【摘要】：“十二五”期間,金華市將實(shí)施“推進(jìn)趕超發(fā)展、加速浙中崛起”的發(fā)展戰(zhàn)略,這是新一屆金華市委充分分析浙江省經(jīng)濟(jì)發(fā)展趨勢(shì)的基礎(chǔ)上針對(duì)本市的經(jīng)濟(jì)現(xiàn)實(shí)所做出的決策。能否真正實(shí)現(xiàn)這一發(fā)展戰(zhàn)略將對(duì)金華市未來的經(jīng)濟(jì)發(fā)展具有深遠(yuǎn)的影響。然而,金華市的經(jīng)濟(jì)發(fā)展現(xiàn)狀在整個(gè)浙江省經(jīng)濟(jì)發(fā)展中并不占優(yōu)勢(shì),加之金華市自身經(jīng)濟(jì)問題和產(chǎn)業(yè)的缺陷,使金華市趕超發(fā)展難度加大。因此怎樣抓住“十二五”的發(fā)展機(jī)遇,加速浙中經(jīng)濟(jì)的崛起,實(shí)現(xiàn)金華市經(jīng)濟(jì)的趕超發(fā)展具有歷史的緊迫性和現(xiàn)實(shí)的必然性。 本文共分為四個(gè)部分：文章首先分析了浙中城市群實(shí)現(xiàn)趕超的理論基礎(chǔ)。本文通過對(duì)資源優(yōu)勢(shì)理論、后發(fā)優(yōu)勢(shì)理論、區(qū)域趕超目標(biāo)定位理論、平衡與不平衡增長(zhǎng)理論的分析研究奠定了文章的理論基礎(chǔ)。其次文章通過對(duì)金華市趕超發(fā)展戰(zhàn)略進(jìn)行必要性與可行性研究,得出趕超發(fā)展戰(zhàn)略是浙中城市群經(jīng)濟(jì)發(fā)展的必然選擇,具有現(xiàn)實(shí)意義。文章在第三部分通過查閱和分析浙江省11個(gè)地市及金華市各縣的經(jīng)濟(jì)發(fā)展資料,提出了金華市趕超發(fā)展的目標(biāo)和任務(wù)。最后,根據(jù)金華市趕超發(fā)展的目標(biāo)及社會(huì)經(jīng)濟(jì)發(fā)展現(xiàn)狀,針對(duì)性的提出了實(shí)現(xiàn)金華經(jīng)濟(jì)趕超發(fā)展的對(duì)策。 本文立足于金華市經(jīng)濟(jì)的發(fā)展現(xiàn)狀及區(qū)位特點(diǎn),從研究區(qū)域經(jīng)濟(jì)的跨越式發(fā)展入手,通過分析金華市經(jīng)濟(jì)的各項(xiàng)指標(biāo),提出了金華市趕超發(fā)展的目標(biāo)和任務(wù),進(jìn)而創(chuàng)新性的提出了資源的“創(chuàng)新型組合”和“空降式嵌入”的對(duì)策,通過資源的創(chuàng)新型組合實(shí)現(xiàn)經(jīng)濟(jì)的超常規(guī)發(fā)展,通過資源的空降式嵌入培育新的超級(jí)增長(zhǎng)極,實(shí)現(xiàn)經(jīng)濟(jì)的爆發(fā)式增長(zhǎng),通過兩種途徑雙管齊下,最終現(xiàn)實(shí)浙中城市群的趕超發(fā)展。因此,文章具有重要的現(xiàn)實(shí)意義。
[Abstract]:During the 12th Five-Year Plan period, Jinhua City will implement the development strategy of "pushing forward the development of catching up, accelerating the rise of the middle of Zhejiang", which is the decision made by the new Jinhua Municipal Party Committee on the basis of the full analysis of the economic development trend of Zhejiang Province in view of the economic reality of the city. Whether or not this development strategy can be realized will have a profound impact on the future economic development of Jinhua City. However, the present situation of Jinhua city's economic development is not dominant in the whole economic development of Zhejiang Province. In addition, Jinhua's own economic problems and industry defects make it more difficult to catch up with the development of Jinhua city. Therefore, how to seize the development opportunity of the 12th Five-Year Plan, accelerate the rise of the economy in the middle of Zhejiang, and realize the economic development of Jinhua has historical urgency and realistic inevitability. This paper is divided into four parts: firstly, the paper analyzes the theoretical basis of catching up and surpassing the urban agglomeration in central Zhejiang. In this paper, the theory of resource advantage, the theory of late-development advantage, the positioning theory of regional catch-up goal, the theory of balance and unbalanced growth have established the theoretical foundation of the article. Secondly, by studying the necessity and feasibility of catching up and developing strategy of Jinhua City, the paper draws the conclusion that the strategy of catching up and overtaking is the inevitable choice of the economic development of the urban agglomeration in the middle of Zhejiang Province, and has practical significance. In the third part, by consulting and analyzing the economic development data of 11 prefectures and counties in Jinhua city, the paper puts forward the goal and task of catching up and surpassing the development of Jinhua city. Finally, according to the target of catch up and development of Jinhua city and the present situation of social and economic development, this paper puts forward the countermeasures to realize the development of Jinhua economy. Based on the present situation and location characteristics of Jinhua's economy, this paper begins with the study of the leapfrog development of regional economy, and puts forward the target and task of Jinhua's catching up and developing by analyzing the various indexes of Jinhua's economy. Then, the author innovatively puts forward the countermeasures of "innovative combination" and "airborne embedding" of resources. Through the innovative combination of resources to realize the extraordinary development of economy, and to cultivate new super growth poles through the airborne embedding of resources, this paper puts forward the countermeasures of "innovative combination" and "airborne embedding" of resources. To realize the explosive growth of economy, we can catch up with the development of the urban agglomeration in the middle of Zhejiang through two ways. Therefore, the article has important practical significance.
