【摘要】：醫(yī)藥工業(yè)是關(guān)系國計民生的重要產(chǎn)業(yè),是培育發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的重點領(lǐng)域,我國醫(yī)藥工業(yè)快速發(fā)展,在保護(hù)和增進(jìn)人民健康、應(yīng)對自然災(zāi)害和公共衛(wèi)生事件、促進(jìn)經(jīng)濟社會發(fā)展等方面發(fā)揮了重要作用。為更好地滿足人民群眾日益增長的健康需要,落實深化醫(yī)藥衛(wèi)生體制改革任務(wù),加快結(jié)構(gòu)調(diào)整和轉(zhuǎn)型升級,促進(jìn)醫(yī)藥工業(yè)由大變強。尤其是在“十二五”規(guī)劃時期,我國的醫(yī)藥產(chǎn)業(yè)是被國家列入戰(zhàn)略新興產(chǎn)業(yè)的朝陽產(chǎn)業(yè),匯聚了技術(shù)、資本、人才和創(chuàng)新政策等諸多方面期待的目光,“十二五”時期一定會成為產(chǎn)業(yè)經(jīng)濟轉(zhuǎn)型的關(guān)鍵,是國民經(jīng)濟發(fā)展中不可缺少的重要一環(huán)。 延邊地處長白山腳下,依靠著得天獨厚的長白山藥用動植物資源優(yōu)勢和科技進(jìn)步優(yōu)勢,醫(yī)藥產(chǎn)業(yè)已成為延邊當(dāng)?shù)亟?jīng)濟發(fā)展的重要支柱產(chǎn)業(yè)之一,也是延邊地區(qū)未來最具發(fā)展?jié)摿Φ漠a(chǎn)業(yè)之一。因此,研究延邊地區(qū)醫(yī)藥產(chǎn)業(yè)的發(fā)展有著重大的意義,同時也是促進(jìn)延邊地區(qū)經(jīng)濟社會發(fā)展的重大課題之一。 本文以產(chǎn)業(yè)競爭力理論、產(chǎn)業(yè)發(fā)展理論、后發(fā)優(yōu)勢理論、區(qū)域經(jīng)濟理論、技術(shù)創(chuàng)新理論為理論基礎(chǔ),闡述了延邊地區(qū)醫(yī)藥產(chǎn)業(yè)發(fā)展的現(xiàn)狀。具體論述了延邊地區(qū)歷年醫(yī)藥產(chǎn)業(yè)規(guī)模情況、延邊地區(qū)各縣(市)醫(yī)藥產(chǎn)業(yè)發(fā)展情況、延邊地區(qū)主要藥品產(chǎn)量、延邊地區(qū)醫(yī)藥產(chǎn)業(yè)主要財務(wù)指標(biāo)情況,并且對其進(jìn)行了解釋說明。同時,通過競爭力分析理論,對延邊地區(qū)所面臨的優(yōu)勢、劣勢、機遇、威脅加以概述。延邊地區(qū)醫(yī)藥產(chǎn)業(yè)具有企業(yè)規(guī)模小,集群化不明顯；企業(yè)融資渠道不暢,資金有限；企業(yè)產(chǎn)品層次低,研發(fā)投入不足；缺乏醫(yī)藥產(chǎn)業(yè)專業(yè)人才；缺乏創(chuàng)新能力等劣勢。根據(jù)延邊地區(qū)所面臨的困難和問題,提出了推動醫(yī)藥產(chǎn)業(yè)集群化發(fā)展；實施朝醫(yī)產(chǎn)業(yè)化；加強對醫(yī)藥產(chǎn)業(yè)項目的招商引資；建立多元化融資渠道；打造醫(yī)藥品牌,支持市場發(fā)展戰(zhàn)略；加快建設(shè)醫(yī)藥流通體系；加強醫(yī)藥行業(yè)監(jiān)督管理,強化行業(yè)服務(wù)；大力提高自主創(chuàng)新能力；引進(jìn)、培養(yǎng)高端人才方面的對策建議。
[Abstract]:The pharmaceutical industry is an important industry related to the national economy and the people's livelihood, and a key area for cultivating and developing strategic emerging industries. China's pharmaceutical industry has developed rapidly, protecting and promoting people's health, coping with natural disasters and public health incidents. Promoting economic and social development has played an important role. In order to better meet the increasing health needs of the people, we should carry out the task of deepening the reform of the medical and health system, speed up the structural adjustment and transformation and upgrade, and promote the development of the pharmaceutical industry from a large scale to a strong one. In particular, during the 12th Five-Year Plan period, the pharmaceutical industry in our country is a sunrise industry listed by the state as a strategic emerging industry. It has brought together the vision expected from many aspects, such as technology, capital, talent and innovation policies, and so on. The twelfth five-year plan period will become the key of industrial economic transformation and an indispensable part of national economic development. Yanbian is located at the foot of Changbai Mountain, relying on its unique advantage of medicinal animal and plant resources and scientific and technological progress. The pharmaceutical industry has become one of the important pillar industries in the development of Yanbian's local economy. Yanbian area is also one of the most potential industries in the future. Therefore, it is of great significance to study the development of pharmaceutical industry in Yanbian area, and it is also one of the important topics to promote the economic and social development of Yanbian area. Based on industrial competitiveness theory, industrial development theory, late-development advantage theory, regional economic theory and technological innovation theory, this paper expounds the present situation of pharmaceutical industry development in Yanbian area. In this paper, the scale of pharmaceutical industry in Yanbian area, the development of pharmaceutical industry in counties (cities) in Yanbian area, the main drug output in Yanbian area, and the main financial index of pharmaceutical industry in Yanbian area are discussed in detail. And explain it. At the same time, through the theory of competitiveness analysis, this paper summarizes the strengths, weaknesses, opportunities and threats faced by Yanbian area. The pharmaceutical industry in Yanbian area has many disadvantages, such as small scale of enterprises, not obvious cluster; poor financing channels, limited funds; low product level, insufficient R & D investment; lack of medical industry professionals; lack of innovation ability and so on. According to the difficulties and problems faced by Yanbian area, the paper puts forward to promote the cluster development of pharmaceutical industry, implement the industrialization of Korean medicine, strengthen the investment attraction of pharmaceutical industry projects, establish diversified financing channels, and build medicine brand. Support the strategy of market development; accelerate the construction of pharmaceutical circulation system; strengthen the supervision and management of pharmaceutical industry, strengthen industry services; vigorously improve the ability of independent innovation; introduce and train high-end talent countermeasures.
