【摘要】：財(cái)源是國(guó)家財(cái)政收入的源泉,是發(fā)展經(jīng)濟(jì)的重要組成,尤其是亟待轉(zhuǎn)型資源枯竭型城市,更能體現(xiàn)出財(cái)源建設(shè)工作的重要性。本文緊緊圍繞培植壯大烏海市財(cái)源,推動(dòng)經(jīng)濟(jì)又好又快發(fā)展這一中心思路,首先從理論的角度,對(duì)財(cái)源建設(shè)相關(guān)概念進(jìn)行了歸納總結(jié),對(duì)財(cái)源建設(shè)的概念及內(nèi)涵等進(jìn)行了準(zhǔn)確界定。其次,在結(jié)構(gòu)上,按照“財(cái)源建設(shè)現(xiàn)狀分析—財(cái)源建設(shè)存在問(wèn)題及原因分析—提出解決對(duì)策”這一思路逐層展開(kāi)。在數(shù)據(jù)分析的基礎(chǔ)上,揭示出烏海市地方財(cái)源建設(shè)中一些不合理的問(wèn)題,如稅源結(jié)構(gòu)單一,財(cái)政體制貢獻(xiàn)度高,非稅收入增長(zhǎng)迅速等問(wèn)題,并針對(duì)這些問(wèn)題,結(jié)合烏海市實(shí)際情況,提出改進(jìn)的措施建議。 以前多數(shù)對(duì)于具體區(qū)域財(cái)源建設(shè)的分析研究,基本都側(cè)重于加大財(cái)政投入力度,優(yōu)化收支結(jié)構(gòu)等,而本文是在資源枯竭型城市經(jīng)濟(jì)和城市轉(zhuǎn)型的宏觀形勢(shì)下,進(jìn)一步培植壯大財(cái)源,以促進(jìn)區(qū)域經(jīng)濟(jì)又好又快發(fā)展。筆者因從事財(cái)政具體工作,得以對(duì)烏海市的財(cái)源狀況進(jìn)行深入的調(diào)查研究,鑒于此,本文通過(guò)搜集烏海市產(chǎn)業(yè)、財(cái)政方面的數(shù)據(jù),對(duì)烏海市財(cái)源建設(shè)進(jìn)行實(shí)證研究和分析,并因地制宜,提出烏海市培植和壯大財(cái)源的對(duì)策建議,為地方政府提供決策參考。
[Abstract]:The source of finance is the source of the national financial revenue and the important component of the development of the economy. Especially, the urgent need to transform the resource-exhausted city can reflect the importance of the construction of the financial resources. This paper focuses on the central idea of cultivating and strengthening the financial resources of Wuhai City and promoting the sound and rapid development of the economy. First of all, from a theoretical point of view, this paper summarizes the related concepts of financial resources construction. The concept and connotation of the construction of financial resources are accurately defined. Secondly, in terms of structure, according to the idea of "analysis of the present situation of financial resources construction-analysis of the problems and causes of the construction of financial resources-putting forward solutions", the ideas are carried out layer by layer. On the basis of data analysis, this paper reveals some unreasonable problems in the construction of local financial resources in Wuhai City, such as the single structure of tax sources, the high contribution of financial system, the rapid growth of non-tax income, and so on. According to the actual situation of Wuhai City, the improvement measures are put forward. In the past, most of the analysis and research on the construction of financial resources in specific regions focused on increasing financial input and optimizing the structure of revenue and expenditure. However, this paper is based on the macro situation of resource-exhausted city economy and urban transformation. Further cultivate and strengthen financial resources in order to promote the regional economy sound and rapid development. In view of the fact that the author is engaged in the specific work of finance, he is able to carry out a deep investigation and study on the financial resources of Wuhai City. In view of this, this paper makes an empirical study and analysis on the financial source construction of Wuhai City by collecting the data of industry and finance in Wuhai City. According to the local conditions, this paper puts forward the countermeasures and suggestions to cultivate and strengthen the financial resources in Wuhai City, which can provide a reference for the local government to make decisions.
