【摘要】：水環(huán)境問題是當(dāng)前全球所共同面臨的難題，，如何處理好水環(huán)境與經(jīng)濟(jì)發(fā)展的和諧共存也是我國社會(huì)經(jīng)濟(jì)轉(zhuǎn)型期所面臨的重大考驗(yàn)，實(shí)現(xiàn)水環(huán)境的高效治理，是加強(qiáng)水資源保護(hù)，加快生態(tài)文明建設(shè)，實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展發(fā)展的重要保障。 武漢市作為中部地區(qū)的中心城市，在湖北區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展和實(shí)施中部崛起戰(zhàn)略中具有重要的地位。這座具有豐富水資源的城市，在經(jīng)濟(jì)快速發(fā)展和工業(yè)化、城市化的進(jìn)程中，同樣面臨經(jīng)濟(jì)發(fā)展與水資源環(huán)境的矛盾。針對城市水環(huán)境治理存在的法律制度不完善、治理主體不明晰、治理主體單一以及公眾參與不足等問題，借鑒國內(nèi)外水資源治理的成功經(jīng)驗(yàn)，堅(jiān)持政府主導(dǎo)，充分發(fā)揮市場機(jī)制和社會(huì)力量參與的綜合治理思路，從完善政策體系和加強(qiáng)制度建設(shè)、加快水務(wù)體制改革、大膽推行市場機(jī)制、加強(qiáng)公眾參與等方面，促進(jìn)城市人水和諧發(fā)展、經(jīng)濟(jì)社會(huì)發(fā)展與資源環(huán)境協(xié)調(diào)發(fā)展。 本文主要有六個(gè)部分組成： 第一部分主要介紹論文研究背景、研究意義以及國內(nèi)外研究現(xiàn)狀。 第二部分主要介紹水環(huán)境治理的相關(guān)概念界定，以及本文研究所涉及的理論基礎(chǔ)，包括公共管理理論、環(huán)境經(jīng)濟(jì)理論、可持續(xù)發(fā)展理論以及生態(tài)文明理論。 第三部分介紹武漢市水環(huán)境現(xiàn)狀與問題。包括武漢市水環(huán)境和水環(huán)境治理的現(xiàn)狀，并分析現(xiàn)階段武漢市水環(huán)境治理存在的問題。 第四部分水環(huán)境治理路徑分析。首先介紹了水環(huán)境治理的政府主導(dǎo)、市場運(yùn)作、公眾參與三種思路，在此基礎(chǔ)上提出政府主導(dǎo)下的水環(huán)境綜合治理的必要性。 第五部分通過對國內(nèi)外的成功水環(huán)境治理案例的分析，為武漢市水環(huán)境治理的提供經(jīng)驗(yàn)借鑒啟示。 第六部分結(jié)合武漢水環(huán)境治理存在的問題，提出政府主下武漢市水環(huán)境綜合治理的對策建議。
[Abstract]:The problem of water environment is a common problem in the world at present. How to deal with the harmonious coexistence of water environment and economic development is also a great test in the period of social and economic transformation of our country. To realize the efficient treatment of water environment is to strengthen the protection of water resources. Speed up the construction of ecological civilization, the realization of sustainable economic and social development an important guarantee. Wuhan, as the central city in the central region, plays an important role in the development of Hubei's regional economy and society and the implementation of the strategy of the rise of the central region. The city with abundant water resources faces the contradiction between economic development and water resources environment in the process of rapid economic development and industrialization and urbanization. In view of the problems of imperfect legal system, unclear governing subject, single governance subject and insufficient public participation, the author draws lessons from the successful experience of water resources management at home and abroad and insists on government leading. In order to promote the harmonious development of urban people and water, we should give full play to the comprehensive management ideas of market mechanism and social forces, improve the policy system and strengthen the system construction, speed up the reform of the water affairs system, boldly promote the market mechanism and strengthen the public participation, etc. Economic and social development and resources and environment coordinated development. This paper consists of six parts: the first part mainly introduces the research background, research significance and research status at home and abroad. The second part mainly introduces the definition of water environmental governance and the theoretical basis of this study, including public management theory, environmental economy theory, sustainable development theory and ecological civilization theory. The third part introduces the present situation and problems of water environment in Wuhan. The present situation of water environment and water environment treatment in Wuhan City is included, and the existing problems in water environment treatment in Wuhan City are analyzed. The fourth part of the water environment treatment path analysis. Firstly, the paper introduces three ideas of water environment management: government leading, market operation and public participation. On this basis, the necessity of water environment comprehensive management under government guidance is put forward. The fifth part through the domestic and foreign successful water environment treatment case analysis, for Wuhan city water environment treatment experience to draw lessons from the enlightenment. In the sixth part, the author puts forward the countermeasures and suggestions on the comprehensive management of Wuhan's water environment under the control of the government in combination with the existing problems in Wuhan's water environment management.
