【摘要】：我國經(jīng)濟(jì)一體化的發(fā)展催生了區(qū)域經(jīng)濟(jì)的發(fā)展,區(qū)域經(jīng)濟(jì)的發(fā)展加深了各行政區(qū)之間的聯(lián)系,同時也帶來了一系列的區(qū)域問題,這些區(qū)域問題對傳統(tǒng)的行政區(qū)行政模式發(fā)出了巨大的挑戰(zhàn)。因此,區(qū)域行政勢在必行。區(qū)域行政執(zhí)法合作與傳統(tǒng)的行政區(qū)行政模式有很大的區(qū)別,展現(xiàn)出一些新的特性,主要表現(xiàn)在更加強(qiáng)調(diào)政府之間的合作理念以及扁平化的權(quán)力運(yùn)行模式。但在我國當(dāng)前的大背景下,區(qū)域行政執(zhí)法合作存在很多問題,比如區(qū)域行政機(jī)關(guān)執(zhí)法合作動力不足,區(qū)域行政執(zhí)法合作面臨法律基礎(chǔ)缺失、協(xié)調(diào)機(jī)制不完備等制度性障礙,以及缺乏完備的組織載體等。通過探討對區(qū)域行政執(zhí)法合作的保障機(jī)制的構(gòu)建來確保區(qū)域行政執(zhí)法合作的順利進(jìn)行具有重要意義。建立區(qū)域行政執(zhí)法保障機(jī)制首先改善現(xiàn)有的績效評估機(jī)制,建立利益分享補(bǔ)償機(jī)制,同時加強(qiáng)執(zhí)法合作規(guī)則體系構(gòu)建和組織體系構(gòu)建。通過完善區(qū)域行政執(zhí)法合作保障機(jī)制的構(gòu)建,使得區(qū)域行政執(zhí)法合作能夠更有效的運(yùn)行,進(jìn)而解決我國當(dāng)前區(qū)域經(jīng)濟(jì)一體化大背景下的各種跨區(qū)域行政問題。
[Abstract]:The development of economic integration in our country has given birth to the development of regional economy. The development of regional economy has deepened the links among administrative regions, and has also brought about a series of regional problems. These regional problems have given a great challenge to the traditional administrative mode of administrative district. Therefore, regional administration is imperative. The regional administrative law enforcement cooperation is very different from the traditional administrative mode of the administrative region, showing some new characteristics, mainly in the more emphasis on the concept of cooperation between the government and the flattening mode of power operation. However, in the current background of our country, there are many problems in the cooperation of regional administrative law enforcement, such as the lack of motive force of law enforcement cooperation of regional administrative organs, the lack of legal basis, the incomplete coordination mechanism and other institutional obstacles in regional administrative law enforcement cooperation. And the lack of a complete organizational carrier and so on. It is of great significance to ensure the smooth progress of regional administrative law enforcement cooperation by exploring the construction of the guarantee mechanism of regional administrative law enforcement cooperation. The establishment of regional administrative law enforcement guarantee mechanism firstly improves the existing performance evaluation mechanism, establishes the benefit sharing compensation mechanism, at the same time strengthens the law enforcement cooperation rule system construction and the organization system construction. By perfecting the construction of the safeguard mechanism of regional administrative law enforcement cooperation, the regional administrative law enforcement cooperation can operate more effectively, and then solve various cross-regional administrative problems under the background of our country's current regional economic integration.
