國家級孵化器能否提升科技企業(yè)研發(fā)效率——基于傾向得分匹配法的驗證

【摘要】：作為各國政府的“政策工具箱”,科技企業(yè)孵化器在提升企業(yè)創(chuàng)業(yè)成功率、提供就業(yè)機(jī)會、促進(jìn)地區(qū)經(jīng)濟(jì)增長等方面發(fā)揮著重要作用。然而,從孵化企業(yè)視角來看,我國科技企業(yè)孵化器是否提升了科技企業(yè)研發(fā)效率有待驗證。與已有基于孵化器視角的研究文獻(xiàn)不同,從孵化企業(yè)視角出發(fā),在整理我國新三板2014年2 301家科技企業(yè)相關(guān)數(shù)據(jù)的基礎(chǔ)上,使用傾向得分匹配法和擴(kuò)展的柯布道格拉斯生產(chǎn)函數(shù)對該問題進(jìn)行了驗證。結(jié)果表明,國家級孵化器能夠提升科技企業(yè)研發(fā)效率。在控制選擇性偏差后,孵化器內(nèi)外企業(yè)研發(fā)彈性差異顯著,孵化器外企業(yè)研發(fā)彈性為0.083%,孵化器內(nèi)企業(yè)研發(fā)彈性為0.095%,經(jīng)孵化器“孵化”后科技企業(yè)研發(fā)效率提升了14.4%。該結(jié)論對于我國科技企業(yè)孵化器產(chǎn)業(yè)發(fā)展及新常態(tài)下區(qū)域經(jīng)濟(jì)增長策略制定具有重要意義。
[Abstract]:As the "policy toolbox" of the governments of various countries, the technology business incubator plays an important role in promoting the success rate of enterprise entrepreneurship, providing employment opportunities and promoting regional economic growth. However, from the point of view of incubator, whether or not the incubator has improved the R & D efficiency of S & T enterprises needs to be verified. Different from the existing research literature based on the incubator perspective, from the perspective of incubating enterprises, this paper collates the relevant data of 2 301 science and technology enterprises on the new third board of our country in 2014. The tendency score matching method and the extended Cobb Douglas production function are used to verify the problem. The results show that the national incubator can improve the R & D efficiency of science and technology enterprises. After controlling the selectivity deviation, the R & D elasticity of the enterprises inside and outside the incubator is significantly different. The R & D elasticity of the enterprises outside the incubator is 0.083, and the R & D elasticity of the enterprise in the incubator is 0.095. After the incubator "incubates", the R & D efficiency of the scientific and technological enterprises has been improved by 14.44. The conclusion is of great significance to the development of science and technology business incubator industry and the formulation of regional economic growth strategy under the new normal.
