(yè)支撐發(fā)展起來,經(jīng)過長期過度開發(fā),如今卻面臨著資源枯竭、產(chǎn)業(yè)衰退的尷尬局面。東北地區(qū)的單一結(jié)構(gòu)城市的發(fā)展問題,不是全域性的,而是部分城市的問題,出臺有針對性的振興東北地區(qū)單一結(jié)構(gòu)城市的相關(guān)產(chǎn)業(yè)政策并兼顧全國,是很有必要的。振興東北老工業(yè)基地應(yīng)從保持生產(chǎn)能力、減小生產(chǎn)規(guī)模,區(qū)別對待低迷的產(chǎn)業(yè)、引進和發(fā)展新興產(chǎn)業(yè),建立單一結(jié)構(gòu)區(qū)域(城市)轉(zhuǎn)型發(fā)展的長效機制,并大力發(fā)展中小企業(yè)和小微企業(yè)幾方面入手。
[Abstract]:The emergence of single structural regions (cities) is a common phenomenon in the process of industrialization, those leading industries in the low end of the overall industrial value chain (cities). Economic growth is easy to be affected by the economic cycle to produce greater fluctuations, economic growth is less compressive, prone to structural recession, the Northeast region is a single structure of the region and the typical representative of cities. In the past, it depended on some kind of resources or single traditional industry to support its development. After a long period of overexploitation, it is now facing the embarrassing situation of resource depletion and industry recession, and the development of the single structural city in Northeast China. It is not regional, but part of the urban problems, the introduction of targeted revitalization of the Northeast single structure of the city related industrial policies and the consideration of the whole country. It is very necessary to revitalize the old industrial base in Northeast China, which should include maintaining production capacity, reducing the scale of production, treating the depressed industries differently, and introducing and developing new industries. To establish a long-term mechanism for the transformation and development of a single structural region (city), and to vigorously develop small and medium-sized enterprises and small and micro enterprises.
