【摘要】：政府投資項目是在我國改革開放中出現的新的概念，一般是指為了適應和推動國民經濟或區(qū)域經濟的發(fā)展,使用財政性資金以及用財政性資金作為還貸來源或還貸擔保的借貸性資金投資建設的項目。政府投資項目是政府實施政府職能的一種重要手段，也是提高國民生活質量的重要保障和手段，在整個社會經濟生活中占有舉足輕重的地位，其成功與否關系到每個人的切身利益，因此做好政府投資項目管理有著十分重要的意義。對于如何有效管理政府投資項目，無論是發(fā)達國家還是發(fā)展中國家一直都在進行著探討和研究，并不斷改進和完善其管理模式和實施途徑。 本文首先對政府投資項目的定義、分類、主要特點及項目管理模式等相關理論知識進行了綜述，，繼而對國內政府投資項目的管理現狀和存在的問題進行了簡單分析，并簡要論述了一些西方發(fā)達國家和地區(qū)的政府投資項目管理模式。本人結合實際工作情況，通過對市北區(qū)政府投資項目的管理現狀及具體工程案例的分析，簡單歸納了市北區(qū)政府投資項目管理目前存在的問題，主要表現為缺乏科學的決策依據、建設管理程序管理不夠嚴格、項目管理效率低下，代建制尚未完善、政府投資項目監(jiān)督力度不夠等四個方面。通過分析，認為產生這些問題的深層次原因為社會公眾監(jiān)督缺失、政府投資項目信息公開不到位、激勵約束機制缺失，對代建制認識不夠、管理體制中存在建管不分現象。最后，通過對比發(fā)達國家和地區(qū)的管理情況，提出符合市北區(qū)區(qū)情的對策及建議，具體思路為：完善政府投資項目決策制度建設、建立健全合理的政府投資項目組織實施程序、建立和完善代建制管理機制，推進代建制健康穩(wěn)步發(fā)展、強制實行政府投資項目信息公開、設立專業(yè)的政府投資項目評價機構，完善監(jiān)督評價機制。這些對策和建議，可以給市北區(qū)政府及有關部門進一深化改革提供借鑒，確保政府投資項目決策的民主性和科學性，確保政府投資項目建設的高效管理，維護政府投資項目建設秩序，防止腐敗現象的發(fā)生，進一步推動城區(qū)經濟發(fā)展、提高城區(qū)競爭力，使政府投資項目更好的為高速發(fā)展的國民經濟服務。
[Abstract]:The government investment project is a new concept appearing in the reform and opening up of our country. It generally refers to the purpose of adapting and promoting the development of the national economy or the regional economy. A project in which financial funds are used as a source or guarantee for loan repayment. The government investment project is an important means for the government to carry out the government's functions, and also an important guarantee and means to improve the quality of life of the people. It plays an important role in the whole social and economic life. Whether it is successful or not is of vital importance to everyone, so it is of great significance to manage government investment projects well. As to how to manage government investment projects effectively, both developed and developing countries have been exploring and studying, and improving and perfecting their management mode and implementation ways. Firstly, this paper summarizes the definition, classification, main characteristics and project management mode of government investment projects, and then analyzes the current situation and existing problems of government investment projects in China. It also briefly discusses the management mode of government investment projects in some western developed countries and regions. In combination with the actual working situation, through the analysis of the management status and the concrete project cases of the government investment project in the north district, I simply sum up the problems existing in the management of the government investment project in the city north district. The main manifestations are lack of scientific decision basis, construction management procedure management is not strict enough, project management efficiency is low, agent system is not perfect, government investment project supervision is not enough. Through the analysis, it is concluded that the deep-seated causes of these problems are the lack of public supervision, the lack of public information on government investment projects, the lack of incentive and restraint mechanism, the lack of understanding of the agent system, and the existence of the phenomenon of "building and managing without distinction" in the management system. Finally, by comparing the management situation of developed countries and regions, the paper puts forward some countermeasures and suggestions in line with the situation of Shibei District. The concrete ideas are: to perfect the decision-making system of government investment projects, to establish and improve reasonable procedures for the organization and implementation of government investment projects, We should establish and improve the management mechanism of the agent system, promote the sound and steady development of the agent system, enforce the disclosure of information on government investment projects, set up professional evaluation agencies for government investment projects, and improve the supervision and evaluation mechanism. These countermeasures and suggestions can provide a reference for the government and relevant departments to deepen the reform, ensure the democratic and scientific nature of the decision-making of government investment projects, and ensure the efficient management of the construction of government investment projects. To maintain the order of government investment projects, to prevent corruption, to further promote the economic development of urban areas, to improve the competitiveness of urban areas, and to make government investment projects better serve the high-speed development of the national economy.
