【摘要】：綜合評(píng)價(jià)(comprehensive evaluation, CE)是指對(duì)被評(píng)價(jià)對(duì)象所進(jìn)行的客觀、公正、合理的全面評(píng)價(jià),具有廣泛的應(yīng)用前景,長(zhǎng)期以來吸引了眾多學(xué)者的關(guān)注且取得了豐富的理論成果。多屬性綜合評(píng)價(jià)是以經(jīng)典的綜合評(píng)價(jià)過程為基礎(chǔ),衍生出了眾多重要分支：組合評(píng)價(jià)、時(shí)序動(dòng)態(tài)評(píng)價(jià)、群體評(píng)價(jià)、學(xué)習(xí)型評(píng)價(jià)、不確定性評(píng)價(jià)、自主式綜合評(píng)價(jià)等。綜合評(píng)價(jià)方法作為分析復(fù)雜問題時(shí)的一種普遍思維方式,各個(gè)分支理論的研究已經(jīng)取得了一定成果,但仍存在不足之處。本文從現(xiàn)實(shí)問題出發(fā),在以考察被評(píng)價(jià)對(duì)象的努力程度為前提條件的情況下,提出對(duì)處于不同發(fā)展水平的被評(píng)價(jià)對(duì)象進(jìn)行統(tǒng)一評(píng)價(jià)的綜合評(píng)價(jià)方法。希望為該類問題的解決提供一種思路。本文主要的研究工作如下：(1)從實(shí)際問題出發(fā),提出了被評(píng)價(jià)對(duì)象之間系統(tǒng)差異的概念,并通過分析對(duì)系統(tǒng)差異進(jìn)行了分類；(2)本著發(fā)現(xiàn)差異利用差異的原則,就一類現(xiàn)實(shí)中的評(píng)價(jià)問題提出基于內(nèi)部差異的綜合評(píng)價(jià)方法�？蓱�(yīng)用于多個(gè)被評(píng)價(jià)對(duì)象不能共同適用一套評(píng)價(jià)指標(biāo)體系的情況；(3)從被評(píng)價(jià)對(duì)象的系統(tǒng)差異來源的另一個(gè)方面,即當(dāng)被評(píng)價(jià)對(duì)象可以選用同一套指標(biāo)體系時(shí),提出了考慮外部差異的評(píng)價(jià)方法。分別分析了差異因素對(duì)評(píng)價(jià)指標(biāo)和評(píng)價(jià)結(jié)果兩個(gè)方面的影響,并對(duì)評(píng)價(jià)結(jié)果進(jìn)行了對(duì)比；(4)應(yīng)用研究,針對(duì)區(qū)域經(jīng)濟(jì)運(yùn)行狀況評(píng)價(jià)問題,以2012年中國(guó)四大區(qū)域經(jīng)濟(jì)發(fā)展?fàn)顩r評(píng)價(jià)為例,構(gòu)建了能夠體現(xiàn)系統(tǒng)差異的指標(biāo)體系,并對(duì)評(píng)價(jià)結(jié)果進(jìn)行調(diào)整,經(jīng)過計(jì)算得到評(píng)價(jià)結(jié)果。最后對(duì)考慮系統(tǒng)差異的綜合評(píng)價(jià)問題進(jìn)行了總結(jié),指出了進(jìn)一步研究的問題與展望。
[Abstract]:Comprehensive evaluation of (comprehensive evaluation, CE) is an objective, fair and reasonable comprehensive evaluation of the evaluated object. It has a wide application prospect and has attracted the attention of many scholars for a long time and has obtained rich theoretical results. Multi-attribute comprehensive evaluation is based on the classical comprehensive evaluation process, and has derived many important branches: combination evaluation, time series dynamic evaluation, group evaluation, learning evaluation, uncertainty evaluation, autonomous comprehensive evaluation and so on. As a general way of thinking in the analysis of complex problems, the comprehensive evaluation method has made some achievements in the research of each branch of the theory, but there are still some shortcomings. Based on the practical problems, this paper puts forward a comprehensive evaluation method to evaluate the evaluated objects at different levels of development under the condition that the effort degree of the evaluated objects is the precondition. Hope to provide a way to solve this kind of problem. The main research work of this paper is as follows: (1) based on the practical problems, the concept of the system difference between the evaluated objects is put forward, and the system difference is classified through analysis. (2) based on the principle of finding the difference in the use of the difference, A comprehensive evaluation method based on internal difference is proposed for a class of practical evaluation problems. It can be applied to the situation that multiple evaluated objects can not apply a set of evaluation index system together; (3) from another aspect of the source of the system difference of the evaluated object, that is, when the evaluated object can choose the same set of index system, An evaluation method considering external differences is proposed. The paper analyzes the impact of different factors on the evaluation index and evaluation results, and compares the evaluation results. (4) Applied research, aiming at the evaluation of regional economic operation, Taking the evaluation of the economic development of four major regions in China in 2012 as an example, the index system which can reflect the difference of the system is constructed, and the evaluation results are adjusted, and the evaluation results are obtained by calculation. Finally, the comprehensive evaluation problem considering system difference is summarized, and the problems and prospects of further research are pointed out.
