【摘要】：進入二十一世紀以來，中國堅持科學(xué)發(fā)展，和諧發(fā)展，把“三農(nóng)”作為黨和國家的重要工作，其中種植業(yè)是三農(nóng)工作中的重要方面。國家提出對種植業(yè)實行“多予少取放活”的方針，出臺了多種促進種植業(yè)發(fā)展的優(yōu)惠政策，包括取消農(nóng)業(yè)稅，對農(nóng)民實行糧食補貼、農(nóng)機具購置補貼及農(nóng)資補貼，實行種植作物保險補償?shù)�，促進了農(nóng)民對種植業(yè)發(fā)展的積極性和主動性，我國種植業(yè)正在朝著實現(xiàn)高效、多產(chǎn)、增收的良好態(tài)勢發(fā)展。 種植業(yè)是農(nóng)業(yè)的基礎(chǔ)，是確保糧食安全的根本，國家要想富強，人民要想富裕，必須要夯實這個基礎(chǔ)，不斷提高種植業(yè)持續(xù)健康發(fā)展。中國種植業(yè)發(fā)展正處于現(xiàn)代種植業(yè)的轉(zhuǎn)型時期，傳統(tǒng)種植業(yè)發(fā)展思路已經(jīng)跟不上發(fā)展的新要求，因此，必須在種植業(yè)發(fā)展方式上求得轉(zhuǎn)變，在產(chǎn)銷研上求得創(chuàng)新，面對日益激烈的市場競爭和國際形勢，發(fā)展特色種植業(yè)是我們面臨的一項重大而緊迫的任務(wù)。 本文是立足高密市自身實際，因地制宜地發(fā)展別具一格的高效特色種植業(yè)，提出了一系列在發(fā)展特色種植業(yè)上有針對性的對策和建議，轉(zhuǎn)變種植思路，加大種植結(jié)構(gòu)調(diào)整力度，創(chuàng)新種植方式，引進開發(fā)新品種，培育新的增長點，實行產(chǎn)學(xué)研帶動，緊密聯(lián)系市場和企業(yè)，提高專業(yè)化知識水準，走產(chǎn)業(yè)化、科技化、特色化發(fā)展等等，通過這些對策，依托本地資源優(yōu)勢，逐步建成獨具特色的專業(yè)鎮(zhèn)、專業(yè)村，實現(xiàn)村村有特色，鎮(zhèn)鎮(zhèn)有產(chǎn)業(yè)，，走出一條帶動當(dāng)?shù)卣娃r(nóng)民增收的特色種植業(yè)發(fā)展道路，對增加農(nóng)民收入、振興區(qū)域經(jīng)濟、促進種植業(yè)和農(nóng)村經(jīng)濟持續(xù)發(fā)展具有十分重要意義。
[Abstract]:Since entering the 21 century, China insists on scientific development and harmonious development, and regards "agriculture, countryside and farmers" as the important work of the Party and the country, among which the planting industry is an important aspect in the work of agriculture, rural areas and farmers. The state has put forward the policy of "giving more and less taking more life" to the planting industry, and has introduced a variety of preferential policies to promote the development of the planting industry, including the abolition of agricultural taxes, the introduction of grain subsidies to farmers, the purchase of farm machinery and tools, and the subsidies for agricultural materials. The implementation of crop insurance compensation has promoted the enthusiasm and initiative of farmers to the development of planting industry, and the planting industry in China is developing towards the realization of high efficiency, high production and increasing income. Planting is the foundation of agriculture and the basis of ensuring food security. If the country wants to be rich and strong, the people must consolidate this foundation and continuously improve the sustainable and healthy development of the planting industry. The development of Chinese planting industry is in the transition period of modern planting industry, the traditional planting industry development train of thought has been unable to keep up with the new requirement of development. Therefore, we must change the way of planting development and seek innovation in production and marketing research. Facing the increasingly fierce market competition and the international situation, it is an important and urgent task for us to develop the characteristic planting industry. This article is based on Gaomi City's own reality, develops the unique high efficiency characteristic planting industry according to the local conditions, has proposed a series of targeted countermeasures and suggestions in the development characteristic planting industry, has changed the planting mentality, increases the planting structure adjustment dynamics, Through these countermeasures, we should innovate planting methods, introduce and develop new varieties, cultivate new growth points, promote production, education and research, closely link with markets and enterprises, raise the level of specialized knowledge, go along with industrialization, science and technology, and special development, and so on. Relying on the advantages of local resources, gradually building up specialized towns and specialized villages with unique characteristics, realizing that villages and villages have characteristics and towns having industries, so as to find a way to develop the special planting industry that will lead the local government and farmers to increase their income, so as to increase farmers' income. It is of great significance to revitalize regional economy and promote the sustainable development of planting and rural economy.
