【摘要】：產(chǎn)業(yè)集聚是在一定地理空間內(nèi),經(jīng)濟(jì)活動(dòng)主體趨于相互接近或集中的現(xiàn)象,產(chǎn)業(yè)集聚對區(qū)域經(jīng)濟(jì)增長和區(qū)域產(chǎn)業(yè)生產(chǎn)率的提高有巨大促進(jìn)作用,因此推動(dòng)產(chǎn)業(yè)集聚、優(yōu)化產(chǎn)業(yè)布局成為政府的重要政策方向。產(chǎn)業(yè)集聚將會(huì)產(chǎn)生規(guī)模經(jīng)濟(jì)效應(yīng),容易吸引金融資源流入并推動(dòng)產(chǎn)業(yè)壯大集聚規(guī)模。 本文以河池市有色金屬產(chǎn)業(yè)集聚為研究對象,運(yùn)用產(chǎn)業(yè)集群理論和金融支持相關(guān)理論,論述金融支持產(chǎn)業(yè)集聚的作用機(jī)理,研究認(rèn)為金融能夠優(yōu)化資源配置,促進(jìn)產(chǎn)業(yè)集聚,并提高產(chǎn)業(yè)集聚水平和規(guī)模。但由于該產(chǎn)業(yè)屬于資源型產(chǎn)業(yè),在新時(shí)期面臨產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的任務(wù),資金是產(chǎn)業(yè)集聚規(guī)模的重大瓶頸,對金融資源的投入形成一定的挑戰(zhàn)。 本文首先闡述河池市有色金屬產(chǎn)業(yè)的發(fā)展情況和金融支持情況,并運(yùn)用區(qū)位熵法測定了河池市有色金屬產(chǎn)業(yè)集聚水平,運(yùn)用回歸分析論證金融支持與河池市有色金屬產(chǎn)業(yè)集聚的相關(guān)關(guān)系及其對地方經(jīng)濟(jì)發(fā)展的影響程度。其次,深入研究河池市有色金屬產(chǎn)業(yè)集聚面臨的不利因素和挑戰(zhàn),對金融支持形成了制約,分析認(rèn)為,河池市有色金屬產(chǎn)業(yè)受政策約束、產(chǎn)業(yè)經(jīng)營風(fēng)險(xiǎn)較大、產(chǎn)業(yè)發(fā)展前景不樂觀、產(chǎn)業(yè)布局不盡合理、資源配置不均以及產(chǎn)業(yè)轉(zhuǎn)型升級(jí)要求較高等影響,使得金融支持產(chǎn)業(yè)集聚面臨規(guī)模縮減、市場風(fēng)險(xiǎn)較大、金融支持審慎度提高、金融資產(chǎn)質(zhì)量受影響、金融資源不均衡、金融支持門檻抬高等情況,對金融支持有色金屬產(chǎn)業(yè)集聚形成挑戰(zhàn),使得金融與產(chǎn)業(yè)集聚融資供求不匹配。最后,通過研究金融支持湖南省郴州市的有色金屬產(chǎn)業(yè)集群發(fā)展、江西贛州資源產(chǎn)業(yè)集群與金融融合發(fā)展等兩個(gè)案例,總結(jié)金融支持與資源型產(chǎn)業(yè)集群發(fā)展的經(jīng)驗(yàn),充分借鑒案例的有益經(jīng)驗(yàn),從政府、金融機(jī)構(gòu)、產(chǎn)業(yè)企業(yè)等三個(gè)視角分別提出促進(jìn)金融支持河池市有色金屬產(chǎn)業(yè)集聚的政策建議。
[Abstract]:Industrial agglomeration is a phenomenon in which the main bodies of economic activities tend to be close to each other in a certain geographical space. Industrial agglomeration plays a great role in promoting regional economic growth and the improvement of regional industrial productivity, so it promotes industrial agglomeration. Optimizing the industrial layout has become an important policy direction of the government. Industrial agglomeration will produce economies of scale, which will easily attract financial resources and promote industrial agglomeration. This paper takes the nonferrous metal industry agglomeration in Hechi city as the research object, using the industrial cluster theory and the related theory of financial support, discusses the function mechanism of the financial support industry agglomeration, and thinks that the finance can optimize the allocation of resources and promote the industrial agglomeration. And improve the level and scale of industrial agglomeration. However, because the industry is a resource-based industry, it is facing the task of industrial transformation and upgrading in the new period. Capital is a major bottleneck of industrial agglomeration scale, which poses a certain challenge to the investment of financial resources. This paper first describes the development and financial support of non-ferrous metal industry in Hechi city, and uses the location entropy method to determine the level of non-ferrous metal industry agglomeration in Hechi city. The correlation between financial support and non-ferrous metal industry agglomeration in Hechi City and its influence on local economic development are demonstrated by regression analysis. Secondly, the unfavorable factors and challenges faced by the non-ferrous metal industry agglomeration in Hechi City are studied in depth, which restricts the financial support. The analysis shows that the non-ferrous metal industry in Hechi City is subject to policy constraints and the risk of industrial management is greater. The industrial development prospects are not optimistic, the industrial layout is not reasonable, the resources allocation is uneven, and the industrial transformation and upgrading requirements are high, so the financial support industry agglomeration is faced with the scale reduction, the market risk is bigger, the financial support prudence degree is raised. The financial assets quality is affected, the financial resources are unbalanced, the financial support threshold is raised, and the financial support nonferrous metal industry agglomeration is challenged, which makes the finance and industry agglomeration financing supply and demand mismatch. Finally, through the study of financial support for the development of non-ferrous metal industry cluster in Chenzhou, Jiangxi Province Ganzhou resources industry cluster and financial integration development of two cases, summed up financial support and resource-based industrial cluster development experience. From the perspective of government, financial institutions and industrial enterprises, this paper puts forward some policy suggestions to promote the financial support for the agglomeration of non-ferrous metals industry in Hechi City.
