【摘要】：近年以來,隨著我國社會主義經(jīng)濟(jì)體系日益完善成熟,傳統(tǒng)的機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度難以適應(yīng)新形勢下的發(fā)展需求,由此產(chǎn)生的財(cái)政、社會等方面的負(fù)面影響也越來越大。但是不可否認(rèn),作為整個社會保障體系的重要組成部分,不可能一刀切進(jìn)行制度變革,需要結(jié)合我國區(qū)域、經(jīng)濟(jì)實(shí)力、財(cái)政狀況等因素進(jìn)行完善。所以,盡管國家從1994就開始了相關(guān)變革,但整體改革效果并不理想,各地試點(diǎn)情況也不容樂觀,甚至已遠(yuǎn)遠(yuǎn)落后于企業(yè)養(yǎng)老保險(xiǎn)制度的變革發(fā)展步伐,這都極大地影響了我國社會保障體系的整體建設(shè)。因此,結(jié)合我國具體國情,加快機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革步伐已然迫在眉睫。本文以河南省為例進(jìn)行實(shí)證分析,在整理歸納機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)相關(guān)理論基礎(chǔ)上,結(jié)合該省機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革歷程,明確了該省制度執(zhí)行現(xiàn)狀以及存在的諸多問題。在此基礎(chǔ)之上,運(yùn)用對比分析法,歸納了國內(nèi)其他省市以及國外公職人員養(yǎng)老保險(xiǎn)制度的改革經(jīng)驗(yàn)與啟示,找出了河南省機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的切入點(diǎn)與突破口,并且本著理論聯(lián)系實(shí)踐,理論指導(dǎo)實(shí)踐的原則,從四個方面分別給出了河南省機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的基本原則與對策建議,以期為加快河南省機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革步伐提供參考。
[Abstract]:In recent years, with the development of socialist economic system in our country, the traditional old-age insurance system of institutions and institutions is difficult to adapt to the development needs under the new situation, and the negative impact on finance, society and other aspects is becoming more and more great. But there is no denying that as an important part of the whole social security system, it is impossible to reform the system in a one-size-fits-all way. Therefore, although the country has started the relevant changes since 1994, the overall effect of the reform is not ideal, the pilot situation in various places is not optimistic, and it has even lagged far behind the pace of reform and development of the enterprise old-age insurance system. This has greatly affected the overall construction of our social security system. Therefore, it is urgent to speed up the reform of the endowment insurance system of the government and institutions according to the specific conditions of our country. Taking Henan Province as an example, this paper makes an empirical analysis, on the basis of sorting out and summarizing the relevant theories of the endowment insurance of the organs and institutions, combining with the reform course of the pension insurance system of the organs and institutions of the province. This paper clarifies the current situation of the implementation of the province's system and the existing problems. On this basis, by using comparative analysis, this paper sums up the experience and enlightenment of the reform of pension insurance system for public servants in other provinces and cities in China and abroad, and finds out the breakthrough point and breakthrough point of the reform of pension insurance system in the organs and institutions of Henan Province. And in the light of the principle of combining theory with practice and guiding practice, this paper gives the basic principles and countermeasures for the reform of pension insurance system of the organs and institutions in Henan Province from four aspects. In order to speed up the reform of the pension insurance system in Henan Province organs and institutions to provide a reference.
