【摘要】：在經(jīng)濟(jì)全球化背景下，工業(yè)園區(qū)化已經(jīng)成為當(dāng)今工業(yè)發(fā)展的有效途徑。工業(yè)園區(qū)在工業(yè)產(chǎn)業(yè)集聚效益、技術(shù)革新、生態(tài)保護(hù)等方面表現(xiàn)出顯著的優(yōu)勢(shì)。在我國(guó)，工業(yè)園區(qū)作為區(qū)域經(jīng)濟(jì)發(fā)展的新增長(zhǎng)點(diǎn)，在各地迅速興起，不少工業(yè)園區(qū)取得了良好的效益，甚至成為了區(qū)域發(fā)展的助推器[1]。然而許多工業(yè)園區(qū)由于單純的注重外延的擴(kuò)張和規(guī)模的擴(kuò)大，造成土地利用粗放，土地資源浪費(fèi)嚴(yán)重。不僅對(duì)有限的土地資源尤其是耕地資源造成了巨大的威脅，也妨礙了工業(yè)園區(qū)自身的發(fā)展。目前如何提高工業(yè)園區(qū)土地利用效率、促進(jìn)工業(yè)園區(qū)的土地集約利用已經(jīng)成為了土地利用領(lǐng)域的一個(gè)研究熱點(diǎn)。 舟山作為全國(guó)兩個(gè)以群島設(shè)市的地級(jí)行政區(qū)劃之一，陸域面積少，，海域面積大，土地資源相對(duì)比較緊缺。稀缺的土地資源在充分的市場(chǎng)競(jìng)爭(zhēng)中會(huì)向投資回報(bào)率較高的部門流動(dòng)。但受限于土地用途變更較難、市場(chǎng)經(jīng)濟(jì)的缺陷和糧食安全等因素的考慮，完全市場(chǎng)化的土地資源配置不一定是最優(yōu)配置。因此需要政府對(duì)土地加以調(diào)控，使土地得到集約節(jié)約利用。本文在參閱國(guó)內(nèi)外相關(guān)理論和研究方法的基礎(chǔ)上，通過(guò)對(duì)工業(yè)園區(qū)土地利用系統(tǒng)及其影響因素的分析，建立了綜合評(píng)價(jià)的指標(biāo)體系，采用數(shù)據(jù)包絡(luò)分析法進(jìn)行分析。從土地利用狀況、土地利用投入和土地利用效益三方面評(píng)價(jià)了舟山四大工業(yè)園區(qū)的土地集約利用狀況，結(jié)合研究區(qū)的集約利現(xiàn)狀分析，最后提出了提高工業(yè)園區(qū)土地集約利用的相關(guān)建議與對(duì)策。 本文主要包括六個(gè)部分:第一章介紹了選題背景和國(guó)內(nèi)外研究現(xiàn)狀，說(shuō)明了本研究的目的、研究?jī)?nèi)容、研究意義和研究方法；第二章對(duì)工業(yè)園區(qū)、土地集約利用的概念進(jìn)行了界定，并對(duì)相關(guān)理論進(jìn)行了闡述；第三章分析了幾種常見(jiàn)的土地績(jī)效評(píng)價(jià)方法，通過(guò)比較確定本論文的評(píng)價(jià)方法；第四章對(duì)舟山市四大工業(yè)園區(qū)進(jìn)行了土地集約化利用績(jī)效的DEA績(jī)效評(píng)價(jià)分析；第五章結(jié)合研究區(qū)概況和評(píng)價(jià)分析提出了提高工業(yè)園區(qū)土地集約利用的相關(guān)建議與對(duì)策；第六章得出了本研究的結(jié)論，并指出了本研究中有待進(jìn)一步研究之處。
[Abstract]:Under the background of economic globalization, industrial park has become an effective way of industrial development. Industrial parks show remarkable advantages in industrial agglomeration, technological innovation and ecological protection. In China, as a new growth point of regional economic development, industrial parks are rising rapidly. Many industrial parks have achieved good benefits, and even become the booster of regional development [1]. However, due to the expansion of extension and scale, many industrial parks cause extensive land use and serious waste of land resources. It not only poses a great threat to the limited land resources, especially the cultivated land resources, but also hinders the development of the industrial park itself. At present, how to improve the efficiency of land use in industrial parks and promote the intensive use of land in industrial parks has become a research hotspot in the field of land use. Zhoushan is one of the two prefectural administrative divisions in which the archipelago is set up. The land area is small, the sea area is large, and the land resources are relatively scarce. Scarce land resources flow to sectors with higher returns on investment in full market competition. However, limited by the difficulty of land use change, the defects of market economy and the consideration of food security, the completely market-oriented land resource allocation is not necessarily the optimal allocation. Therefore, it is necessary for the government to regulate and control the land, so that the land can be used intensively and economically. On the basis of reference to relevant theories and research methods at home and abroad, this paper establishes an index system for comprehensive evaluation by analyzing the land use system and its influencing factors in industrial parks, and uses data envelopment analysis method to analyze it. This paper evaluates the land intensive utilization of four industrial parks in Zhoushan from the aspects of land use status, land use input and land use benefit, and analyzes the present situation of intensive profit in the research area. Finally, some suggestions and countermeasures are put forward to improve the intensive use of land in industrial parks. This paper mainly includes six parts: the first chapter introduces the background of the topic and the current research situation at home and abroad, explains the purpose, research content, research significance and research methods. The concept of intensive land use is defined and related theories are expounded. Chapter three analyzes several common methods of land performance evaluation and determines the evaluation methods of this paper through comparison. The fourth chapter analyzes the DEA performance of the four industrial parks in Zhoushan City, and puts forward some suggestions and countermeasures to improve the land intensive utilization in Zhoushan City, combining with the general situation and evaluation analysis of the research area. The sixth chapter draws the conclusion of this study, and points out the further research in this study.
