PZ油庫建設項目施工質量管理研究

【摘要】:我國國民經(jīng)濟的飛速發(fā)展,使得油氣資源的需求不斷攀升。油站油庫作為成品油集散與供應的平臺,其容量與油品供應能力對于區(qū)域經(jīng)濟發(fā)展有著重要作用。PZ油庫是中國石油天然氣股份有限公司以及SC省石油化工有限公司為擴充SC省成品油資源容量、滿足區(qū)域經(jīng)濟發(fā)展對油氣資源需求而規(guī)劃建立的煉化一體化工程項目,作為四川一項重點建設項目工程,從立項開始就受到多重因素制約,與其它油庫建設工程相比,質量要求更加嚴格。因此,探索現(xiàn)代項目質量管理方法在油庫建設過程中的合理運用、建立科學系統(tǒng)的施工管理質量控制與優(yōu)化機制,對于保障PZ油庫建設項目順利進行與高品質按時完工具有重要意義。 論文以PZ油庫建設項目施工質量管理為研究對象,首先分析了PZ油庫建設項目產(chǎn)生背景、項目建設規(guī)劃、項目質量管理組織等,對PZ油庫建設項目概況進行了描述。其次,基于計劃、人員、技術、材料、設備、組織管理、風險、施工方法、環(huán)境等要素對施工質量的不同影響的分析,厘清了PZ油庫建設項目施工質量管理影響因素。再者,將PZ油庫施工過程分為施工準備階段、施工進行階段、施工收尾階段,對各階段的施工過程質量管理進行了研究。最后,立足進度、質量、成本三大項目管理關鍵要素,從進度—質量管理優(yōu)化、質量—成本管理優(yōu)化、進度—質量—成本綜合管理優(yōu)化角度,對PZ油庫建設項目施工質量綜合管理優(yōu)化進行了研究。
[Abstract]:With the rapid development of our national economy, the demand for oil and gas resources is rising. The oil station depot serves as a platform for the distribution and supply of refined oil. Its capacity and oil supply capacity play an important role in the development of regional economy. The PZ oil depot is the China National Petroleum and Gas Company Limited and SC Provincial Petrochemical Company Limited to expand the capacity of refined oil resources in SC province. As a key construction project in Sichuan Province, the integrated refining and chemical engineering project, which is planned to meet the needs of oil and gas resources for regional economic development, has been restricted by many factors since the establishment of the project, compared with other oil depot construction projects. The quality requirements are stricter. Therefore, to explore the rational application of the modern project quality management method in the process of oil depot construction, to establish a scientific and systematic construction management quality control and optimization mechanism. It is of great significance to ensure the construction project of PZ oil depot to carry on smoothly and finish on time with high quality. This paper takes the construction quality management of PZ oil depot construction project as the research object. Firstly, the background of PZ oil depot construction project, project construction planning, project quality management organization and so on are analyzed, and the general situation of PZ oil depot construction project is described. Secondly, based on the analysis of different influence factors on construction quality, such as planning, personnel, technology, materials, equipment, organization management, risk, construction method and environment, the factors affecting construction quality management of PZ oil depot construction project are clarified. Furthermore, the construction process of PZ oil depot is divided into construction preparation stage, construction process stage and construction closing stage. The quality management of construction process in each stage is studied. Finally, based on the three key elements of project management, including schedule, quality and cost, from the point of view of schedule-quality management optimization, quality-cost management optimization, schedule-quality-cost integrated management optimization, The comprehensive management optimization of construction quality of PZ oil depot construction project is studied.
